1. Background
Since 1996, IDP in Phnom Penh has provided high quality counseling and professional study placement services for many Cambodian and international students who wish to study in Australia. IDP assists students and their families to identify the best course at the right university, college or school, and the right price. That is what IDP really wants to do for Cambodia. However, in the past recent years, the number of Cambodian students, who applied to study in Australia has dropped down seriously, makes IDP deeply concerns about its future. IDP just realized that there is a limitation of information accessibility among Cambodian students about IDP system. They think that weak customer and marketing services are the source of the problem! As part of applying for consent, Professional Communication Team has requested IDP Education of the area that the proposed project occurs in. This Terms of Reference (TOR) outlines the objective, purposes, scope of study, readers, timeline and the expectation from our team.

2. Objective and Purpose of study


2.1. Objective
Our Motto: Your Pathway to Success! Our main objective is to promote IDP Education to become well known among Cambodian students and institutions through Education Fair.

2.2. Purposes of Hosting Education Fair


To analyze the appropriateness and effectiveness of Education Fair in response to IDP Education desire. To see whether it is achieving its objectives and with a view to produce recommendations for improving performance of current and future operations in IDP Education system. To assess the current situation of IDP Education system, in order to identify relevant opportunities, challenges and threats to help improve the performance of its current situation and also to assist to plan for future planning.

3. Scope of Study
The development of the strategic plan for Education Fair and evaluation stage will require a well balanced approach based on well planned structure and strong corporation among IDP Education, Professional Communication Team and others who have involved in the process of evaluation plan. There are two important components that we used in order to measure the scope analysis:

3.1. Target Group (Higher Education Students)


The whole study will be focused mainly on higher education students since IDP Education wholly matters in further higher education abroad. As the result, the study or the evaluation stage will be done by conducting questionnaire with three universities such as Institute of Foreign Languages (IFL), Panhasastra University of Cambodia (PUC) and University of Cambodia (UC).

3.2. Acknowledgement Level (Evaluation Questions)


The evaluation will be based on a set of key questions. These questions are intended to give a more precise and accessible form to the evaluation criteria and to articulate the key issues, thus optimizing the focus and utility of the evaluation. Moreover, the evaluation questions will be further discussed and validated at the briefing phase (Other questions will be added in questionnaire). The key questions are: 3.2.1. Overall Understanding Response Do you know how many branches does IDP Education has in Cambodia? Do you know where they are? 3.2.2. Better Understanding Response Do you know what IDP stand for? Who can take benefits from IDP Education? 3.2.3. Advance Understanding Response What kind of services that IDP Education provides? 3.2.4. Targeting Beneficiaries Will you contact IDP Education in the future?

4. The Readers
4.1. Target of the Report (Specific Readers)
4.1.1. IDP Education Ms. Rafia Momnin (IDP Managing Director) HR Manager Administrative Manager Finance Staffs The approval of the report, structure, format, information and support are based on these people. 4.1.2. Report Writing Professor Mr. OR Vitou The edition and information recommendation are supported and suggested by report writing professor. This will benefit us since the quality of the report will be improved.

4.2. Other Interested People


IDP Staffs The specific information in the report will serve the best understanding and awareness within every IDP staff. They will know what their weak and strong points are and how to improve the performance of the organization as the whole. Higher Education Students The report of evaluation will enable higher education students to be aware of the important of education fair. They will know and mark IDP for their consultant if they want to further their higher education abroad since they have read IDP Education report. Other NGOs which mainly focused on education and consultant The evaluation results are required to share with the NGOs/IOs. These will allow them to comment upon the findings. They may adapt the format of the technical appreciation in consultation with the operational desk and technical assistant concerned. The purpose of the document is to promote dialogue, mutual learning and ownership and to build capacity of promoting education fair.

6. Expectation
Professional Communication Team is strongly expected that IDP Education is highly supportive of the manner in which this Review of this Education Fair has begun, with the opportunity for open consultation about the Terms of Reference. This augurs well for the open, transparent, consultative, wide-ranging and comprehensive review that is needed of schools funding in Australia. We strongly recommend that all submissions should be publicly available online from the date of lodgment, in the interests of an open and informed process. The same provisions should apply as for the IDP Education Review of Higher Education. We wish the Panel well and look forward to future opportunities for consultation as its work gathers momentum.
