230kV Substation Parameters

1.0 Substation Design Criteria The engineering, design, construction and testing of the 230kV substation shall be in accordance with all applicable laws, rules, regulations, codes, permits, and standards of all Federal, state and local governmental agencies having jurisdiction over the Owner, Contractor or Contractor' Subcontractor(s). The design condition for the high voltage substation, including all structures and facilities, shall be in accordance with the criteria contained in the following section and the applicable requirements of the State Building Code. Notes: 1. See applicable portion(s) of State Building Code. 2. If conflicts occur between the design criteria the Contractor shall notify the Owner. The final resolution of all conflicts shall be mutually agreed among the Owner, Utility and Contractor. A Utility data checklist is to be developed. This list is to ensure all the required technical and operations data required for the design, construction, commissioning or operation of the facility is obtained in an organized manner.

2.0 Industry Standards The Contractor shall ensure the substation design is in accordance with the latest applicable standards of: American Concrete Institute (ACI) American National Standards Institute (ANSI) American Society for Testing and Materials (ASTM) American Institute of Steel Construction (AISC) National Fire Protection Association (NFPA) Underwriters Laboratories, Inc. (UL) American Iron and Steel Institute (AISI) Institute of Electrical and Electronic Engineers (IEEE) National Manufacturers Association (NEMA) Insulated Cable Engineers Association (ICEA) National Electrical Safety Code (NESC) Edison Electric Institute (EEI) National Electrical Code (NEC) Illuminating Engineers Society (IES) National Bureau of Standards (NBS) American Welding Society (AWS) Aluminum Association Applicable Local Codes Association of Edison Illumination Companies (AEIC) Underwriters Laboratories, Inc. (UL) State Building Code Steel Joist Institute (SJI) Portland Cement Association (PCA) Factory Mutual system (FM) Steel Door Institute (SDI) 2.1 Regional Standards The Contractor shall also ensure the substation meets all reliability and operational criteria required by the following organizations: Independent System Operator PJM (see Attachment 6) Mid Atlantic Coordinating Council (MACC) CONECTIV Interconnected Utility This includes control (SCADA), protection, telecommunications and revenue metering parameters, primary and secondary systems design criteria and operations & maintenance requirements.
