INVITATION TO BID FOR THE REHABILITATION OF QUI-ANAN - MANINILA - IGLILICO - GRASPARIL ROAD
The Local Government Unit of San Joaquin, through the PDAF of Cong. Janette L. Garin intends to apply the sum of Eight Million Pesos and 00/100 ( P 8,000,000.00 ) being the Approved Budget for the Contract ( ABC ) to payments under the contract for the Rehabilitation of Qui-anan - Maninila - Iglilico - Grasparil Road in the Municipality. Bids received in excess of the ABC shall be automatically rejected at bid opening. The Local Government Unit of San Joaquin now invites bids for One ( 1 ) Lump Sum of Rehabilitation of Qui-anan Maninila Iglilico - Grasparil Road ( Including Supply of Materials, Equip. Rental and Supply of Labor ). Completion of Works is required One Hundred Twenty Calendar Days( 120cd ).Bidders should have completed, within five ( 5 ) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. Bidding will be conducted through competitive bidding procedures using a nondiscretionary pass/fail criterion as specified in the Implementing Rules and Regulations( IRR ) of Republic Act ( RA ) 9184, otherwise known as the Government Procurement Reform Act. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy five percent ( 75% ) interest or outstanding capital stock belonging to citizens of the Philippines. Interested bidders may obtain further information from Local Government Unit of San Joaquin and inspect the Bidding Documents at the address given below during 8:00AM - 12:00PM and 1:00PM - 5:00PM excluding Saturdays and Sundays and holidays. A complete set of Bidding Documents may be purchased by interested Bidders on April 16, 2012 May 31, 2012 from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount of Two Hundred Pesos Only ( P 200.00 ). It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System ( PhilGEPS ) and the website of the Procuring Entity, provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids.

The Local Government Unit of San Joaquin will hold a Pre-Bid Conference on May 17, 2012 at the Municipal Session Hall, San Joaquin People Center, San Joaquin, Iloilo, which shall be open only to all interested parties who have purchased the Bidding Documents. Bids must be delivered to the address below on or before May 31, 2012 at 2:00 oclock in the afternoon at the Municipal Session Hall, San Joaquin Peoples Center, San Joaquin, Iloilo. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18 ( Bid Security ). Bids will be opened in the presence of the bidders representatives who choose to attend at the address below. Late bids shall not be accepted. Bidders who have undergone the pre-qualification process will be allowed to participate in the bidding. The Local Government Unit of San Joaquin reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
