STUDY ON PERCEPTION OF YOUTH LEADERS TOWARDS VILLAGE/COMMUNITY DEVELOPMENT

PREFACE:

The reason for taking this study was that being a part of SVADES (Society for Village Development in Petrochemical area) I as a Human Resource student wanted to know what the Youth Leaders in different villages in the nearby petrochemical area thinks about the development of their village. As we know Youth Leadership is the buzz word in todays developmental sphere that we are living in. It becomes utmost important to know the perception these youth leaders are carrying with them in a process of doing development for their village. This study is the result of willingness to know about the same. This idea was germinated in me by my college supervisor Mrs. Divya Dixit Madam. She was the one who guided me throughout the process of this study and without whom the study would not have seen the light of the day. The aim of this study is to know about the Perception that Youth Leaders (Youth Sarpanch) are carrying with them for doing the developmental work in their village. Its about understanding the knowledge of these youth leaders for the development of village. The foundation for this study was laid down when Divya Dixit madam first gave me the idea of doing this study after my mid-term examination (i.e after 27.2.2012). I went to the agency and visited certain villages to find out the Sarpanch who are below 40 years of age. I also took help of Mr Devendra sir, Rajubhai, Kantibhai and Parvat singh and found out that there are total 4 villages whose Sarpanchs are below 40 years of age. Next I interacted with those sarpanchs and collected the information that I needed for the purpose of this study. I acknowledge the contribution of each and every person who has guided me in the process of this study and thank them for helping me in conducting the study.

Leadership

What is leadership? It is a process by which one person influences the thoughts, attitudes, and behaviours of others. Leaders set a direction for the rest of us; they help us see what lies ahead; they help us visualize what we might achieve; they encourage us and inspire us. Without leadership a group of human beings quickly degenerates into argument and conflict, because we see things in different ways and lean toward different solutions. Leadership helps to point us in the same direction and harness our efforts jointly. Leadership is the ability to get other people to do something significant that they might not otherwise do. Its energizing people toward a goal.

Importance of Leadership: Few things are more important to human activity than leadership. Effective leadership helps our nation through times of peril. It makes a business organization successful. It enables a notfor-profit organization to fulfill its mission. The effective leadership of parents enables children to grow strong and healthy and become productive adults. The absence of leadership is equally dramatic in its effects. Without leadership, organizations move too slowly, stagnate, and lose their way. Much of the literature about organizations stresses decision-making and implies that if decision-making is timely, complete, and correct, then things will go well. Yet a decision by itself changes nothing. After a decision is made, an organization faces the problem of implementationhow to get things done in a timely and effective way. Problems of implementation are really issues about how leaders influence behaviour, change the course of events, and overcome resistance. Leadership is crucial in implementing decisions successfully. Each of us recognizes the importance of leadership when we vote for our political leaders. We realize that it matters who is in office, so we participate in a contest, an election, to choose the best candidate. Investors recognize the importance of business leadership when they say that a good leader can make a success of a weak business plan, but that a poor leader can ruin even the best plan.

Leadership required for rural management: Having a vision about what can be accomplished. Making a commitment to the mission and to the people you lead.

Taking responsibility for the accomplishment of the mission and the welfare of those you lead. Implementing the commitments made to your people. Listening to issues of your people and taking actions to overcome those issues. Building trust and confidence among your people.

Accepting recognition for success.

YOUTH LEADERSHIP: The role of youth is of most importance in todays time. It has underplayed itself in field of politics. It should become aspiring entrepreneur rather than mere workers. Young participation is important because youth are the countrys power. Youth recognize problems and can solve them. Youth are strong forces in social movements. They educate children about their rights. They help other young people attain a higher level of Intellectual ability and to become qualified adults. Youth Leadership in the village area can do wonders for the village given the foresightedness and skills youths carry with themselves. Youth leadership has been elaborated upon as a theory of youth development in which young people gain skills and knowledge necessary to lead civic engagement, education reform and community organizing activities. Countless programs around the world seek to teach young people particular skills associated with leadership, particularly those programs associate with youth empowerment.

Importance of Youth Leadership:


Youth leadership in India is needed for bringing revolution in Indian economy, management, Industry, society and politics. Once youth leadership will set up, it may possible that all slow work will become fast. Youth leadership will also provide new way of achievement from useful idea. But presented problem is that no one wants to give change to youth for becoming leader. They think youths can take wrong action in their zeal which may harmful for development of India. The need for the youth leadership can be felt most in the rural sector, where people are not much literate and still believes in past customs which hinders their growth as a whole. A good youth leader in the villages will drive the village on the path of development by fulfilling the most basic needs of the people and introducing the system of education in them. Youth leaders will also make sure that people of their village gets proper employment for which various vocational training will also be given. Thus the importance of youth leadership prevails very significantly in todays world where things are changing rapidly.

OPERATIONAL DEFINITIONS:
1. Youth:

Here, Youth means a person between the age of 18 to 40 years.

2. Youth Leaders:
Youth Leaders in this study are Sarpanchs of the villages or a member of Panchayat of the particular village who falls under the age bracket of 18 to 40 years.

3. Perception:
Perception is the process of attaining understanding of the environment by organizing and interpreting sensory information. Here Perception refers to the way Youth Leader looks towards the development of the village.

4. Village:
The residence in which youth leader stays from whom the data is collected for the purpose of the study is village.

5. Development:
Act of improving the quality of life of people staying in the village by expanding, enlarging or refining.

FINDINGS: What is village?


All the youth leader knew answer to this question, though their interpretation of it was different. But they all said what was expected, that means they had a fair understanding of what village is, which is important to do any developmental work in the village. Following answers were given to the above questions.

Undera : Village is a group of houses in a community located in rural area. Bajwa : Small group of people having a rural area. Koyli : Group of people living in a locality which is smaller than town. Angadh: Group of people living in a area smaller than town.

Barriers faced in Implementing above Schemes:

Undera : Man/Workers not available for developmental work to carry on. Bajwa : Government gives less amount to youths under these schemes, so youths are
not willing to take the benefit. E.g NREGA = 50Rs/Day, while RIL = 200 Rs/Day.

Koyli : As a result of corruption at higher level, grants doesnot reach to the village. Angadh: Grants do not reach to Panchayat.

CONCLUSIONS:

The least

what we can accept from the youth leaders of villages is that they atleast know what Village is or the difference between village and town. Here all the leaders knew what the Village means though their interpretation about the same was different. Sarpanchs of Bajwa & Koyli didt knew the bifurcation of total population in Male & Female. While other Leader of other two village told me the approximate numbers of Male & Female population in their village. According to Underas Sarpanch i.e Mitulbhai Patel, development required in Undera Village is Proper roads, Drainage Facilities and Drinking Water facilities.

Mrs. Manishaben Sharma believes that in his village i.e Bajwa, Safety training should
be given High priority than drainage facilities and safe water because of the fact that there are many petrochemicals company surrounding the village and youth needs to be given training regarding Safety in case of emergencies. Koyli also needs proper drainage facility.

In Angadh Village, Hansaben thinks that there is a problem of Safe drinking water, and
it is their major focus area for the development of the village. Apart from safe drinking water Angadh also needs more banks in the village.

For

the development of village all the sarpanchs are implementing the government schemes available and making proper use of the grant that they receive. In bajwa, they have also called an meeting of high officials like DDO & MPs to look after the issues of the village.

Youth leaders are aware about many government schemes and are trying their level best
to implement the schemes which are in their knowledge. But more efforts are needed to create awareness among these youth leaders regarding the available government schemes. There are many such government schemes announced by the government which these leaders are not even aware about. So that awareness needs to be spread.

These leaders perceive that there is a big obstacle of corruption which is stopping them to make further development for the village. This corruption prevails in the form of not getting the intended grant on time, and when they do get the grants, only half of the amount reaches to them.
