Introduction

Introduction:
(a) The scope of work of the Fire Services Installation Project was carried out by The Wylams Services Ltd. which consists of the fabrication, supply, delivery and installation of all necessary equipments for the entire project. All equipments and installation are under a warranty against defects or failure due to fault materials or workmanship within a period of twelve months from the date of practical completion. System Description
1.1 Fire Hydrant & Hose Reel System A. Introduction

1. The entire building is protected by Fire Hydrant/Hose Reel System, where fire hydrants are provided in staircases and hose reels are provided in Transformer Access Area on G/F. The system consists of charge pipes of suitable dimension leading from pump sets to the Hydrant/hose reel points. 2. Exact pipe run arrangements are shown on the as-fitted drawings.

B. Operation of the System

1. The FH/HR System for the building is fed from the 36,000 liter F.S. tank located at 1/F. 2. The Pump system consists of two main pumps and one jockey pump. The pumps could be manually started at the control panel and automatically started by pressure switch system. The jockey pump will start when the pressure in the main trunk drops more than 0.5Bar, the master main pump will start when the pressure drops below 7.2Bar, A fire alarm signal will be transmitted with indication on the main fire alarm panel. the slave pump will start up only on the failure of the master pump. 3. Two FS pumps (one as duty/one as standby) are to provide sufficient flow pressure at each hose reel outlet point. 4. A Jockey Pump is provided for the system which will cut-in automatically when the system pressure drops to a predetermined level. 5. Since the system is manually operated thus in case of fire, the FS pump must be started automatically to provided sufficient pressure for the FH/HR by operation of the break-glass units adjacent to each hose reel point and actuation of any fire alarm system.

1.2 Automatic Sprinkler System A. Introduction

1. The entire building is protected by automatic sprinkler system in accordance with LPC Rules. 2. Sprinkler heads are glass bulb pendent up-right type with 15mm orifice. 3. The operating temperature for sprinkler head is 68C rated. 4. The designed hazard of the building is Ordinary Hazard Group III.

B. Operation of System

1. The sprinkler system is fed from the 125,000 liter sprinkler water tank located at 1/F. 2. The Pump system consists of two main pumps and one jockey pump. The pumps could be manually started at the control panel and automatically started by pressure switch system. The jockey pump will start when the pressure in the main trunk drops more than 0.5Bar, the master main pump will start when the pressure drops below 7.2Bar, A fire alarm signal will be transmitted with indication on the main fire alarm panel. The slave pump will start up only on the failure of the master pump. 3. The system comprised 1 set of 150mm Dia. Sprinkler control valve located G/F. 4. Under normal condition, the system is pressurized and when fire occurs, the built-up ambient temperature will fuse the temperature sensing element of -6-

sprinkler. Pressure Drop will be sensed by pressure switches installed at the riser stack of individual sprinkler control valve. The duty sprinkler pump will operate automatically and water will discharge to put out the fire. 5. When water flow through the sprinkler distribution pipe, the flow will be sensed by flow switch which is connected to Fire Alarm System and triggers the fire alarm.

1.3 Automatic Water Spray System. A. Introduction

B. Operation of System

1. High Velocity Spray nozzles are connected to Heavy duty Water-spray pumps fed by the 180,000 liter water spray tank located at 1/F. The nozzles outlet pressure should be maintained above 3.5bar. 2. The entire system is of Dry-type, the pipe work of the discharge downstream is empty. The system consists of automatic release device and emergency manual release devices installed inside and at the entrances of the protected area respectively. 1. The actuation of water spray system can be achieved automatically by blasting of pilot sprinkler or manually by 90operation of plug cock. Both control devices are connected to deluge valves switching by pressure comparison. 2. The Pump system consists of two main pumps and one jockey pump. The pumps could be manually started at the control panel and automatically started by pressure switch system. The jockey pump will start when the pressure in the main trunk drops more than 0.5Bar, the master main pump will start when the pressure drops below 7.2Bar, a fire alarm signal will be transmitted with indication on the main fire alarm panel. The standby pump will start up only on the failure of the master pump. 3. The pilot sprinklers are 15mm in size and temperature rating of the glass bulb should be 68 / !All Pilot sprinklers are protected by sprinkler guards to avoid accidental or mechanical damage.!!!!!!!!!!!!!!!!!!!!!!

1.4 Fire Detection System. A. Introduction

B. Operation of System

1. The Fire Detection System consists of Linear Heat Detector (LHD), Smoke Detector, Heat Detector, Flow Switch of Sprinkler system and Pressure Switch of Water Spray System. 2. The detected fire signal will be transmitted to the main fire alarm panel and will be indicated separately on the panel, a fire signal will be transmitted to Fire Service Department via a separate telephone-line. After completion of the electrical equipment in the building, the fire alarm will be transmitted to HEC System Control.

1. The LHD interface module will activate a Fire Signal when localized hot spot is detected or a low-level temperature increase over its length. 2. Smoke Detector will activate a Fire Signal when localized Smoke/Emitted Particles are sensed by the detector. 3. Heat Detector will activate a Fire Signal when localized hot spot is detected. 4. Alarm bell will be activated when a Fire Signal was generated due to of Fire Signal. -7-

1.5 Gas Detection System. A. Introduction

B. Operation of System

1. The System consists of five numbers of wall-mounted gas detector, and a portable gas detector and a gas-detection alarm panel. 2. The fixed gas detectors and the gas detection panel are sourced from the same manufacturer. 3. The operating temperature and humidity of all components of the system satisfies within the temperature and humidity range between 0C--50C and 0%--95% respectively.

1. The gas detection system shall continuously monitor the concentration level of LPG gas in the substation by means of the fixed gas detectors. The detectors shall give out alarm to the gas detection alarm panel. 2. The detected gas concentration level is displayed on the LCD screen on the panel separately for each detector. 3. The pre-alarm and actual alarm levels of the detectors are set at 20% and 40% of the lowest explosion level of LPG respectively. When the pre-alarm level is detected, the gas extraction fans installed at G/F will be actuated automatically. When two detector zones have reached the actual alarm level, a gas detected alarm will be sent to the HEC System Control, A local evacuation alarm with sounder and flash light strobes will be activated. When any of the detector or control panel is in fault condition, a fault alarm will be sent to HEC System Control.

1.6 Manual Fire Alarm System A. Introduction

1. Manual fire alarm system are installed to protect entire building and incorporated in the HR system. 2. The fire alarm system consists of alarm bells and break-glass contacts fitted at exits of escape route of each floor and adjacent to each hose reel points as shown in the attached as-fitted drawing.

B. Operation of the System

1. Break-glass units are grouped into one zone per floor and wired back to main fire alarm panel at G/F. 2. The system is interconnected with HR system such that upon operation of break-glass unit: a) An audible and visual alarm will be raised to the main fire alarm panel indicating which break-glass unit is operated. b) F.S. pump will be started. c) Alarm bells in the entire building shall sound

1.7 Smoke Detection System for Automatic Fire Shutters A. Introduction


1. Smoke Detectors are installed for operation of Fire Shutters at Hoisting well on each floor and on 2/F GIS Room. 2. An infrared Beam Detector is installed at the top of the Hoisting Well for operation of fire shutters on each floor.

3. Heat Detectors are installed at Transformer Bay no.1 & no.2 on G/F and Substation main entrance. 4. All Detectors are arranged as 10 Alarm Zones, namely:Main entrance (G/F) heat detector actuated Transformer Bay 1 (G/F) heat detector actuated Transformer Bay 2 (G/F) heat detector actuated GIS Room (2/F) smoke detector actuated Hoisting Well (1/F) smoke detector actuated Hoisting Well (2/F) smoke detector actuated Hoisting Well (3/F) smoke detector actuated Hoisting Well (4/F) smoke detector actuated Hoisting Well (5/F) smoke detector actuated Hoisting Well (R/F) infrared beam detector actuated

5. The Fire Shutters are arranged as 5 operation Zones based on the areas allocated.

B. Operation of the System


1. When Detection elements detect Smoke or Localized Heat Source, an alarm will be activated at the Fire Shutter Actuation Warning Alarm Panel in the FS Control Centre at G/F. A remote Fault alarm will be transmitted to HEC System Control. 2. Fire Shutters will be shut down refer to corresponding Alarm Zones.

1.8 Portable Fire Extinguishing Equipment A. Introduction


1. 81 nos. of 4.5 kg Dry Powder Fire-Extinguisher are installed at different rooms inside the substation. 2. 1 no. of 4.5 kg Dry Powder Fire-Extinguisher and 1no. of Fire-Blanket are put in a Hot-Work Box installed at 275kv Control Room on 5/F.

Handling of Alarms 2.1 In Case of Fire Alarm 2.1.1 Find out the location of alarm from the F.S. panel. 2.1.2 Check whether there is really a fire. 2.1.3 Break the break-glass unit nearby to actuate the whole audible alarm system and hose reel system if there is really a fire. 2.1.4 Try to extinguish the fire using the Hose-Reel or portable equipment nearby. 2.1.5 If fail to put out the fire, leave the place and close all the doors behind so as to contain the fire and prevent spread out. 2.2 In Case of False Alarm 2.2.1 Automatic Sprinkler System a. Close the isolation valve of the respective control valve located at staircase St.1 of the corresponding floor so as to stop the water supply to avoid extensive water damage. b. Open the dia. 25mm Drain valve located at St.3, to drain the contained water inside the pipework system. c. Shut off the dia. 20mm Butterfly Valve at the sprinkler alarm valve to mute the alarm gong. d. Press the silent button on the AFA panel to mute the Alarm bell and buzzer of the entire building. e. Replace the damaged sprinkler head. f. Close the drain valve. g. Open the main isolating valve. h. Reset the AFA panel. 2.2.2 Hose reel System a. For damage of break glass i. Mute the AFA panel to avoid unnecessary sounding from alarm bell. ii. Stop the pump manually. iii. Replace the damaged break-glass glass-plate. iv. Go to reset the AFA panel. b. For water leakage i. Go to pump room, stop the pump manually and shut-off the discharge valve. ii. Mute the AFA panel to avoid unnecessary sounding from alarm bell. iii. Repair the leakage portion. iv. Open the discharge gate valve to prime the system to preset pressure. v. Reset the AFA panel.

Automatic Fire / Warning Alarm System i. Reset the panel. ii. Identify the source of fault and rectify iii. For detector fault, replace the detector if reset is not successful and then reset again.

Check whether the normal system pressure of each zone is maintained. ii. Check whether the back pressure of the control valve is normal. iii. Check whether all valves are in proper position & good condition. iv. Check whether all sprinkler heads and associated pipework are maintained in good working condition, clean and free from corrosion and are not covered with distemper , paint , dust , fluff , etc. v. Test whether the alarm gong is in good condition by discharging the system drain valve. vi. Check whether the pressure switch, flow switches and subsidiary stop valve are in proper position & good condition. b. Annual Maintenance i. Check where the normal system pressure is maintained. ii. Check whether the back pressure of the control valve is normal. iii. Check whether all valves are in proper position & good condition. iv. Check whether all sprinkler heads and associated pipework are maintained in good working condition , clean and free from corrosion and are not covered with distemper , paint , dust , fluff , etc. v. Check whether the pressure switch, flow switched and subsidiary stop valve are in proper position & good condition. vi. Test whether the alarm gong is in good condition by discharging the system drain valve.

Hose reel System a. Quarterly Maintenance i. Check whether the normal system pressure is maintained. ii. Check whether all valves are in proper position & good condition. iii. Check whether all hose reel / hydrant and associate pipework are maintained in good working condition , clean and free corrosion and are not covered with distemper , paint , dust , fluff , etc. b. Annual Maintenance i. Check whether the normal system pressure is maintained. ii. Check whether all valves are in proper position & good condition. iii. Check whether all hose reel and associated pipework are maintained in good working condition , clean and free from corrosion with distemper , paint , dust , fluff , etc. iv. Check whether all the manual call points can actuate the system. v. Test whether all functions of pump panel are in good working condition. Automatic / Manual Fire Alarm System a. Quarterly Maintenance i. Check whether the normal system pressure is maintained. ii. Check whether the status of battery & charger is in normal condition. b. Annual Maintenance i. Check whether the status of AFA panel is in normal condition. ii. Check whether the status of battery & charger is in normal condition. iii. Check whether all electrical circuits are in good working condition. iv. Check visually whether all cabling, fittings and equipment are secured, undamaged, adequately protected and properly serviced. v. Clean all the detectors. vi. Test whether all manual call points can actuate the alarm bells, fire pump and fire panel. vii. Test whether all functions of control panel are in good working condition by following procedure:

Pump Quarterly Maintenance i. Grease the bearings with suitable lubrication. ii. Check packed gland seal. If fitted, adjust to give the correct controlled leakage. Replace the packing when no further adjustment is effective. iii. Check the condition of the coupling rubbers and replace if worn & torn. b. Annual Maintenance i. Grease the bearings with suitable lubrication.

c. Pre-start Check i. Check the coupling alignment. ii. Prime the pump. iii. Ensure the pump can be rotated freely by hand. iv. Open the suction valve fully and close the discharge valve. WARNING: - DO NOT RUN THE PUMP AGAINST A CLOSED DICHARGE VALVE FOR MORE THAN ONE MINUTE. - NEVER REGULATE THE PUMP BY ADJUSTING THE SUCTION VALVE, ALWAYS LEAVE THE SUCTION VALVE FULLY OPENED. - MECHANICAL SEALS ARE PRECISION COMPONENTS AND WILL BE RUINED IF THE FACE ARE SCRATCHED. - NEVER RUN THE PUMP WITHOUT WATER.

3.2.5 a.

Water Spray System Quarterly Maintenance Quarterly testing of Water Flow Alarms and a Main Drain Test is recommended. i. To test Monitor Panel Zone and Water Motor Alarm, OPEN the alarm test valve (B.10) in the Deluge Valve Trim. a. Monitor Panel Zone should activate. b. The local water motor gong should be audible. c. Reset the entire system, and make sure the system is normal. To perform the Main Drain Test, a. Record pressure reading from the water supply pressure gauge. b. Verify that the outlet chamber of the deluge valve is free of water. No water should flow from the drip check (B.7) when the plunger is pushed. c. Fully OPEN the flow test valve (B.11). d. When a full flow is developed from the flow test valve (B.11), record the residual pressure from the water supply pressure gauge (B.12). e. When the test is complete, SLOWLY CLOSE the flow test valve (B.11). f. Compare test results with previous flow information. If deterioration of the water supply is detected, take appropriate steps to restore adequate water supply. g. Verify: Normal water supply pressure has been restored to the inlet chamber, the priming chamber, and the release system. The pressure on the priming chamber water pressure gauge should equal the system water supply pressure. All alarm devices, and valves are secured in normal** operating position.

b. Annual Maintenance i Remove the system from service. Close the Main Water Supply Control Valve (D.1), Water Discharge Valve and Priming Valve (B.1). ii. Open the Auxiliary Drain Valve (B.13). Relieve pressure in the priming chamber by opening the Emergency Release Valve (B.9). Inspect all trim for signs of corrosion and/or blockage. Clean and/or replace as required. Clean and/or replace all

strainer screens (including B.2). Refer to Item 4-B, INSTALLATION: PLACING THE VALVE IN SERVICE. 3.2.6 a. Portable Fire Extinguishment Equipment Annual Maintenance All types of extinguisher require a basic inspection annually to check weight, correct pressure (using a special tool, not just looking at the gauge) and for signs of damage or corrosion, cartridge extinguishers are opened up for internal inspection & check weighing of the cartridge, labels are checked for legibility, where possible dip tubes, hoses and mechanisms checked for clear free operation. b. Bi-Annual Maintenance A detailed examination including a test discharge of the extinguisher and recharging- on stored pressure extinguishers this is the only opportunity to internally inspect for damage/corrosion. Dry-Powder extinguishers contain pressure in excess of 13.8Bar and this internal pressure over periods of time affects each brand & make differently depending on their placement & location c. Pressure Test Powder extinguishers require every two years due to their high operating pressure, are subject to pressure vessel safety legislation and must be hydraulic pressure tested, inspected internally & externally and date stamped every 5 years.
