Revised on 11 June 2012 Click here to return to Index of Security Council Report's publications on Syria. Security Council Resolutions S/RES/2043 (21 April 2012) established UNSMIS. S/RES/2042 (14 April 2012) authorised the deployment of 30 military observers to Syria.

Vetoed Security Council Draft Resolutions S/2012/77 (4 February 2012) condemned the violence in Syria and supported the Arab League's 22 January decision to facilitate a Syrian-led political transition. Russia and China vetoed the draft resolution with all other Council members voting in favour. S/2011/612 (4 October 2011) condemned the Syrian crackdown on protestors. Russia and China vetoed the draft resolution and Brazil, India, Lebanon and South Africa abstained.

Security Council Presidential Statements S/PRST/2012/10 (5 April 2012) called on the Syrian government to cease violence by 10 April and the opposition to cease all violence 48 hours thereafter. S/PRST/2012/6 (21 March 2012) supported the Joint Special Envoys six-point plan for mediation of the Syrian crisis. S/PRST/2011/16 (3 August 2011) was a presidential statement expressing concern over the deteriorating situation in Syria.

Security Council Press Statements SC/10658 (27 May 2012) condemned the 25 and 26 May attacks in el-Houleh. SC/10643 (10 May 2012) condemned the 10 May terrorist attack in Damascus. SC/10585 (21 March 2012) condemned the terrorist attacks in Damascus on 17 and 19 March and in Aleppo on 18 March. SC/10564 (1 March 2012) deplored the deteriorating humanitarian situation in Syria and called for Damascus to grant access to OCHA head Valerie Amos. SC/10513 (6 January 2012) condemned the terrorist attack in Damascus on 6 January. SC/10506 (23 December 2011) condemned the 23 December terrorist attack in Damascus. SC/10448 (15 November 2011) condemned the attacks against several embassies and consular premises in Syria. SC/10321 (12 July 2011) condemned the attacks against the 11 July French and US embassies in Damascus.

Secretary-General's Reports S/2012/363 (25 May 2012) was the first UNSMIS report.

Security Council Meeting Records S/PV.6756 (21 April 2012) was the vote on resolution 2043. S/PV.6751 (14 April 2012) was the vote on resolution 2042.

S/PV.6734 (12 March 2012) was a high-level debate on challenges and opportunities in the Middle East where Syria was a focus. S/PV.6711 (4 February 2012) was the meeting in which China and Russia vetoed a draft resolution, sponsored by Morocco. S/PV.6710 (31 January 2012) was a briefing by the Arab League on Syria calling on the Council to adopt draft resolution S/2012/77. S/PV.6627 (4 October 2011) was the meeting in which China and Russia vetoed a draft resolution, sponsored by France, Germany, Portugal and the UK, which condemned the Syrian crackdown on protestors. Brazil, India, Lebanon and South Africa abstained. S/PV.6598 (3 August 2011) was a debate on the situation in the Middle East. S/PV.6590 and resumption 1 (26 July 2011) was an open debate on the Middle East. S/PV.6531 and resumption 1 (10 May 2011) on protection of civilians. S/PV.6524 (27 April 2011) was a briefing by Under-Secretary-General B. Lynn Pascoe on the situation in Syria followed by a Council public debate, which included statements by Council members and Syria.

Security Council Letters S/2012/368 (27 May 2012) was from the Secretary-General on the el-Houleh attacks. S/2012/250 (23 April 2012) was the preliminary understanding between the UN and Syrian government regarding the working arrangements for UNSMIS. S/2012/238 (18 April 2012) was the Secretary-Generals UNSMIS proposal. S/2012/214 (11 April 2012) was the Syrian response to the Joint Special Envoys letter of 10 April. S/2012/206 (10 April 2012) was the Joint Special Envoys letter to the Security Council regarding the Syrian commitments to cease violence by 10 and then 12 April S/2012/199 (9 April 2012) was from the Secretary-General regarding a UN team being dispatched to Damascus to engage in technical discussions in preparation for a potential observer mission. S/2011/310 (16 May 2011) was a letter from Israel regarding the 15 May al-Nakba protests in the Golan Heights.

General Assembly A/RES/66/253 (16 February 2012) condemned the violence in Syria, endorsed the Arab Leagues 22 January on a Syrian political transition, and requested the Secretary-General to appoint a special envoy for Syria. A/RES/66/176 (19 December 2011) condemned the violence in Syria and called for the full implementation of the Arab Leagues November 2011 initiative

Human Rights Council A/HRC/RES/S-16/1 (29 April 2011) requested an investigative mission to Syria, with preliminary findings expected in June and a follow-up report in September.
