For providing technical help to various applicants who want to establish off-grid solar power projects in their premises/organization, UREDA invites proposals on the prescribed format for empanelment of consultants to provide consultancy services to the concerned user organization for preparation of Detailed Project Report (DPR) of various capacity solar power projects (from 1 KW to 100 KW) to avail financial incentives from MNRE under JNNSM. The prescribed format can be obtained on any working day from 31st August, 2010 to 14th September, 2010 from the office of undersigned by paying the cost of Document i.e. Rs. 220/- in form of bank draft in favour of Director UREDA payable at Dehradun. The document can also be downloaded from the Website www.ua.nic.in under tender section and cost of the document can be submitted with the proposal. BACKGROUND The Government of India has recently launched the Jawaharlal Nehru National Solar Mission to promote ecologically sustainable growth while addressing Indias energy security challenge. It will also constitute a major contribution by India to the global effort to meet the challenges of climate change.

The immediate aim of the Mission is to focus on setting up an enabling environment for solar technology penetration in the country both at a centralized and decentralized level. The first phase (upto March 2013) will, inter alia, focus on promoting off-grid systems including hybrid systems to meet/supplement power, heating and cooling energy requirements. These systems still require interventions to bring down costs but the key challenge is to provide an enabling framework and support for entrepreneurs to develop markets.

In order to create a sustained interest within the investor community, Ministry of New & Renewable Energy (MNRE), Govt of India has decided to support viable business models. Accordingly, MNRE/GOI vide its letter no. 5/23/2009-P&C dated 8.7.10 issued the administrative approval for implementation of programme on OffGrid and Decentralized Solar Applications available on website of the Ministry i.e. www.mnre.gov.in.

Objective:To promote off-grid application of solar photovoltaic power projects for meeting
the targets set in the Jawaharlal Nehru National Solar Mission for Phase-I. To create awareness and demonstrate effective and innovative use of solar systems for individual/community/institutional/ industrial applications. To encourage innovation in addressing market needs and promoting

sustainable business models. To create a paradigm shift needed for commoditization of off-grid decentralized solar applications.

Scope of Work: For providing technical help to various applicants who want to establish off-grid solar power projects in their premises/organization, UREDA invites proposals for empanelment of consultants to provide consultancy services to the concerned user organization for preparation of Detailed Project Report (DPR) of various capacity solar power projects (from 1 KW to 100 KW). UREDA will empanel various consultants who wish to provide their services on the lowest quoted prices which are received under this offer. The consultant will

prepare the DPR for installation of power plants in accordance with technical specification as specified in the guidelines of MNRE under JNNSM. A list of indicative information required in the DPR is mentioned at Annexure-A. Empanelled firms will approach various user organizations who want to install off-grid solar power project in their organization/premises for preparation of Detailed Project Report to avail the incentives available from MNRE, Govt. of India under JNNSM. UREDA, in no way, will be responsible for not getting any consultancy order from user organization to any empanelled consultant.

Submission of Offer:The consultant firm should submitted their proposal/offer in two separate sealed envelops i.e. Part-I TECHNICAL Particulars along with Earnest Money/Security Amount and Part-II FINANCIAL Offer. The technical particulars shall be opened on above mentioned date and time. The financial offer of only technically short listed proposals shall be opened. The date of opening the financial offer shall be announced on the day of opening of technical particulars. Earnest Money/Security Amount:The consultant firm has to submit Earnest Money/Security Amount of Rs. 25,000/- in the shape of FDR/CDR from any Nationalized Bank pledged to Director UREDA or Demand Draft in favour of Director, UREDA payable at Dehradun along with its offer. The earnest money/security amount of un-successful offers shall be refunded within 15 days. The Earnest Money/Security Amount will be refunded after the completion of duration of empanelment. In case any consultant firm do not complete the assignment

within the stipulated time frame or the quality of the work is not satisfactory, UREDA reserves the right to forfeit the security deposit and cancel the assignment/ empanelment. Duration of Empanelment:The consultant firms will be empanelled initially for one year which can be extended further for maximum one year depending on the performance of the consultant firm.

Payments:Empanelled firms will get orders from UREDA or directly from user agencies on the rates approved by UREDA and will get payments as under:(i) 70% payment will be released after preparation and submission of draft DPR. (ii) Balance 30% payment will be released after submission of final DPR (after duly incorporation of comments received on Draft DPR) in 3 Hard Copies and one CD.
