June 1, 2012 Dear Friend, During a political debate, an ABC moderator asked one candidate why he would increase

the capital gains tax. The moderator pointed out that lowering the capital gains tax increased government revenue and every time the capital gains tax was increased, revenue for the government went down. Just to clarify this, the reason is that when taxes on capital gains is high, people sit on their investments and dont sell them. Once taxes come down to a level where it makes sense to sell, they sell and pay the tax. The candidate answering said that it was simply a matter of fairness. You may have assumed that the purpose of taxes was to raise revenueto finance the government. But it turns out that for some political types, taxes serve the purpose of social engineering. Fairness is an American and a basic Christian value. But there is a fundamental difference between the candidates on something even more basic. What kind of a society should we have? In the broadest terms, should it be collectivist or individualist? Collectivism means the ownership and control of the means of production and distribution by the people collectively; socialism. What does individualism mean? The doctrine that individual freedom in economic enterprise should not be restricted by governmental or social regulation: laissez faire. The doctrine that the state exists for the individual and not the individual for the stateat the extreme, these are the directions defined by the terms Left and Right. A Leftist leans toward collectivism. A person on the right leans toward individualism. The United States has never conformed to either of these extreme positions, but has leaned more to the individualist position than to the collective. Both our Declaration of Independence and our Constitution are at some pains to emphasize and protect individual rights. It begins to look like both political parties are drifting left. How should a person who holds a biblical worldview look at left and right political issues? Surely, as godly people, we should be in favor of fairness. But, What is fair? What does God want man to do about fairness? There is only one authority to appeal to: the Bible. So, how is fairness demonstrated in the Bible? For example, what did the economy look like in the only true theocracy the world has ever known: The period of the judges, just following the conquest of Canaan by the Israelites. There was no king. Every tribe had its own land. Leadership was invested in the elders, and private property was honored. There were no taxes. There was a tithe, but there are some important things to know. The tithe was one tenth of the increase of ones seed. There were some variations having to do with cattle, etc. but the principle was the same. If a man made a profit off of Gods world, he acknowledged God by returning a voluntary tithe to God. There was no IRS. The tithe resembled a flat taxrich and poor paid at the same rate. After all, everyone benefitted from the land, and the person who only earned ten measures paid only one measure. The person with a thousand measures paid a hundred. This was fair. Those who had more gave more. But even the poor were granted the dignity of equal opportunity and responsibility.
