SECTION 7 - PERFORMANCE SPECIFICATIONS FOR SPORTS FIELD LIGHTING 1.1 SUMMARY A.

The purpose of these specifications is to define the sport field lighting performance standards, design, and system control requirements for the Sundance Park - Phase 1A located in Buckeye, Arizona. The manufacturer / contractor shall design, supply, install, and maintain a sports field lighting system and equipment to meet or exceed the standards set forth by the criteria defined in these specifications. B. The sports lighting system shall be designed to accommodate the use of all of the following fields or any combination thereof, as further referenced on site plan, performance specifications, and special provisions: 1. Baseball 1 (including sub-areas) 2. Baseball 2 (including sub-areas) 3. Soccer 1 (including sub-areas) 4. Soccer 2 (including sub-areas) 5. Tot Soccer (including sub-areas) 6. Softball 1 (including sub-areas) 7. Softball 2 (including sub-areas) C. The sports lighting system shall be designed utilizing the mandatory pole locations and heights specified on the Site Plan - Exhibit A, provided as part of this bid. D. The sports lighting system shall be designed utilizing the required bid phasing as specified in the Bid Phasing-Exhibit B, provided as part of this bid. E. The sports lighting system shall be designed utilizing the Site Electrical Plan provided as part of this Bid. The control system shall be designed to work within the SES cabinet referenced in the Site Electrical Plans and provided as part of this bid. F. The sports lighting system shall be designed utilizing the lighting/photometric requirements provided for specific sporting fields as further defined in these performance specifications. G. The sports lighting control system shall be designed utilizing the lighting control and programming requirements required for specific sporting fields and the site/security lighting, as further defined in these performance specifications. H. The primary goals of this sports lighting project are: 1. Lighting Performance: Appropriate sport field lighting levels impact the safety of the players and the enjoyment of spectators. Therefore the sports field lighting system shall be designed such that the light levels required for safety and enjoyment are provided and the system and components shall be maintained for a period of 25 years. 2. Environmental Light Control: Due to the proximity of the proposed sporting fields being located near future residential areas, a primary goal of this project is to minimize spill light and glare impacting adjacent properties. Therefore the sports field lighting system shall be designed and installed utilizing best available practices. At minimum 100% light cut off fixtures shall be used to ensure minimal light spillage. 3. Life Cycle Cost: In order to reduce the operating budget, the preferred lighting system shall be energy efficient and cost effective to operate. All maintenance costs, monitoring, and services pertaining to the sports field lighting shall be included as part of the bid and shall be eliminated from the owner's operational costs for a period of 25 years. The field(s) should also be proactively monitored to detect fixture outages over a 25 year life cycle. To allow for optimized use of labor resources and avoid unneeded operation of the facility, customer requires a remote on/off control system for the lighting system 1.2 LIGHTING PERFORMANCE Page 1

A. Performance Requirements: Playing surfaces shall be lit to an average constant light level and uniformity as specified in the chart below. Light levels shall be maintained to adequate standards and shall remain constant for 25 years. Lighting calculations shall be developed and field measurements taken on the grid spacing with the minimum number of grid points specified below. Measured average illumination level shall be +/- 10% of predicted mean in accordance with IESNA RP-6-01 (or approved equal), and measured at the first 100 hours of operation. 1. Lumen maintenance control strategy: A constant light system concept shall be required to utilize automatic power adjustments to achieve a lumen maintenance control strategy as described in the IESNA Lighting Handbook 9th Edition Lighting Controls Section pages 27-2 and 27-3 (or approved equal): Lumen maintenance control strategy calls for reducing the initial illumination of a new system to the designed minimum level. As lumen depreciation occurs, more power is applied to the lamps in order to maintain constant output. 2. Independent Test Report: Manufacturers bidding any form of a constant light system must provide an independent test report certifying the system meets the lumen maintenance control strategy above and verifying the field performance of the system for the duration of the useful life of the lamp based on lamp replacement hours. The report shall be prepared and sealed by a licensed professional engineer with outdoor lighting experience. The report shall also be provided to support the overall system design and shall be included with the bid submittal. 3. Project References: Manufacturers bidding any form of a constant light system must also provide a minimum of five (5) project references within the state of Arizona that have been completed utilizing this exact technology. Manufacturer will include project name, project city, contact name, and contact phone number for each reference as part of the bid submittal. B. Mounting Heights: To ensure proper aiming angles for reduced glare and to provide better playability, the pole mounting heights from the playing field surface are required to be based upon the following table values:

A. Spill Light Control: Maximum vertical footcandles taken with the meter aimed at the brightest light bank at a distance of 100 feet from the field perimeter shall not exceed 0.85 footcandles. Footcandle readings shall be taken at 50 foot intervals along the specified line. Measured average illumination level shall allow a 10% variance of predicted mean in accordance with IESNA RP-6-01, and be measured at the first 100 hours of operation. B. Any work, materials, or maintenance requirements necessary but not specifically referred to in these items are considered incidental to the item and shall be included in the price for the bid item.

C. Preventative Maintenance: Manufacturer shall provide all preventative maintenance, including parts and labor for 25 years from the date of equipment shipment. Individual lamp outages shall be repaired when the usage of any field is materially impacted. Owner agrees to check fuses in the event of a luminaire outage. D. Remote Monitoring System: System shall monitor lighting performance and notify manufacturer if individual luminaire outage is detected so that appropriate maintenance can be scheduled. The manufacturer shall notify the owner of outages within 24 hours, or the next business day. The controller shall determine switch position (Manual or Auto) and contactor status (open or closed). E. Remote Lighting Control System: System shall allow owner and users with a security code to schedule on/off system operation via a web site, phone, fax or email up to ten years in advance. Manufacturer shall provide and maintain a two-way wireless TCP/IP communication link. Trained staff

shall be available 24/7 to provide scheduling support and assist with reporting needs. The owner may assign various security levels to schedulers by function and/or fields. This function must be flexible to allow a range of privileges such as full scheduling capabilities for all fields, to only having permission to execute early off commands by phone. Controller shall accept and store 7-day schedules, be protected against memory loss during power outages, and shall reboot once power is regained and execute any commands that would have occurred during outage. F. Management Tools: Manufacturer shall provide a web-based database of actual field usage and provide reports by facility and user group. 1. Hours of Usage: Manufacturer shall provide a means of tracking actual hours of usage for the field lighting system that is readily accessible to the owner. a. Cumulative hours: shall be tracked to show the total hours used by the facility b. Current lamp hours: shall be tracked separately to reflect the amount of hours on the current set of lamps being used, so relamping can be scheduled accurately G. Communication Costs: Manufacturer shall include communication costs for operating the controls and monitoring system for a period of 25 years. MAINTENANCE AGREEMENT A. 25-Year Maintenance Agreement: Each manufacturer shall supply a signed maintenance agreement covering the entire system for 25 years as part of this bid submittal. The maintenance agreement shall maintain light levels; lamp replacements; system energy consumption; internet support/database; monitoring, maintenance and control services, spill light control, and structural integrity. Manufacturer shall provide evidence of financial reserves to assure fulfillment of the maintenance agreement for the full term as part of the bid submittal. This agreement may exclude fuses, storm damage, vandalism, abuse and unauthorized repairs or alterations. Group lamp replacements for constant light systems must also be included in the maintenance agreement and shall occur in accordance with the recommendations described in the independent test report provided by the manufacturer. B. Any work, materials, or maintenance requirements necessary but not specifically referred to in these items are considered incidental to the item and shall be included in the price for the bid item.

DELIVERY TIMING A. Equipment On-Site: The equipment must be on-site 4-6 weeks from issued Notice to Proceed. B. Any work or materials necessary but not specifically referred to in these items are considered incidental to the item and shall be included in the price for the bid item.

PHOTOMETRIC / DESIGN REQUIREMENTS A. Compliance to Specifications: It shall be the designer and lighting manufacturers responsibility to comply fully with the requirements of these specifications. Any exceptions to the specifications must be clearly stated and included as part of the bid submittal documents. B. Light Level Requirements: The designer shall provide a computer model for each field illustrating how proper light levels can be maintained on the field over 25 years. If a constant light level cannot be provided, the specified maximum Recoverable Light Loss Factor and maintenance/group relamping schedule shall be provided in accordance with recommendations in the Pennsylvania State University report Empirical Light Loss Factors for Sports Lighting, presented at the 2009 IESNA Annual Conference (or approved equal). C. Revised Electrical Distribution: Manufacturer shall provide revised electrical distribution plans to include changes to service entrance, panel, and wire sizing. D. Any work, materials, or maintenance requirements necessary but not specifically referred to in these items are considered incidental to the item and shall be included in the price for the bid item.

PART 2 PRODUCT 2.1 LIGHTING SYSTEM CONSTRUCTION A. System Description: Lighting system shall consist of the following: 1. Galvanized steel poles and crossarm assembly 2. Pre-stressed concrete base embedded in concrete backfill allowed to cure for 12-24 hours before pole stress is applied. 3. All luminaires shall be constructed with a die-cast aluminum housing or external hail shroud to protect the luminaire reflector system. 4. Manufacturer will remote all ballasts and supporting electrical equipment in aluminum enclosures mounted approximately 10 above grade. The enclosures shall include ballast, capacitor and fusing for each luminaire. Safety disconnect per circuit for each pole structure will be located in the enclosure. 5. Provide wire harness complete with an abrasion protection sleeve, strain relief and plug-in connections for fast, trouble-free installation. 6. Controls and Monitoring Cabinet shall provide on-off control and monitoring of the lighting system, constructed of NEMA Type 4 aluminum. Communication method shall be provided by manufacturer. Cabinet shall contain custom configured contactor modules for 30, 60, and 100 amps, labeled to match field diagrams and electrical design. Manual Off-On-Auto selector switches shall be provided. 7. Controls and Monitoring Cabinet shall provide on-off control and monitoring for controlling and programming of all sporting fields, independent fields, sub-areas, individual poles/lights, or any combination thereof. 8. Controls and Monitoring Cabinet shall provide on-off control and monitoring for controlling and programming of other site and security lighting by sub-areas, individual poles/lights, or any combination thereof. B. Manufacturing Requirements: All components shall be designed and manufactured as a system. All luminaires, wire harnesses, ballast and other enclosures shall be factory assembled, aimed, wired and tested.

C. Durability: All exposed components shall be constructed of corrosion resistant material and/or coated to help prevent corrosion. All exposed carbon steel shall be hot dip galvanized per ASTM A123 (or approved equal). All exposed aluminum shall be powder coated with high performance polyester or anodized. All exterior reflective inserts shall be anodized, coated, and protected from direct environmental exposure to prevent reflective degradation or corrosion. All exposed hardware and fasteners shall be stainless steel of 18-8 grade or better, passivated and coated for protection against corrosion and stress corrosion cracking. All wiring shall be enclosed within the crossarms, pole, or electrical components enclosure. D. Lightning Protection: All structures shall be equipped with lightning protection meeting NFPA 780 standards (or approved equal). Contractor shall supply and install a ground rod of not less than 5/8 in diameter and 8 in length, with a minimum of 10 embedment. Ground rod should be connected to the structure by a copper main down conductor with a minimum size of #2 for poles with less than 75 mounting height and 2/0 for poles with more than 75 mounting height. E. Safety: All system components shall be UL Listed for the appropriate application. F. Electric Power Requirements for the Sports Lighting Equipment: 1. Electric power: 480 Volt, 3 Phase 2. Maximum total voltage drop: Voltage drop to the disconnect switch located on the poles shall not exceed three (3) percent of the rated voltage. 3. The sports lighting electrical design shall meet design intent and requirements provided by the Site Lighting and Power Plans provided by Arizona Pinnacle Engineering, LLC, signed and dated 01/26/12. 2.2 STRUCTURAL PARAMETERS A. Support Structure Wind Load Strength: Poles and other support structures, brackets, arms, bases, anchorages and foundations shall be determined based on the 2006 edition of the IBC Building Code, wind speed of 90MPH, and exposure category C (or approved equal). Luminaire, visor, and crossarm shall withstand 150 mph winds and maintain luminaire aiming alignment. B. Structural Design: The stress analysis and safety factor of the poles shall conform to AASHTO 2001 (LTS-4) Standard Specifications for Structural Supports for Highway Signs, Luminaires and Traffic Signals (or approved equal). a) The Town of Buckeye reserves the right to award any or none of the bid additives on an individual basis; Therefore, luminaires may be installed in phases or removed (including poles containing back to back mounting configurations). The designer shall provide structural pole designs to accommodate any combination of phasing or deletion of luminaires. This shall also include, but not be limited to the providing of adequate mounting brackets and access holes to facilitate phased installation. b) All poles shall be designed to accommodate one additional shoe box light fixture and one outdoor load speaker (with an approximate surface area of 12" x 12" x 12" and weight of 15 pounds), mounted at a height of 25'. C. Soil Conditions: The design criteria for these specifications are based on soil design parameters as outlined in the geotechnical report. Please reference the Geotechnical Engineering Report prepared for Buckeye Park, by Ricker-Atkinson-Mcbee-Morman, Inc. (RAMM Project No. G15469), dated January 7th, 2008. It shall be the contractors responsibility to notify the owner if soil conditions exist other than those on which the foundation design is based, or if the soil cannot be readily excavated. Contractor may issue a change order request / estimate for the owners approval / payment for additional costs associated with: a) Providing engineered foundation embedment design by a registered engineer in the State of Arizona. b) Additional materials required to achieve alternate foundation. c) Excavation and removal of materials other than normal soils, such as rock, caliche, etc.

D. Foundation Drawings: Project specific foundation drawings stamped by a registered engineer in the state where the project is located are required. The foundation drawings must list the moment, shear (horizontal) force, and axial (vertical) force at ground level for each pole. These drawings must be submitted at time of bid to allow for accurate pricing. a) Foundation design shall include adequate conduit connections. Conduits shall be stubbed and capped approximately 3 feet from foundation into a box and cover as part of this installation. The Electrical Contractor shall provide the conduit feeds and connections to this point. E. Any work, materials, or maintenance requirements necessary but not specifically referred to in these items are considered incidental to the item and shall be included in the price for the bid item.

PART 3 EXECUTION 3.1 FIELD QUALITY CONTROL A. Substantial completion shall be based upon sports field lighting poles, luminaires, and conduit installation and approval. The 25 maintenance agreement period shall not begin until the system is fully commissioned, illumination measurements are accepted, and final acceptance is granted. B. Illumination Measurements: Upon substantial completion of the project and in the presence of the Contractor, Project Engineer, Owner's Representative, and Manufacturer's Representative, illumination measurements shall be taken and verified. The illumination measurements shall be conducted in accordance with IESNA RP-6-01, Appendix B (or approved equal). C. Correcting Non-Conformance: If, in the opinion of the Owner or his appointed Representative, the actual performance levels including footcandles, uniformity ratios, and maximum kilowatt consumptions are not in conformance with the requirements of the performance specifications and submitted information, the Manufacturer shall be liable to any or all of the following: 1. Manufacturer shall at his expense provide and install any necessary additional fixtures to meet the minimum lighting standards. The Manufacturer shall also either replace the existing poles to meet the new wind load (EPA) requirements or verify by certification by a licensed structural engineer that the existing poles will withstand the additional wind load. 2. Manufacturer shall at his expense minimize the Owner's additional long term fixture maintenance and energy consumption costs created by the additional fixtures by reimbursing the Owner the amount of $1,000.00 (one thousand dollars) for each additional fixture required. 3. Manufacturer shall at his expense remove the entire unacceptable lighting system and install a new lighting system to meet the specifications.

Description Listing of all information being submitted must be included on the table of contents. List the name of the manufacturers local representative and his/her phone number. Signed submittal checklist to be included. Lighting design drawing(s) showing: a. Field Name, date, file number, prepared by, and other pertinent data b. Outline of field(s) being lighted, as well as pole locations referenced to the center of the field (x & y), Illuminance levels at grid spacing specified c. Pole height, number of fixtures per pole, as well as luminaire information including wattage, lumens and optics d. Height of light test meter above field surface e. Summary table showing the number and spacing of grid points; average, minimum and maximum illuminance levels in foot candles (fc); uniformity including maximum to minimum ratio, coefficient of variance and uniformity gradient; number of luminaries, total kilowatts, average tilt factor; light loss factor. f. Alternate manufacturers shall provide both initial and maintained light scans using a maximum Recoverable Light Loss Factor (RLLF). Lighting design drawing showing initial vertical spill light levels along the boundary line (defined on bid drawings) in footcandles. Vertical levels shall be at 50-foot intervals along the boundary line. Readings shall be taken with the meter orientation at both horizontal and aimed towards the most intense bank lights. Document life cycle cost calculations as defined in the specification. Identify energy costs for operating the luminaires, maintenance cost for the system including spot lamp replacement, and group relamping costs. All costs should be based on 25 Years. Document showing each luminaires aiming angle and the poles on which the luminaries are mounted. Each aiming point shall identify the type of luminaire. Pole structural calculations and foundation design showing foundation shape, depth backfill requirements, rebar and anchor bolts (if required). Pole base reaction forces shall be shown on the foundation drawing along with soil bearing pressures. Design must be stamped by a structural engineer in the state of Arizona. Manufacturer shall provide written definition and schematics for automated control system to include monitoring. They will also provide examples of system reporting and access for numbers for personal contact to operate the system. If bidding an alternate system, manufacturer must include a revised electrical distribution plan including changes to service entrance, panels and wire sizing, signed by a licensed Electrical Engineer in the state of Arizona. Provide performance guarantee including a written commitment to undertake all corrections required to meet the performance requirements noted in these specifications at no expense to the owner. Light levels must be guaranteed per specification for 25 years. Provide written warranty information including all terms and conditions. Manufacturer bidding any form of a constant light system is to provide an independent test report certifying the system meets the lumen maintenance control strategy defined in specifications verifying the field performance of the system for the duration of the useful life of the lamp based on lamp replacement hours. Report shall be signed by a licensed professional engineer with outdoor lighting experience. Manufacturer to provide a list of projects where the technology proposed for this project has been installed in the state of Arizona. If any form of a constant light system is bid, a minimum of 5 project references is required. Reference list will include project name, project city, and if requested, contact name and contact phone number. Complete set of product brochures for all components, including a complete parts list and UL Listings. Manufacturer shall list all items that do not comply with the specifications. Manufacturer shall sign off that all requirements of the specifications have been met at that the manufacturer will be responsible for any future costs incurred to bring their equipment into compliance for all items not meeting specifications and not listed in item N Non-Compliance Signature: _________________________________________
