Le Collge dEurope est le plus ancien institut de formation et dtudes postuniversitaires spcialis dans les matires europennes. Il fut fond en 1949 par des figures europennes de proue telles que Salvador de Madariaga, Winston Churchill, Paul-Henri Spaak et Alcide de Gasperi dans le sillage du Congrs de la Haye de 1948. Lobjectif tait de crer un institut o de jeunes universitaires issus de diffrents pays europens puissent venir tudier et vivre ensemble. Un comit de Brugeois enthousiasms par le projet parvint, sous la conduite du Rvrend Pre Karel Verleye, le faire stablir Bruges. Le Professeur Hendrik Brugmans, lpoque lun des chefs de file du Mouvement europen en devint le premier Recteur (de 1950 1972). Aprs la chute du communisme et les changements survenus en Europe centrale et orientale, le Collge dEurope installa en 1993 un second campus Natolin (Varsovie, Pologne) avec le soutien de la Commission europenne et du gouvernement polonais. Depuis lors, le Collge opre selon la formule un Collge - deux campus et ce que lon nommait prcdemment lesprit de Bruges est devenu lesprit du Collge.

The College of Europe was the worlds first university institute of postgraduate studies and training in European affairs. It was founded in 1949 by leading European figures such as Salvador de Madariaga, Winston Churchill, Paul-Henri Spaak and Alcide de Gasperi in the wake of the Hague Congress of 1948. The idea was to establish an institute where university graduates from many different European countries could study and live together. A group of Bruges citizens led by the Reverend Karel Verleye succeeded in attracting the College to Bruges, and Professor Hendrik Brugmans, one of the intellectual leaders of the European Movement of the time, became its first Rector (1950-1972). After the fall of communism, and in the light of the changes in Central and Eastern Europe, a second College of Europe campus was founded at Natolin (Warsaw, Poland) in 1993 with the support of the European Commission and the Polish government. The College now operates as one College - two campuses and what was once referred to as the esprit de Bruges, is now known as the esprit du Collge.

Study and experience Europe


The College of Europe is characterised by its academic independence, its bilingualism, the diversity of its teaching staff and its multicultural environment, which together create a genuine European microcosm. Entry requirements and rigorous selection procedures ensure that students who are recruited are of the highest calibre. The student body, around 300 students in Bruges and 100 in Natolin, reflects a variety of cultures and a variety of personal experiences. Students come from over 50 countries, many speaking a number of languages. All have completed a university degree in a field appropriate for participation in the Colleges postgraduate programme, and many already hold a postgraduate degree. Their average age is 25. Some of them are seconded from international organisations and national foreign services. The Colleges residential life is a vital component of the student experience. By living together, students from across Europe and beyond work together and exchange views in both the academic and social environment. Through the intensity of this personal experience and interaction, students become familiar with the full cultural and social diversity of Europe and learn how to operate in an international environment.

Le Collge est caractris par son indpendance acadmique, son bilinguisme, la diversit de son corps enseignant, ainsi que par son ambiance multiculturelle, lments qui contribuent en faire un vritable microcosme europen. Des conditions dadmission et des procdures de slection svres assurent un recrutement de premire qualit. Pluralit des cultures et diversit des expriences caractrisent les tudiants du Collge, qui accueille aujourdhui environ 300 tudiants Bruges et 100 tudiants Natolin. Ceux-ci reprsentent plus de 50 nationalits et parlent plusieurs langues. Ils sont tous titulaires dun diplme universitaire dans un domaine correspondant au programme postuniversitaire du Collge, beaucoup tant dj titulaires dun diplme de troisime cycle. Leur ge moyen est de 25 ans. Certains dentre eux sont dtachs dune organisation internationale ou dun Ministre des affaires trangres national. La vie en rsidence est un lment-cl de lanne passe au Collge. Vivant ensemble, les tudiants europens et non-europens apprennent travailler en commun et changent ides et opinions dans le cadre de leurs tudes et en dehors de celles-ci. Cette exprience intense et ces relations humaines partages exposent les tudiants la diversit culturelle et sociale de lEurope et leur apprennent agir et se mouvoir dans un environnement international.

Academic programmes
The academic programmes of Bruges and Natolin (Warsaw) provide students with a specialised grounding in the European dimension of their fields of study, as well as an in-depth understanding of Europe in all its complexity. By working together in an international community of students, academic assistants, faculty and staff members from all corners of the continent and beyond, students experience Europe first hand and benefit from a wide range of teaching methods and from challenging teamwork and negotiation exercises. The one year programme lasts from September until the end of June and is taught in English and French. To be awarded the degree, students must take oral and written examinations at the end of each semester, and submit a Masters thesis in English or French. The thesis gives students the opportunity to undertake individual research, conducted primarily in the second semester, under the supervision of a faculty member. The programmes are enriched by study trips to the European institutions and, for students at Natolin (Warsaw), also to neighbouring countries.

Les programmes acadmiques de Bruges et de Natolin (Varsovie) offrent aux tudiants une formation pousse dans la dimension europenne de leur champ dtude et leur permettent dacqurir une vue densemble de la construction europenne dans toute sa complexit. Travaillant au sein dune vritable communaut internationale faite dtudiants, dassistants acadmiques, de professeurs et de personnel originaires de tous les coins du continent et au-del, les tudiants bnficient de mthodes denseignement diverses et peuvent tirer profit de travaux en quipe et dexercices de ngociation. Le programme dun an, qui se droule de septembre fin juin, est enseign en anglais et en franais. Pour obtenir le diplme, les tudiants doivent russir les examens oraux et crits la fin de chaque semestre, et prsenter un mmoire en anglais ou en franais. Celui-ci requiert une recherche individuelle, principalement mene durant le deuxime semestre sous la direction dun professeur. Aux programmes dtudes sajoutent des visites aux institutions europennes et, en outre, pour les tudiants de Natolin (Varsovie), un voyage dtude dans les pays voisins.

The College offers a unique experience of studying with professors and fellow students from all corners of Europe, and indeed further afield. The curriculum offers a blend of academia and practicals (e.g., simulation exercises, field trips) allowing the students to come into direct contact with both prominent leaders of todays Europe and representatives of the corporate world. Best Student Award

Due to the Colleges extensive network of contacts, students have the opportunity to meet and discuss with policy-makers, practitioners, and representatives of the business community throughout their year at the College. In Bruges, students enrol in one of four academic departments: European Economic Studies; European Legal Studies; European Political and Administrative Studies or EU International Relations and Diplomacy Studies. Students in the Economics Department must choose either the general European Economic Study programme or the European Economic Integration and Business Specialisation. There is a possibility for certain students enrolled in the European Legal Study Programme or the general European Economic Study Programme to participate in the European Law and Economic Analysis Option. As a rule, students take one course each semester in European General Studies. Upon completion, students are awarded the Master of Arts in European Economic Studies, Master of Arts in European Economic Studies (Specialisation: European Economic Integration and Business), Master of European Law (LL M), Master of Arts in European Political and Administrative Studies or Master of Arts in EU International Relations and Diplomacy Studies respectively.

Grce au rseau tendu de contacts du Collge, les tudiants ont galement loccasion de rencontrer durant leur anne au Collge des hauts responsables, des praticiens, et des reprsentants du monde des affaires. A Bruges, les programmes acadmiques sont construits autour de quatre dpartements acadmiques: tudes conomiques europennes; tudes juridiques europennes; tudes politiques et administratives europennes ou tudes en relations internationales et diplomatiques de lUnion europenne. Les tudiants du dpartement conomique doivent choisir entre le programme gnral dtudes conomiques europennes et la spcialisation portant sur lintgration conomique europenne et le monde des entreprises. En outre, certains tudiants du programme dtudes juridiques et du programme gnral dtudes conomiques ont la possibilit de suivre lOption en Droit europen et analyse conomique. En principe, les tudiants suivent, chaque semestre, un cours au sein des tudes europennes gnrales. Au terme de leur programme, les tudiants obtiennent respectivement le Master en Economie Europenne, le Master en Economie Europenne (Spcialisation: lintgration conomique europenne et le monde des entreprises), le Master en Droit Europen, le Master en Politique et Administration Europenne ou le Master en Relations Internationales et Diplomatiques de lUnion Europenne.

At Natolin (Warsaw), the study programme analyses the process of European integration from a pluridisciplinary perspective. Upon completion of the programme, students are awarded the Master of Arts in European Interdisciplinary Studies. Each study programme corresponds to a total of 66 credits (ECTS).

A Natolin (Varsovie), le programme dtudes a pour objet danalyser le processus de lintgration europenne dans une perspective pluridisciplinaire. Au terme de leur programme, les tudiants obtiennent le Master en Etudes Europennes Interdisciplinaires. Chaque programme dtudes correspond un total de 66 crdits (ECTS).

The European Interdisciplinary Study Programme at Natolin offers students the possibility to analyse the European integration process beyond disciplinary boundaries and to acquire a deeper knowledge of its aspects. This programme is designed to respond to the increasing need of experts who have a more comprehensive understanding of the integration process and European affairs. The location of the Natolin (Warsaw) campus allows students to familiarise themselves with the political, social and economic challenges in Central and Eastern Europe and in the neighbouring countries of the enlarged European Union. During the first semester, three optional introductory courses, six compulsory courses and two compact seminar cycles are devoted to the legal, economic, geopolitical and historical foundations of the European integration process as well as to the specificities of the Central and Eastern European countries. The study trip, organised in Turkey, focuses on the specific issues of enlargement and neighbourhood policies. During the second semester, the students follow five courses (two compulsory and three optional) within the framework of one of the following four thematic majors: - Governance in the EU; - The European Single Market; - The EU as a Regional Actor; - The EU as a Global Actor. Moreover, the students can participate in a compact seminar series, workshops, simulation games and language courses. They also have to write a Masters thesis within the framework of one of their courses. Two study trips are organised depending on the majors, either in Belgium and Luxembourg to familiarise students with the European institutions, or in Ukraine, in order to deepen their knowledge of neighbourhood policies.

Le programme dtudes europennes interdisciplinaires dispens Natolin offre aux tudiants la possibilit danalyser le processus dintgration europenne au-del des frontires disciplinaires traditionnelles et dacqurir une connaissance approfondie de certains de ses aspects. Ce programme est donc conu pour rpondre au besoin croissant dexperts qui possdent une vue plus globale du processus dintgration et des affaires europennes. La situation du campus de Natolin (Varsovie) permet aux tudiants de se familiariser avec les dfis politiques, sociaux et conomiques de lEurope centrale et orientale et des pays voisins de lUnion europenne largie. Au cours du premier semestre, trois cours introductifs option, six cours obligatoires et deux cycles de sminaires intensifs traitent des fondements juridiques, conomiques, gopolitiques et historiques du processus dintgration europenne ainsi que des spcificits propres aux pays dEurope centrale et orientale. Le voyage dtude, organis en Turquie, se focalise quant lui sur les questions spcifiques de llargissement et des politiques de voisinage. Durant le second semestre, les tudiants doivent suivre cinq cours: deux cours obligatoires et trois cours option. Ceux-ci sont dispenss dans le cadre de lune des quatre filires thmatiques suivantes: - Gouvernance dans lUnion europenne; - Le March unique europen; - LUnion europenne en tant quacteur rgional; - LUnion europenne en tant quacteur mondial. De plus, les tudiants peuvent participer une srie de sminaires intensifs, des ateliers, des jeux de simulation et des cours de langues. Les tudiants sont tenus de rdiger un mmoire dans le cadre dun des cours dans lesquels ils se sont inscrits. Deux voyages dtude sont galement organiss selon les filires: soit en Belgique et au Luxembourg afin de familiariser les tudiants avec les institutions europennes, soit en Ukraine pour approfondir leurs connaissances des politiques de voisinage de lUnion europenne.

The academic programme is aimed at university graduates with a background ranging from law, economics, political and social sciences and history to other disciplines, such as journalism or foreign languages, provided that they demonstrate a high academic level and a keen interest in European affairs. Conferences, workshops and other extra curricular activities are offered to the students during the academic year. They are also encouraged to participate in international academic competitions such as the European Law Moot Court, the National Model United Nations and the Ren Cassin European Human Rights Competition. The academic programme and its professional dimension prepare graduates to enter the international, European and national public sectors as well as the non-governmental and private sectors and may also serve as a stepping-stone towards doctoral studies.

Le programme acadmique est destin non seulement aux titulaires de diplmes universitaires dans les disciplines du droit, de lconomie, des sciences politiques et sociales ou de lhistoire mais il est galement ouvert aux diplms dautres disciplines, telles que le journalisme ou les langues trangres, qui dmontrent un niveau dexcellence acadmique et un intrt profond pour les affaires europennes. Des confrences, des ateliers ainsi que dautres activits extra curriculaires sont proposs aux cours de lanne acadmique. EP Geremek European Civilization Chair


In 2011, thanks to the support of the European Union, and in particular the European Parliament, the College of Europe established the EP Geremek European Civilization Chair on Europe in the XXth century: from division to reunification. This in memory of Professor Bronisaw Geremek who played a key role in Poland and in Europe both before and after the Fall of Communism. In addition to teaching courses on recent European history, the Chair is involved in research. It also organises conferences, in association with the Geremek Foundation. The Chair offers two post-doctoral research fellowships of a six-month duration, as well as ten scholarships intended for young graduates in history interested in taking part in European Interdisciplinary Studies. La Chaire comprend, outre lenseignement de cours sur lhistoire europenne rcente, des activits de recherche, ainsi que lorganisation de confrences en coopration avec la Fondation Geremek. The EU International Relations and Diplomacy Study Programme in Bruges provides specific knowledge of the European Union as an actor in international affairs as well as skills in international negotiation and diplomacy. The programme thus aims at a comprehensive understanding of the EUs external relations. Successful applicants come primarily from an academic background in political science, European studies, international relations, diplomatic studies, law, economics or contemporary European history or are seconded from international organisations and national foreign services. They should already be familiar with the European Unions institutions and internal decision-making processes. The academic programme and its professional dimension prepare graduates to enter the European, international and national public administrations, including foreign services, to work for non-governmental organisations and the private sector, or to embark upon doctoral studies. During the first semester, students follow several compulsory courses in order to provide them with a broad knowledge of diplomacy and European external action. In the second semester, they choose four optional courses that explore selected topics from the areas of security and justice, foreign economic relations, bi- and multilateral diplomacy or professional skills in greater detail. In addition, students follow a compulsory course on the European Neighbourhood Policy, participate in an interactive simulation game and visit international institutions, usually in Geneva, during a study trip. The programme also includes a yearlong compulsory language course. Students are required to write a Masters thesis in the framework of an optional or compulsory course. A group of students from the Department may participate in an international Model United Nations Competition.

Le programme dtudes en relations internationales et diplomatiques de lUnion europenne Bruges porte spcifiquement sur lUnion europenne en tant quacteur sur la scne internationale, et sur des comptences professionnelles dans le domaine des ngociations internationales et de la diplomatie. Ce programme vise donner une comprhension approfondie des relations extrieures de lUnion europenne. Les candidats admis ce programme ont en principe une formation acadmique en sciences politiques, tudes europennes, relations internationales, tudes diplomatiques, droit, conomie ou histoire europenne contemporaine. Le programme acadmique et sa dimension professionnelle prparent des emplois dans les administrations publiques europennes, internationales ou nationales, y compris dans les services diplomatiques, les organisations non gouvernementales et le secteur priv, ou bien permet dentreprendre ultrieurement un doctorat. Au cours du premier semestre, les tudiants suivent plusieurs cours obligatoires, afin dacqurir une connaissance large de la diplomatie et de laction extrieure europenne. Au cours du deuxime semestre, ils choisissent quatre cours option pour approfondir certaines questions dans les domaines respectifs de la scurit et de la justice, des relations conomiques extrieures, de la diplomatie bilatrale et multilatrale ou de la formation professionnelle. De plus, les tudiants suivent un cours obligatoire sur la Politique europenne de Voisinage, participent un jeu de simulation interactif et visitent des institutions internationales au cours dun voyage dtude gnralement organis Genve. Le programme inclut galement un cours de langue obligatoire qui dure tout au long de lanne acadmique. All students entering this programme must have a minimum level of C1 in English according to the Common European Framework of Reference (CEFR). Students may be admitted with an elementary level of French provided they follow an intensive French course in the summer before entering the College and a French course throughout the academic year. At least a CEFR level of B1 in French must then be achieved to graduate. Those with at least a B1 level of French at the start of the academic year may choose among beginners level language courses of Arabic, Chinese, German, Russian and Spanish. This Chair, established in 2008 thanks to the financial support of the InBev-Baillet Latour Fund, focuses on the analysis of EU-China relations. It is based in the Department of EU International Relations and Diplomacy Studies in Bruges. In addition to teaching courses on EU-China relations, the Chair is involved in multidisciplinary research in this area. TOTAL Chair of EU Foreign Policy


In 2011, thanks to the financial support of TOTAL, the College of Europe established a Chair focusing on the European Unions foreign policy. It is based in the Department of EU International Relations and Diplomacy Studies in Bruges. In addition to teaching courses on the EU as a global actor, the Chair carries out research on different aspects of EU external action, organises conferences and produces publications on the subject. The main objective of the Chair is to analyse the development, relevance and effectiveness of EU foreign policy in a changing European and international context. The European Political and Administrative Study Programme in Bruges provides students with a comprehensive understanding of the institutions and major policies of the European Union. It also examines the EUs role at the international, national and regional levels. Successful applicants primarily come from an academic background in political science, European studies, public administration or history. The programme aims in particular to prepare students for a career in European or national administrations, non-governmental organisations, or the private sector. During the first semester, students follow three compulsory courses: Politics and Policies of the European Union; European Institutional Law and the Political Economy of European Integration. The fourth compulsory course, Negotiation Processes in the European Union, takes place at the beginning of the second semester and consists of an interactive simulation exercise. This encourages students to put into practice their knowledge of the EU decision-making procedures, as well as to further develop their interpersonal and communication skills through exercises in teamwork and networking. In the second semester, students also choose three courses from a list of nineteen options that allow them to pursue more specialised academic interests. In addition, students write a Masters thesis within the framework of one of the eight research seminars offered. The second semester also features the annual study trip to Strasbourg and Luxembourg, during which students visit various European institutions and meet with practitioners. Each semester students follow one European General Study Course. In addition, the department offers numerous compact seminars that allow for further specialisation in particular topics. Before the start of the academic year, the department offers an intensive introductory course for those students whose prior knowledge of political science or European affairs might not be sufficient to follow this programme. The Government of the Future Centre programme (in partnership with Accenture and the Lisbon Council) offers students the chance to work on concrete reform projects, as part of their studies, allowing them to explore all possible ways to maintain and improve public services in Europe.

Les candidats admis au programme disposent gnralement dune formation universitaire en sciences politiques, tudes europennes, administration publique ou histoire. Il sagit dun exercice de simulation interactif qui permet aux tudiants de mettre en pratique leur connaissance des procdures de prise de dcision dans lUnion europenne et les amne dvelopper leurs comptences en matire de communication et de travail en quipes. Au deuxime semestre, les tudiants choisissent galement trois des dixneuf cours option proposs par le dpartement et qui leur permettent de se spcialiser davantage dans les domaines qui suscitent leur intrt. De plus, les tudiants rdigent un mmoire dans le cadre de lun des huit sminaires de recherche. Egalement au programme de ce second semestre, le voyage dtude annuel Strasbourg et Luxembourg leur offre lopportunit de visiter plusieurs institutions europennes et de rencontrer un grand nombre de praticiens. Paralllement, les tudiants suivent chaque semestre un cours du programme dtudes europennes gnrales. En outre, le dpartement propose de nombreux sminaires intensifs abordant des sujets spcifiques auxquels les tudiants peuvent choisir de participer. Avant le dbut de lanne acadmique, le dpartement organise un cours dintroduction intensif pour les tudiants dont la formation antrieure en sciences politiques ou en affaires europennes pourrait ne pas tre suffisante pour suivre ce programme. The European Legal Study Programme in Bruges provides students with an in-depth education in European law. The programme establishes a balance between the economic and the constitutional aspects of European law, and emphasizes both the increasing complexity of EU law and the context in which it is evolving. It should be noted that the programme is particularly demanding, with a variety of teaching methods, often similar to those used in North American law schools, and requires extensive individual preparation in advance of each class. The programme is aimed at students with a degree in law. The academic programme and its professional dimension prepare graduates to enter international law firms, European, international and national public sectors as well as non-governmental and business sectors, and may also serve as a stepping-stone towards doctoral studies. In the first semester, students take four compulsory courses covering: Internal Market Law; the European Institutions/Constitutional Law of the EU; EU Litigation; and EU Competition Law, the latter running throughout the academic year. In the second semester, students follow a compulsory course either on the External Relations of the European Union or on EU Competition Law applied to the Public Sector. They also participate in three seminars from a list of about twenty options, which explore many of the areas covered in the core curriculum in greater detail. Students are required to write a Masters thesis in the framework of one of these seminars. They also follow one course each semester from the general European studies curriculum with students from the Politics and Economics departments. Several compact seminars are offered on an optional basis. Before the start of the academic year, the department offers an intensive introductory course to prepare students with less prior experience in EU law to follow the programme. A group of students from the Department may participate in an international European Law Moot Court Competition.

Le programme dtudes juridiques europennes Bruges vise donner aux tudiants une connaissance approfondie du droit europen. Le programme porte tant sur la dimension conomique que sur les aspects constitutionnels du droit europen. Il met autant laccent sur la technicit croissante du droit de lUnion europenne que sur le contexte dans lequel celui-ci volue. Les mthodes denseignement sont multiples et souvent proches de celles utilises dans des facults de droit nord-amricaines. Le niveau dexigence est lev et la quantit de travail requise par heure de cours est importante. Le programme est destin des tudiants titulaires dun diplme en droit. Combinant tudes acadmiques et formation professionnelle, il prpare des emplois dans les cabinets davocats internationaux, dans les administrations internationales, europennes ou nationales, les organisations non gouvernementales, le secteur priv ou entreprendre ultrieurement un doctorat. Durant le premier semestre, les tudiants suivent quatre cours obligatoires couvrant: march intrieur; les institutions europennes/le droit constitutionnel de lUnion europenne; le contentieux de lUnion europenne, ainsi que le droit de la concurrence de lUnion europenne. Ce dernier cours se droule sur lensemble de lanne acadmique. Au deuxime semestre, les tudiants suivent un cours obligatoire portant sur les relations extrieures de lUnion europenne ou sur le droit de la concurrence de lUnion europenne dans le secteur public. Ils participent aussi trois sminaires, choisir parmi une vingtaine doptions, qui explorent de manire plus approfondie de nombreux thmes abords dans le tronc commun. Les tudiants doivent rdiger un mmoire dans le cadre de lun de ces sminaires. Ils doivent galement suivre chaque semestre, ensemble avec les tudiants des dpartements politique et conomique, un cours parmi lventail des cours proposs par les tudes europennes gnrales. Plusieurs sminaires intensifs sont proposs sur une base facultative. Avant le dbut de lanne acadmique, le dpartement organise un cours dintroduction intensif pour les tudiants dont la formation antrieure en droit europen pourrait ne pas tre suffisante pour suivre ce programme. Un groupe dtudiants du dpartement peut participer la comptition internationale du European Law Moot Court.

Lawyers profit from a knowledge of the economic impact of legal rules and economists benefit from an understanding of the institutional legal framework in such areas as competition policy, regulation of network industries and risk regulation. Economic analysis of European law already contributes significantly to policy-making in the EU and has become a necessary component in several categories of case-law of the Union. The ELEA Option adds value to the current curricula of both lawyers and economists through a deeper knowledge and understanding of the other discipline. The purpose is not to transform lawyers into economists, or vice versa. The option enables them to interconnect more easily, and will thus be directly useful for their later work in such areas as competition policy, EU regulation and liberalisation initiatives or network markets. Students will graduate in their own department as lawyers or economists, but with the added mention Option: European Law and Economic Analysis. Admission requirements A limited number of students of the European Legal Study Programme having an interest in economics, and students from the European Economic Study Programme, who wish to have a better understanding of European economic law are accepted in the option. A more than elementary background in the other discipline is required in order to create an academically stimulating atmosphere in class. Only those students to whom the introductory course in their respective department has not been recommended may apply. This provision may be waived if the applicant shows proof of exceptional skills.

The European Economic Study Programme in Bruges provides an indepth specialisation in the economics of the European Union. The programme offers a comprehensive coverage of European economic integration (process, policies, market functioning, liberalisation and regulation). The workload and analytical demands on the students are high. All courses combine a blend of sound economic analysis with critical in-depth reviews of EU policies and, where relevant, of the European economy in general. The programme focuses on European public policy, but a range of courses also pay explicit attention to the implications for business strategies. It is aimed at students with an academic background in economics. The programme, with its professional dimension, prepares graduates to enter the private business sector, the European, international and national public sectors as well as the non-governmental sector, and may also serve as a stepping-stone towards doctoral studies. Students take six compulsory courses on European Economic Integration; European Institutions and EU Law; European Industrial Economics; European Macroeconomic Policy; the EU Internal Market and Accompanying Policies, and an Introduction to Quantitative Methods. In the second semester, students choose four courses from ten options. These explore many of the policy areas and issues in European economic integration in greater detail and at an advanced level of economic analysis. Students must write a Masters thesis in the framework of one of these courses. In addition, they also follow European General Study Courses. The department also organises a study trip to various EU institutions during the second semester, usually to the ECB (Frankfurt) and the EIB (Luxembourg). The department also organises an intensive refresher course in intermediate micro- and macroeconomics before the start of the academic year.

Specialisation: European Economic Integration and Business


Any firm conducting business in Europe must possess a thorough understanding of European economic integration. The deepening of the internal market together with the common policies of the EU affect the corporate strategies of European business. European monetary union has successfully provided the macroeconomic stability and predictability for longer term business decisions. The study programme focuses on the manifold interactions between business and the EU. It combines the Colleges solid and high level economic training in and analysis of European integration with an understanding of business and corporate strategy. Students will specialise in the EU-business interface. Through business case studies students will learn how the European Union affects companies, and how a company or a sector develops an EU strategy vis--vis policy-makers. Courses in European General Studies aim at complementing the study programmes in Economics, Politics & Administration, and Law. On the one hand, European General Study Courses cover subjects which are not (or only marginally) addressed by the specialised Masters programmes. On the other hand, the European General Studies allow students to experience an interdisciplinary flavour since its courses bring together students from three different specialised study programmes. Like the Masters programmes, which they complement, European General Studies include fundamental courses taught in the first semester and more specialised seminars which take place in the second semester. Students have to take one course and one seminar. The students enrolled in the European Law and Economic Analysis (ELEA) Option are only required to follow one seminar. The first semester courses deal with the historical, philosophical, legal and geopolitical dimensions of Europe. Students can thus become more familiar with the foundations of European history, the history of European integration, the concept of European values, the pan-European system set up to protect human rights and minorities, or with geo-political challenges deriving from the emergence of wider Europe. The second semester seminars address more specific topics not covered by each of the specialised Masters programmes such as economic governance in and the social dimension of the EU, the political sociology of European politics, immigration issues, the relations between the European Union and developing countries (including development policy), and comparative economic regional integration. Courses and seminars in European General Studies account for 25 contact hours each. Their relative workload in terms of ECTS-credits is set by the respective study programme which they complete. A group of students may participate in an international Ren Cassin European Human Rights Competition.

Dune part, les cours dtudes europennes gnrales couvrent des matires non traites, ou uniquement abordes de manire accessoire, dans les programmes principaux. Dautre part, les tudes europennes gnrales permettent aux tudiants de vivre une exprience interdisciplinaire dans la mesure o ces cours regroupent des tudiants de trois programmes dtudes spcialiss. Comme les programmes principaux quelles compltent, les tudes europennes gnrales comportent des cours fondamentaux, dispenss pendant le premier semestre, et des sminaires spcialiss, enseigns au cours du second semestre. Les tudiants sont tenus de suivre un cours et un sminaire. Les tudiants suivant lOption en droit europen et analyse conomique (DEAE), ne suivent quun sminaire. Les cours du premier semestre traitent des aspects historiques, philosophiques, juridiques et gopolitiques de lEurope. Ils permettent aux tudiants de se familiariser davantage avec les fondements de lhistoire europenne, les fondements historiques de lUnion europenne, le concept des valeurs europennes, le systme paneuropen de protection des droits de lhomme et des minorits ou encore avec les dfis gopolitiques provoqus par lmergence de la nouvelle grande Europe. Les sminaires du second semestre traitent des sujets plus spcifiques et qui ne sont pas enseigns dans tous les programmes dtudes spcialiss, tels que la gouvernance conomique dans lUnion et sa dimension sociale, la sociologie de la politique europenne, limmigration, les relations de lUnion avec les pays en voie de dveloppement et la politique de dveloppement, ou encore lintgration conomique rgionale compare. Les cours et sminaires des tudes europennes gnrales comportent 25 heures. Leur poids relatif en termes des crdits ECTS est dtermin par les programmes dtudes quils compltent. Un groupe dtudiants peut participer une comptition internationale du Concours europen des Droits de lHomme Ren Cassin.

Libraries
The College of Europe has two libraries, one located in Bruges and the other in Natolin (Warsaw). Their primary purpose is to support the teaching and research activities of the College. For this reason, admission to the library is normally reserved for the students and members of staff of the College. The libraries contain one of the worlds best collections of books and periodicals in European studies. Available information resources focus principally on European law, economics, politics and administration, and international relations and diplomacy, with a special focus on EU neighbourhood policy and the role of the EU as a regional actor at the Natolin (Warsaw) campus library. The College libraries offer a wide range of user services: book acquisition and loans; document delivery services; interlibrary loans; extensive electronic access to digital texts and data resources; photocopying, downloading and printing; reference services; remote digital access; fixed network access points and wireless access. A highly equipped computer room is accessible via the library which offers internet, e-mail, word-processing and other software facilities to students of the College.

Le Collge dEurope compte deux bibliothques, lune situe Bruges, et lautre Natolin (Varsovie). Leur premire raison dtre est de soutenir les activits denseignement et de recherche menes au Collge. Cest pourquoi leur accs est normalement rserv aux tudiants et au personnel du Collge. Les bibliothques possdent lune des meilleures collections au monde de livres et de priodiques relatives aux tudes europennes. Les sources dinformation disponibles portent principalement sur le droit, lconomie, les sciences politiques et administratives et les relations internationales et diplomatiques de lUnion europenne. Les questions lies la Politique de Voisinage et au rle de lUnion europenne comme acteur rgional sont davantage mises en relief la bibliothque du campus de Natolin (Varsovie). A separate section is reserved in both libraries for the European Documentation Centre (EDC). A collection of official publications and documents of the European Union published and distributed by the EU Publication Office in Luxembourg can be found in that section. The EDC services are linked together in a worldwide network supported by European Union institutions with the role of providing information about the EU at universities and research institutes. Access to information on the EU is also facilitated by a subscription to European Sources Online. The Language Service


The Language Service of the College of Europe supports students throughout their studies in the two working languages of the College - English and French - by offering specialised language courses and workshops targeted to both the academic and professional needs of the students. Courses in German are offered on both campuses. Russian and Italian are offered on the Natolin (Warsaw) campus. In certain cases, students are able to sit tests for internationally recognised language certificates in these languages. On the Bruges and Natolin (Warsaw) campuses courses are also offered in Dutch and Polish respectively to help students integrate into the local environment. Students are encouraged to exchange language skills in this linguistically rich environment throughout their year at the College and have access to a variety of language learning resources. Students have the opportunity to follow workshops where an active approach is taken towards professionalizing diplomacy, negotiation, presentation and public speaking skills. They are filmed, and given linguistic and skills feedback on an individual basis. The Careers Office


The main goals of the Careers Office of the College of Europe are to familiarise students with the European job market and to equip them with the right skills and tools to access it. The mission of the Careers Office is not to replace students in their own individual job seeking efforts but, throughout the academic year, to support them and advise them on how to, for example, draft a European C.V. or prepare for an interview. The office also informs them about the different stages of EU competitions, the meaning of networking, etc. The Careers Office does its utmost to bring students into contact with the labour market in general and more especially with recruiters. Thus, students are encouraged, to post their C.V. on a special careers website, made available to potential employers. Practitioners in a variety of fields come to share their experiences with the students and Career days are also organised in order to allow students to take part in recruitment interviews. In addition, networking evenings are an opportunity to welcome alumni back to the College with the idea of encouraging them to share their career experiences with the students. A documentation centre on international and European careers is accessible to students within the libraries of the College. Recruiters or any other people wishing to make a job offer known to the students or wishing to attend one of the above mentioned events should contact the Careers Office: xavier.esteve@coleurope.eu. Students may later join the Alumni Association of the College of Europe, which makes specific job offers available to members through its network of contacts. Student life
The College of Europe offers its students a wide range of facilities. All students are allocated their own room with private telephone and internet connection as well as a private bathroom in one of the student residences. The halls of residences feature a common room. Sheets, pillows, blankets, towels, duvets and cutlery are supplied. Washing machines are available in each residence. Students enjoy privileged access to museums, concerts and sports facilities in Bruges and Warsaw. Both cities offer a wide variety of cultural events. On both College campuses students are supported in all aspects related to their time spent at the College by the Student Affairs Office, particularly on practical matters related to administrative issues and everyday student life. Students with special needs should contact the Student Affairs Office of the College well in advance (student.affairs@ coleurope.eu). The Office assists students in the organisation of conferences as well as a series of national events and other social activities celebrating the diverse cultural heritages of their respective countries.

Student representatives are elected to represent student views and to serve as liaison between the administration and the students. Student debates, cultural excursions and sporting events are important features on the annual student calendar. Teams of students also participate in international academic competitions such as the European Law Moot Court, the National Model United Nations and the Ren Cassin European Human Rights Competition. Student visits and events are arranged to familiarise the students with their host country. Bruges and Warsaw are conveniently located allowing students ready access to rail and air transport. For Bruges students, Brussels is one hour away. For Natolin students, the centre of Warsaw is thirty minutes away.

Admission and scholarships


Admission and selection procedure All applicants to the College must hold a relevant university degree. Admission to the College of Europe requires either a Bologna Masters degree, a pre-Bologna equivalent degree, or a final university degree with at least 240 ECTS credits acquired throughout the course of ones university studies. Holders of a three-year Bachelor degree (180 ECTS) are eligible only if they demonstrate a very strong academic background in relation to the academic programme for which they apply. Equivalence will be determined on the basis of objective criteria. Candidates should apply by using the online application system at www.coleurope.eu. A printed copy of the application and the supporting documents must be sent to the selection committee in the candidates country or region and to the Admissions Office of the College of Europe (Dijver 11, BE-8000 Brugge, Belgium), before the closing date (normally 15th of January). Students who do not apply for a scholarship must also send their application to both their selection committee and the Admissions Office of the College of Europe. If there is no local selection committee, applications can be sent directly to the Admissions Office of the College of Europe. After the deadline, applications are evaluated and the preselection of all candidates is made by the selection committees, in collaboration with the College, on the basis of the documents in the application. Preselected candidates are invited for an interview with the national committee. In most cases, a representative of the College participates in these interviews. The decision to admit a candidate is made after the interview by the selection board and the College. Applications for admission are valid for one academic year. Fees Fees for the academic year 2012-2013 amount to 22.000 (free of bank transaction costs) for the Bruges campus and to 20.000 (free of bank transaction costs) for the Natolin (Warsaw) campus and cover tuition ( 15.000) and board and lodging in a student residence of the College ( 7.000 for the Bruges campus and 5.000 for the Natolin (Warsaw) campus except meals on Sundays and public holidays in Bruges). The fees do not cover medical and private insurance.

Ladmission au Collge dEurope requiert des candidats, soit un diplme de Master type Bologne, soit un diplme quivalent antrieur, ou un diplme universitaire avec au moins 240 crdits ECTS. Une copie imprime de la demande dadmission et des documents requis doit tre envoye au comit de slection de leur pays ou rgion et au Bureau dAdmission du Collge dEurope (Dijver 11, BE-8000 Brugge, Belgique), avant la date limite (normalement le 15 janvier). Les candidats qui ne demandent pas de bourse dtudes doivent galement envoyer leur demande dadmission leur comit de slection ainsi quau Bureau dAdmission du Collge dEurope. Pour les pays o il ny a pas de comit de slection, la demande dadmission peut tre adresse directement au Bureau dAdmission du Collge dEurope. A lissue du dlai pour lenvoi des dossiers de candidature, et aprs valuation, la prslection de tous les candidats est opre par les comits de slection en collaboration avec le Collge dEurope sur la base du dossier et des documents fournis. Les candidats prslectionns sont invits un entretien auprs des comits de slection nationaux. Dans la plupart des cas, un reprsentant du Collge participe aux entretiens. La dcision dadmission est prise par le comit de slection et le Collge aprs les entretiens. Les demandes dadmission ne sont valables que pour une seule anne acadmique. Les frais Les frais pour lanne acadmique 2012-2013 slvent 22.000 (nets de frais bancaires) pour le campus de Bruges et 20.000 (nets de frais bancaires) pour le campus de Natolin (Varsovie) et couvrent la scolarit ( 15.000) ainsi que le logement et les repas dans une rsidence dtudiants ( 7.000 pour le campus de Bruges et 5.000 pour le campus de Natolin (Varsovie) - lexception des repas les dimanches et jours fris Bruges). Les frais ne couvrent ni les cots mdicaux ni les assurances prives.

Scholarships Approximately 70% of students are granted full or partial scholarships by their national or regional government, EU programmes where applicable, the Flemish Government of Belgium1, and other public or private institutions. (see page 62) Language requirements The two working languages of the College of Europe are English and French. Candidates can apply to some study programmes with a lower command of one of these two languages. Occasionally students are admitted on condition that they improve specific language skills. Language requirements for all of the academic programmes are to be found at www.coleurope.eu/languages. Language skills are to be indicated on the online application form. French and English language levels are tested during selection interviews and candidates should, when possible, supply recognised certificates or recommendations from language teachers showing language levels in relation to the Common European Framework of Reference (CEFR) (www.coe.int/T/DG4/Linguistic/CADRE_EN.asp). For those who need to improve their level of French before entering the College, the Alliance franaise in Brussels (www.alliancefr.be) organises summer courses especially developed with students needs in mind. Candidates needing to improve their English should contact their local British Council for advice (www.britishcouncil.org). In Natolin, the Language Service also organises French and English language classes in August for students admitted to the Natolin (Warsaw) campus (www.coleurope.eu/languages). ACADEMIC COOPERATION Development of Masters degrees at the European Studies Institute (ESI) of the Moscow State Institute of International Relations (MGIMO) Since 2006, the DO has contributed to the setting up and the running of the ESI in partnership with MGIMO. Three Masters in EU Law, EU Economies and EU Politics and Policies (added through a Tempus project) have been organised and are fully operational. Development of a Masters degree in Regulation and Competition at the University of Jordan - Amman, Jordan SERVICES FOR THE EU INSTITUTIONS EuropeAid contract: Regional Project Preparing staff for EU-ENP related jobs - European Commission, DG Development and Cooperation Between 2011 and 2013, the DO will be organising in Bruges and in Natolin a total of 12 training seminars on the EU and its European Neighbourhood Policy (ENP), tailor-made for public administration officials coming from the 16 ENP beneficiary countries. The 10-month programme includes a summer academy, group activities and a final seminar in Bruges and Brussels. Greater Mekong Subregion - Regional Integration and Development: Lessons from Europe Learning Programme In collaboration with the United Nations University-Comparative Regional Integration Studies and in partnership with the Asian Development Bank-GMS-Phnom Penh Plan for Development Management, a tailor-made learning programme for senior civil servants of Cambodia, China, Laos, Myanmar, Thailand and Vietnam was organised in Bruges in June 2011. Specialised training for the EU Polish Presidency governmental administration In 2010 and 2011, the DO, in consortium with the Netherlands Institute of International Relations Clingendael and the Diplomatic Academy of Vienna, managed the contract Specialised training on practical aspects of participation of Polish governmental administration in EU decisionmaking process. More than 1200 Polish civil servants were trained on EU negotiation techniques, interpersonal skills and management strategies in Brussels and at the College of Europe Natolin (Warsaw) campus.

The UNESCO Chair for the Right to Education involves the annual organisation of an international and comparative training programme, of two weeks duration, focusing on the Right to Education and the Rights of Education in the world, as well as the organisation of seminars and conferences. Global Competition Law Centre


The Global Competition Law Centre (GCLC) is a research centre of the College of Europe, founded on 1 January 2004. The aims of the GCLC are: to promote legal and economic analysis of competition policy in the EU and globally; to provide a discussion forum for academics, practitioners, and enforcement officers in the field of competition law. In order to achieve these aims, the GCLC engages in a wide range of activities, including: organising conferences, lunch talks and evening policy talks on current topics of competition law; publishing a working paper series and books containing critical and innovative research in the area of competition law; awarding a yearly prize for the best dissertation in competition law and economics written by a student of the College of Europe. In the future, the GCLC will seek opportunities to organise events in collaboration with institutions based in emerging competition law jurisdictions (China, Russia, etc.).

Governing bodies
The Administrative Council, presided by igo Mendez de Vigo, Member of the European Parliament, includes representatives of the countries hosting the two campuses in Bruges and Natolin (Warsaw) and of European governments. It is the highest decision-making authority, and is responsible for the implementation of the Colleges objectives. The Executive Committee, reporting to the Administrative Council, ensures the sound financial and administrative management of the College. The Academic Council ensures that College-wide education and training standards are maintained at a high level. Rector Paul Demaret directs and coordinates the Colleges activities, and is assisted by the Vice-Rector, Ewa Osniecka-Tamecka, who is responsible for the day-to-day administration of the Natolin (Warsaw) campus. Academic Sub-Committees on each campus report to the Academic Council.

UNU INSTITUTE FOR COMPARATIVE REGIONAL INTEGRATION STUDIES is a research and training institute of the United Nations University, based in Bruges, with close links to the College of Europe. It focuses its activities upon studying the worldwide integration processes and their relation to global governance. Special areas of interest include EU-UN relations, interregionalism, security regionalism and the study of the social dimensions of regional integration. The College of Europe is funded by fees (covered largely by scholarships) and through external sources. Its main public contributors are the European Union and the Belgian and Polish authorities, and, to a lesser extent, a number of other European governments. The Verversdijk extension of the Bruges campus


In order to be able to extend its activities, the College of Europe has, with the help of many organisations, undertaken the renovation of the Verversdijk site in Bruges. This has already included the restoration of a 17th century historic building and the construction of new auditoria and seminar rooms. The Verversdijk extension was inaugurated in August 2007. The Executive Committee of the College of Europe appointed Mr Benot Delaey as the architect for the restoration and renovation of the second phase of the Verversdijk site. The realisation of the second phase is possible thanks to the generous support of the Flemish Government, the City of Bruges, the Province of West-Flanders and the many private sponsors. The restoration works started in 2010 and will be spread over three years.

Afin de pouvoir tendre ses activits, le Collge dEurope a entrepris, avec laide de nombreuses organisations, la rnovation du site Verversdijk Bruges. La premire phase de cette rnovation a consist en la restauration dun btiment historique datant du XVIIe sicle et la construction de nouveaux auditoires et salles de sminaire. Lextension du Verversdijk a t inaugure en aot 2007. Le Comit excutif du Collge dEurope a dsign M. Benot Delaey comme architecte pour la deuxime phase de la restauration et de la rnovation du site Verversdijk. La ralisation de cette deuxime phase est possible grce au gnreux soutien du Gouvernement flamand, de la Ville de Bruges, de la Province de Flandre occidentale et dun grand nombre de sponsors privs. Les travaux de restauration ont commenc en 2010 et schelonneront sur une priode de trois ans.
