GUIDELINES

FOR PETITION CIRCULATORS


1. YOU, the circulator, must be a registered voter in the City of Lincoln. 2. Each pe==on form has two pages. Page 1 is en=tled "City of Lincoln Referendum Pe77on" and has space for 10 signatures and signer informa=on. Page 2 has space for 20 addi=onal signatures and signer informa=on. 3. Your name and informa=on must appear as the FIRST signer on the FIRST page of the pe==on you are circula=ng (i.e., on Line # 1, page 1). 4. You must tell EACH pe==on signer: "To be eligible to sign the pe==on, you must be a registered voter within the City of Lincoln." 5. You must tell EACH pe==on signer: "This pe==on is to allow the people of Lincoln to vote on the ordinance that added sexual orienta=on and gender iden=ty to the protected classes in the city code." 6. You must read to EACH pe==on signer the WARNING TO PETITION SIGNERS that appears on the rst page of the pe==on. 7. You must make sure that EACH pe==on signer dates, signs, and prints their name and their birth date on the pe==on. 8. If you think you will collect enough signatures to ll up all the signature lines on page 1 and page 2 of a single pe==on form, you may make and use addi=onal copies of a blank pe==on page 2, BUT the page must be copied or printed out "AS IS" or all signatures will be declared invalid. Any copies of either page 1 or page 2 of the pe==on form must be made or printed out IN COLOR to include the RED leVers at the boVom. 9. You are responsible to ensure that every sheet you collect with signatures is notarized by a notary public. Notaries public can be secured at banks, real estate agents, or legal/aVorney oces. 10.You must record the sum total of ALL the signatures you have collected at the boVom of EACH PAGE of the pe==on when signing it before a notary. 11.You must return your pe==on immediately once you have nished collec=ng signatures so referendum drive organizers can begin tabula=ng. 12.Return pe==ons to: Nebraska Family Council, 1106 E Street, Lincoln, Nebraska 68508.

There will be individuals watching to make sure you do everything correctly, so be on your guard. Frequently Asked Ques7ons:
Can a church par7cipate in the pe77on drive? Yes. This pe==on drive doesn't endorse a candidate and is non-par=san. This pe==on simply asks that the ordinance go to a public vote. Therefore, churches and non-prots can collect signatures if they have pe==on circulators present the pe==on. Can I sign the pe77on if I have not voted? Yes. You must be a registered voter in the City of Lincoln, but it is not necessary to have voted. Can I have an assistant help me collect signatures? No. Allowing someone else to present the pe==on to signers will render all signatures invalid. Do I have to support or oppose the ordinance to sign the pe77on? No. The pe==on is simply about lebng Lincoln voters decide the issue instead of the City Council. What do I do if a signer makes a mistake when he or she is signing the form? If a signer makes an error in signing the pe==on form (e.g., by misspelling a name or street address or by wri=ng an incorrect birth date or house number), have the signer draw a line through the en=re signature line on which the mistake occurred (much like you would void a check you've wriVen in error); place his or her ini=als next to the en=re signature line that has just been crossed out; and then sign and complete the pe==on informa=on accurately on the line immediately below the one where the error occurred.
