THE LOGICAL FRAMEWORK Goal (Overall Objective) Ensure logical flow!

Each activity should relate to an Expected Result, each results should ensure the accomplishment of specific objectives, each specific objective should contribute towards the goal. General, high-level and long-term objective of the project. It is different from project objectives because the latter are very specific and have to be addressed alone by the project. A goal cannot be achieved by the project itself since there will be other forces such as Government and other agencies working to achieve it as well. Usually there is one project goal only. It should ideally support the overall policy of the government or the donor agency. Specific Objective(s) Project Objectives should be: SMART Specific, Measurable, Achievable, Relevant and Time-bound. They should directly address the problems mentioned in the context and project rationale sections. Objectives should have measurable indicators which show what, when, and how conditions, behaviours, and practices will change Objectives must be verifiable at some point during the execution of the project Expected Results/Outputs Results are the outputs envisaged to achieve the specific objectives. They are usually enumerated. These are immediate results that we achieve soon after the completion of the project or any specific project activity. For example, if a training of nurses on the triage tool is carried out by the project, the output or the immediate result of it is 100 nurses have been trained to use the triage tool for neonatal monitoring and referrals Activities What are the key activities to be carried out and in what sequence in order to produce the expected results (GROUP ACTIVITES BY RESULT!) Example: 1.1 Produce training materials 1.2 Conduct 5 four hour training session at two Health Centres

Indicators

Means of Verification

Assumptions/Risks

What are the indicators related to the overall objective/goal? The indicator does not have to be measurable by or associated with the project. Example: MMR, GDP, or in your case neonatal mortality rate

What are the sources of information for these indicators? Example: DHS, BSS etc.

What indicators clearly show that the objective of the action has been achieved? The outcome indicator has to be associated with the objective of the project and measurable by and of the project. Use % instead of absolute numbers Example: 50 % increase in hospital referrals

What are the sources of information that exist or can be collected? What are the methods required to get this information? Example: Baseline data, Hospital records etc.

Which factors/conditions outside of the project are necessary to achieve the objective. Which risks (internal factors) should be taken into consideration?

What are the indicators to measure whether and to what extent the action achieves the expected result? Example: # of nurses trained

What are the sources of information for these indicators? Example: Attendance sheets

What external conditions must be met to obtain the expected results on schedule?

Means* What are the means required to implement these activities (personnel, equipment, etc.) *These three fields are not always necessary, most times you can just have a list of activities at the end.

Costs* What are the costs associated with activities What pre-conditions are required before the action starts?*
