Marylands two Democratic senators and ve of its
eight members of the U.S. House of Representatives
either support or wont oppose the states same-
sex marriage law, which will go before voters in a
referendum on Nov. 6.
In response to a Washington Blade survey, the
ofces of Sens. Barbara Mikulski (D-Md.), Benjamin
Cardin (D-Md.), Reps. Donna Edwards, Steny Hoyer,
John Sarbanes, and Chris Van Hollen all Democrats
said the lawmakers strongly support the same-sex
marriage law.
Rep. Elijah Cummings (D-Md.), whose district
includes Baltimore City, said in a statement released
Wednesday, The Maryland Legislature has spoken. I
respect its decision and will not oppose it. Its now up
to the voters to decide whether to uphold the law.
The states remaining three House members,
Republicans Roscoe Bartlett and Andy Harris and
Democrat C.A. Dutch Ruppersberger, did not
respond to the Blades inquiries seeking their position
on the marriage law.
Bartlett, who has represented a district in Western
Maryland considered to be the most conservative
and Republican-leaning part of the state, received a
0 rating on LGBT-related issues from the Human
Rights Campaign in the 111th Congress spanning
the years 2009-2010. HRC doesnt release its ratings
for the current Congress spanning 2011-2012 until
September or October.
Harris, who represents the Republican-leaning
Eastern Shore section of the state, is serving in his
rst term, after defeating Democratic Rep. Frank
Kratovil in the 2010 election. HRC wont have a rating
for him until it releases its 2012 ratings later this year.
Ruppersberger, considered a moderate Democrat,
represents a district that includes the Baltimore
suburbs and surrounding counties. LGBT activists in

5 potential candidates have
records hostile to LGBT rights

Amid the media frenzy over who Republican
presidential candidate Mitt Romney will select as
his running mate, one thing is clear: the leading
candidates positions on LGBT issues range from
bad to downright hostile.
The Washington Blade examined the records of
ve prospective vice presidential candidates to see
where they stand on LGBT issues: former Minnesota
Gov. Tim Pawlenty, U.S. Sen. Rob Portman (R-Ohio),
U.S. Sen. Marco Rubio (R-Fla.), U.S. Rep. Paul Ryan
(R-Wis.) and Louisiana Gov. Bobby Jindal. Each of the
potential choices has views on LGBT rights similar
to Romneys, who says he opposes marriage rights
for gay couples, but also opposes discrimination
without backing any particular measure to protect
LGBT people from discrimination.
One pick that is receiving considerable media
attention is Pawlenty, who was a Republican
presidential contender early on before he dropped
out of the race after his poor showing in the Iowa
Ames straw poll. There is media speculation that he

Mayor Gray signs
anti-bullying bill
Mayor Vincent Gray signed a bill
last week that will require city agencies
that work directly with young people to
implement an anti-bullying policy.
I am absolutely proud to say that
today we are taking yet another bold and
concrete step towards eradicating bullying
in our city, he said during a ceremony at
the Wilson Building.
The Youth Bullying Prevention Act of
2012 establishes an anti-bullying task
force that will include representatives
from D.C. Public Schools, the Department
of Parks & Recreation, the Metropolitan
Police Department, the Mayors Ofce on
GLBT Affairs, the Gay, Lesbian & Straight
Education Network, the Sexual Minority
Youth Assistance League and other
government agencies and community
organizations. They will be charged with
developing a comprehensive model
policy that supporters of the law hope will
provide the foundation upon which D.C.
government agencies can create their
own anti-bullying strategies.
The new law will also bar retaliation against
those who report incidents of bullying.
This is a very, very important piece
of legislation, said D.C. Public Schools
Chancellor Kaya Henderson. Bullying has
signicant impacts on our young people
and it is a barrier to students success.

Gay Catholics protest
Freedom rally
A handful of gay Catholics gathered
at George Washington University in D.C.
on Sunday to protest a rally in support
of a campaign that challenges the White
Houses policies on same-sex marriage
and other issues.
Members of Catholics for Equality and
Dignity USA sang hymns and held a large
banner that read Bishops: We Need
Pastors, Not Politicians, Your Antics are
Hurting the Church outside the Charles
E. Smith Center on 22nd Street, N.W.
Cardinal Donald Wuerl of the Archdiocese
of Washington was among those who
spoke to the estimated 4,000 people who
attended the gathering.
Were here to provide an opposite
viewpoint to the U.S. bishops Fortnight for
Freedom campaign, said Joseph Palacios,
director of the Catholics for Equality
Foundation. He noted to the Blade that
67 percent or $4 billion of Catholic
Charities annual funding comes from
state and federal government sources.
They claim that they are being victims of
religious liberty, when in fact the Catholic
Church has probably more liberties than any
organization in our country.
The U.S. Conference of Catholic
Bishops ofcially kicked off the Fortnight
for Freedom campaign last week with
a Mass at Baltimores Basilica of the
Assumption. Forty dioceses around the
country have signed onto the campaign
that will end with a nationally televised
Mass at the Basilica of the National Shrine
of the Immaculate Conception in D.C. on
July 4. The organization did not return the
Blades requests for comment.
A Public Religion Research Institute
poll in May 2011 found that 56 percent of
white Catholics and 53 percent of Latino
Catholics support nuptials for gays and
lesbians. Catholic Maryland Gov. Martin
OMalley in March signed his states same-
sex marriage law.

Boost for gay candidate in
school board race

Gay Advisory Neighborhood
Commissioner Jack Jacobsons campaign
for the Ward 2 seat on the D.C. State Board
of Education received a boost last week
when incumbent Mary Lord, who Jacobson
was challenging, withdrew from the race.
Lord, a strong supporter of LGBT rights,
announced she would run for an at-large
seat on the school board following news
that the incumbent in that seat, Ted
Trabue, decided not to run for re-election.
As of early this week, no candidate
emerged to run against Jacobson for the
Ward 2 school board seat. A potential
candidate has until Aug. 8 to le the
required 200 petition signatures needed
for placement on the Nov. 6 ballot for the
non-partisan school board post.
An inaugural member of the board,
Mary has been a valuable asset to me in
my capacity as an Advisory Neighborhood
Commissioner in Dupont Circle,
Jacobson said in a statement.
The possibility of two sitting board
members, well versed with the issues
facing Ward 2 schools, makes me hopeful
that signicant improvements across the
entire school system are within reach, he
said. I welcome the opportunity to work
with Mary in the near future.
Jacobsons most recent campaign
nance report led with the D.C. Ofce
of Campaign Finance shows he has so
far raised $18,216 and spent $3,324, with
$14,992 in cash on hand as of June 10. The
report shows a number of prominent LGBT
activists, both Democrats and Republicans,
have contributed money to his campaign
for the non-partisan school board seat.

Spagnoletti faces conict
of interest questions

Gay former D.C. Attorney General Robert
Spagnoletti faced questions at a City
Council hearing on Monday over whether
his private law practice representing
corporations doing business with the city
could hinder his ability to serve as chair of a
newly created D.C. ethics board.
Mayor Vincent Gray on June 5 nominated
Spagnoletti and two others to serve on
the three-member D.C. Board of Ethics
and Government Accountability. The City
Council created the board last December
in an effort to restore condence in the
city government following several widely
publicized scandals and continuing criminal
investigations by the U.S. Attorneys ofce.
The investigations, among other things,
led to the recent resignations of D.C.
Council Chair Kwame Brown (D-At-large)
and Council member Harry Thomas
(D-Ward 5) shortly before the two pleaded
guilty to various criminal charges involving
nancial improprieties.
Spagnoletti was highly acclaimed as a
former prosecutor with the U.S. Attorneys
ofce before being appointed by Mayor
Anthony Williams as the citys rst Attorney
General. Since leaving the attorney
generals post, Spagnoletti, 49, joined the
D.C. law rm Schertler & Onorato.
Critics raising concern over his
appointment to head the ethics board
have pointed to Spagnolettis biography
on the law rms website. According to
the bio, Spagnoletti regularly advises
individuals and businesses on how to
navigate a variety of legal issues through
the District of Columbia government and
negotiates on their behalf with District of
Columbia agencies and ofcials.
In testimony on Monday before the
Councils Committee on Government
Operations, Spagnoletti said his ties to
clients with pending business before the
city government are limited and would not
likely force him to recuse himself from cases
pending before the ethics board. However,
he said he would recuse himself in the limited
number of cases where even an appearance
of a conict of interest would arise.
He acknowledged that he represented
Gray as an attorney in a property-related
matter involving a fence around Grays house
prior to the time Gray became mayor. Because
of this, Spagnoletti told the committee he
would recuse himself from participating in
a potential ethics case coming before the
board involving the mayor.
Both the committee and the full Council
are expected to vote on Spagnolettis
nomination and on ethics panel nominees
Deborah Lathen and Laura Richards
sometime prior to or on July 10, when the
Council meets for the last time before its
summer recess.

victims and putting the
GLLU out of business

D.C. Police Chief Cathy Lanier said her
decision to invite the Anti-Defamation
League, a nationally acclaimed civil
rights group, to conduct an independent
assessment of how the department
investigates and reports hate crimes was
prompted, in part, by complaints from
LGBT activists.
In an exclusive interview with the
Washington Blade, Lanier said she
believes the department is doing well
in investigating and reaching out to the
LGBT community in its ght against hate
crimes, especially those targeting gay,
lesbian and transgender residents.
But she cited concerns raised by some
LGBT activists, including transgender
advocate Jason Terry, a member of the
D.C. Trans Coalition, who have questioned
her and the departments commitment
to adequately addressing the citys hate
crimes problem. Terry has been among
the activists who have criticized Laniers
handling of hate crimes and other
transgender-related matters during D.C.
City Council hearings called to review
police policies on hate crimes.
I did it because a lot of times we compare
ourselves with other law enforcement
agencies, Lanier said. So we look at
all the things we do and we say we think
were doing really well. And then we go to
a hearing and Jason Terry will say youre a
bunch of Keystone Cops, said Lanier.
And I go, Wait a minute. I thought
everything was going really well. And
when we compare ourselves to other
police agencies were light years above a
lot of other agencies, she said. But you
know sometimes just comparing yourself
to other law enforcement agencies is not
the mark. And so I thought I would have
ADL tell me, What is the mark?
Lanier took the unusual step of enlisting
David Friedman, director of the ADLs
Washington, D.C., regional Ofce, to
form a special task force to assess the
departments response to hate crimes.
Friedman invited the Human Rights
Campaign, the nations largest LGBT
civil rights group; the National Center
for Transgender Equality; the Leadership
Conference on Civil Rights, another
nationally recognized mainline civil rights
organization; and two university professors
considered experts on hate violence to
join ADL as members of the task force.
Among other things, the task force will
look at how law enforcement agencies in
other jurisdictions address hate crimes,
a police statement said. The statement
said the task force would begin its work
by conducting interviews and meetings
with LGBT community members to obtain
their views on how D.C. police are doing
in addressing local hate crimes that target
LGBT people.
What Ive asked them to do and what
weve all agreed is just come in and take a
look at everything were doing and kind of
grade us, Lanier said.
New lead in
beating of gay man
In a wide-ranging discussion on a number
of other issues, Lanier told the Blade that
police investigators have identied a person
of interest in the March attack against a
gay man on Georgia Avenue in the citys
Columbia Heights section.
The victim, who has asked not to
be identied, was severely beaten
and dragged by three or four male
assailants, who punched and kicked him
while shouting anti-gay names, causing
him to suffer a broken jaw among other
injuries, according to accounts by police
and the victim.
I think we will close that case, Lanier
said, noting that investigators are looking
for a second person implicated in the
attack in addition to the person of interest
already identied.
That incident, which police listed
as an anti-gay hate crime, along with
the shooting of a gay man inside a
nearby International House of Pancakes
restaurant, also listed as a hate crime;
and the beating of a transgender woman
in Northeast D.C. all occurring within
a two-day period prompted hundreds
of LGBT activists and their supporters to
hold a march and rally in the Columbia
Heights neighborhood to condemn anti-
LGBT violence.
Police have made an arrest in the IHOP
shooting case, in which the victim suffered
a non-life threatening gunshot wound.
Police said no arrests have been made
in the attack against the transgender
woman, which police said was not listed as
a hate crime due to insufcient evidence
that it was motivated by hate.
In discussing the changes she has made
with the departments Gay and Lesbian
Liaison Unit, Lanier said her ultimate
goal is to ensure that all members in the
department are trained to fully respond to
LGBT-related issues, making the GLLU no
longer necessary.
People are people regardless of their
sexual orientation, your race, your gender,
your religion, she said. All that shouldnt
matter. So my goal is to put the whole
thing out of business. In the meantime
by spreading the afliates around and
putting more and more afliates out there
with the enhanced training theres a better
understanding that there really is nothing
different about people.
Lanier was referring to her creation of
a GLLU afliate ofcers program in which
ofcers from the departments seven
police districts respond to LGBT-related
police service calls to supplement and
expand the work performed by the ve
full-time GLLU members based in the
units Dupont Circle headquarters.
The department says there are now
99 afliate GLLU members, with 10 or
more assigned to each of the seven
police districts. Lanier said ofcers
cannot become afliate members of
the GLLU until they complete a special
training program.
Domestic violence
is huge
Lanier said that although hate crimes
capture much of the attention in the LGBT
community concerning police matters,
incidents of domestic violence make up a
far greater number of cases GLLU ofcers
and police detectives in general are called
on to investigate.
Domestic violence is huge, she said.
Every morning when I look at my crime
reports there are two things that stand out
that have been unusual over the last year.
The number of domestic violence assaults
of all kinds and, yes, in all communities,
and the robberies. Robbery is huge, she
said in referring to citywide trends against
all residents.
Following is a partial transcript of

participated in the discussion:

Washington Blade: What do you
expect the newly created task force on
hate crimes to accomplish?
Chief Lanier: What Ive asked them to
do and what weve all agreed is just come
in and take a look at everything were
doing and kind of grade us. Youve got
some of the experts that David Friedman
[of the Anti-Defamation League] has
brought in who have helped draft hate
crimes statutes.

2.7 percent of
Washingtonians were
living with disease in 2010

Were catching people earlier in
the disease, said Dr. Gregory Pappas,
director of the Department of Healths
HIV/AIDS, Hepatitis, Sexually Transmitted
Disease and Tuberculosis Administration.
It used to be everybody who was tested
pretty much had AIDS or was very close to
having AIDS. Now, were nding people
earlier in the disease.
Pappas spoke to the Blade less than
a week after DOH released its annual
epidemiology report that showed new
diagnoses of HIV in D.C. continue to
drop, even though the percentage of the
population living with HIV remains more
than two times higher than the World
Health Organizations denition of a
generalized epidemic.
A total of 14,465 people or 2.7
percent of Washingtonians were
living with the virus at the end of 2010.
The report further noted that African
Americans remain disproportionately
impacted by the epidemic with 4.3
percent of black D.C. residents living with
HIV. 6.3 percent of black D.C. men had the
virus, compared with 2.4 percent of whites
and three percent of Latinos. DOH further
noted that black women accounted for
92.4 percent of D.C. women with HIV.
The report further indicates that the
number of new HIV diagnoses among
black Washingtonians between 2006 and
2010 decreased 24 percent, compared to
a 36 percent decrease among white D.C.
residents during the same period.
Same-sex and heterosexual sexual
contact remain the two leading modes of
HIV transmission in the city. Slightly more
than 77 percent of white D.C. residents
and 55.5 percent of Latino Washingtonians
who tested positive between 2006 and
2010 contracted the virus through men
who have sex with men, compared to
only 30.7 percent of black D.C. residents.
Nearly 39 percent of black Washingtonians
who tested positive during this period
contracted the virus through heterosexual
sexual contact.
DOH further noted that it distributed
more than ve million male and female
condoms in 2011, and has tripled the
number of publicly supported HIV tests
from 2007. The city recommends that
Washingtonians get tested at least once
a year and MSM have an HIV test every
six months. Pappas said that one-third of
D.C. residents get tested annually.
Were a national leader on that, but its
way off from where we need to be, he said.
D.C. Council member David Catania
[I-At Large] introduced a bill last fall
that would require doctors and other
health care providers to attend HIV/
AIDS workshops as part of their ongoing
education requirements. Lawmakers
subsequently approved the measure.
Were using that as a way to try and
promote doctors to offer the test, said
Pappas.
In addition to increased testing, the
DOH report further noted that roughly 89
percent of the 4,879 people who tested
positive for the virus in D.C. between
2005 and 2009 were connected to HIV-
specic care by the end of 2010. We
do well with connecting to care, said
Pappas, stressing the need for improved
coordination between publicly funded
clinics and HIV/AIDS community service
providers. The big problem is people
dont stay in care. And thats where were
falling down.
Pappas credited the citys needle
exchange program for a 72 percent drop
in HIV rates among intravenous drug
users between 2007 and 2010the city
disposed of more than 340,000 syringes
through its needle exchange program last
year, which is an increase of 3,000 from
2010.Mortality rates for Washingtonians
with HIV also fell by almost 50 percent
from 2006 to 2010.
Pappas noted that half of those with
HIV who die each year succumb to an
unrelated illness, while the remaining 50
percent of people with the virus in D.C.
die from HIV-related causes. He said liver
failure associated with Hepatitis C has
become one of the leading causes of
death among people with HIV.
Its about 75 people annually, but thats
still too high in the District of Columbia,
said Pappas, referring to the citys overall
HIV mortality rate. We can get to near
zero deaths. Weve gotten to zero new
infections among kids, we can get to zero
deaths or very near.
Pappas further stressed that these
HIV-related deaths once again highlight
what he describes as the need for people
with the virus to stay in treatment and
continue to take their medication. At this
point since theres no one in the District
of Columbia thats totally virally resistant
now, right now all those people should be
able to live, he said.
D.C. preps for
AIDS conference
The city continues to make nal
preparations for the International AIDS
Conference that will kick off at the Walter E.
Washington Convention Center on July 22.
HAHSTA will present 15 scientic
abstracts during the ve-day conference.
The D.C. Center for AIDS Research, the
body that coordinates HIV/AIDS-specic
research in Washington, will highlight city-
based research in a Global Village session
that will be free and open to the public.
Mayor Vincent Gray and Maryland Gov.
Martin OMalley wrote a letter to President
Obama earlier this year in support of a
more regional-based strategy that Pappas
said would allow neighboring jurisdictions
to more effectively coordinate their
responses to HIV/AIDS.
The jurisdictions are working well
together well on HIV/AIDS, but we still got
a long ways to go, he said, pointing to a
lack of regional data. I can tell you about
D.C. in great detail, but when were talking
about whats going on around us, its a more
difcult picture. Weve got to look at that.
Pappas also cited a hypothetical case
of a Prince Georges County resident who
may live across the street from a D.C.
clinic that can have difculties using their
Maryland Medicaid to pay for HIV-related
services in Washington as an example of
the need for a more regional approach to
ghting the epidemic. He also pointed to

Obama fundraiser planned for Rehoboth
Gay Democratic activists are planning to hold a fundraiser for President
Obamas re-election campaign in Rehoboth Beach, Del., on Saturday, Aug. 4.
The event will likely be held in a private home but the exact location has yet
to be determined. Members of the host committee who have committed to a
minimum $2,500 donation so far include: Peter Rosenstein, Jim DOrta and Jed
Ross, Paul Hazen and Michael Ward.
There will be a cocktail party from 5-7 p.m. and a dinner from 7:30-9:30 p.m.
Hosts ($2,500 and above) and sponsors ($1,000) receive an invitation to the
cocktail party and dinner; supporters ($500 and $250) receive an invitation to
the cocktail party. Its not yet known whether a representative from the Obama
campaign will attend.
This is our time and our president, Rosenstein said. Everyone needs to dig
deep into their pockets to support the re-election of President Obama. We have
never been closer to achieving our goal of full civil and human rights and we cant
take the chance of sliding backwards.

Board members of the countrys largest
Latino civil rights organization earlier this
month unanimously passed a resolution
in support of marriage rights for same-sex
couples.
Eric Rodriguez, vice president of public
policy for the National Council of La Raza,
conrmed to the Blade that the vote
took place on June 9 during a previously
scheduled board meeting. NCLR did
not provide a copy of the resolution, but
Rodriguez stressed that there was little
opposition to it.
There was discussion for that period of
time, but everyone really strongly felt that
supporting what we had already put out
there in terms of our statement was the
right thing to do, he said.
Former NCLR Board Chair Danny
Ortega, a Phoenix lawyer whose term
ended after the vote, provided broad
details of the conversations that he said
took place among the 25 board members
before the vote.
We had a discussion about this and
clearly some people had more questions
than others, but at the end of the
discussion it was unanimous, he said.
The resolution passed less than a month
after the NAACPs board of directors endorsed
marriage rights for same-sex couples.
President Obama on May 9 publicly
backed nuptials for gays and lesbians
during a White House interview with ABC
News. NCLR President Janet Murgua
applauded him for his historic remarks
expressing support for marriage equality
after the network broadcast them.
The board in essence validated that
and said we fully support Janets position,
said Rodriguez. Consistent with that
belief they expressed for themselves the
belief that marriage equality is consistent
with the missionthe civil rights mission
of our organization.
Murgua also applauded the resolution.
NCLR has taken a strong stand on
marriage equality and our board of
directors wanted to afrm and support that
decision, which I very much appreciate,
she told the Blade. That unanimous vote
recognizes that marriage equality and
LGBT issues are, and need to be, part of
NCLRs core civil rights agenda.
The Mexican American Legal Defense
and Education Fund President Thomas
A. Saenz has backed same-sex marriage.
His organization has not only represented
people with HIV in discrimination cases,
but led amicus briefs in support of lawsuits
that challenge Californias Proposition 8
and other states prohibitions on nuptials
for gays and lesbians.
The Texas chapter of the League of
United Latin American Citizens earlier this
month also passed a same-sex marriage
resolution during its annual convention.
LULAC National President Margaret
Moran joined Murgua, Saenz and other
civil rights leaders who applauded
Obamas public support of nuptials for
gays and lesbians.
In NCLRs case, Ortega stressed to the
Blade that the resolution is consistent with
what he describes as the organizations
ongoing mission to ght discrimination.
We thought it was not only the right
thing to do, but consistent with our values
as an organization, he added.
The unanimous resolution also reects
growing support of same-sex marriage
among Latinos.
An Arcus Foundation-funded survey
that NCLR and Social Science Research
Solutions released in April shows that 54
percent of Latinos support marriage rights
for same-sex couples. Sixty-four percent
of respondents said they back civil unions
for gays and lesbians. The same poll
found that 78 percent of Latinos support
the end of Dont Ask, Dont Tell, while
83 percent of respondents support LGBT-
specic employment protections.
Theres just all this momentum,
said D.C.-based NCLR board member
Catherine Pino as she further discussed the
same-sex marriage resolution. For NCLR
to do something like this is huge. This is
really, really important for our community.
The board, the organization realizes that
there are many, many Latino LGBT people
who are part of our community.
NCLR plans to formally announce the
marriage resolution next month during its
annual convention in Las Vegas.
Lauper seeks to end LGBT youth homelessness
NEW YORK Pop icon and long-time LGBT ally, Cyndi Lauper, launched the
Forty To None project this week in an effort to end the pervasive problem of LGBT
youth homelessness through an education and awareness campaign.
According to the LGBT news website Towleroad, the project began when she
met a group of homeless LGBT youth on a photo shoot for Interview magazine,
writing on the organizations site that she was compelled by the stories of rejection
and abandonment the youths told, and became aware that 40 percent of all
homeless youth are LGBT.
We traveled the country, visiting shelters, drop-in centers, outreach programs
and advocacy organizations, wrote Lauper. We talked to community leaders,
service providers, government ofcials and the kids themselves. We held meetings
in 10 cities, from Washington to New York to San Francisco to Minneapolis. We
looked for the holes in the system, and weve developed a ve-year plan to make
signicant changes happen.
Gay divorce rate half that of straights
LOS ANGELES While the annual divorce rate for opposite-sex married
couples is around 2 percent, The Atlantic reports legally married gays part ways at
around half that rate: 1.1 percent, quoting a Williams Institute gure.
While gay couples that enter into marriage are more likely to stay together, the
legal patchwork for those seeking to end their relationships make ending those
relationships a difcult prospect. The Atlantic highlights the six states that have
legal marriage rights for same-sex couples and the District of Columbia as places
where the divorce process for same-sex couples is similar to that of opposite-sex
couples, contrasted against states like Florida where same-sex couples are still
denied marriage rights where same-sex couples who have married in another
state are reliant on the discretion of judges.
Ex-gay group admits there is no cure for being gay
ORLANDO, Fla. One of the largest and most visible umbrella organization
for ex-gays has publicly announced its opposition to conversion therapy, and
says there is no cure for same-sex attraction.
Though Exodus International continues to advocate gays and lesbians enter
into opposite-sex relationships, the groups president, Alan Chambers who
acknowledges having same-sex attractions, despite his opposite-sex marriage
the group has removed from its online bookstore any books promoting reparative
therapy, and is working with its 250 ministries to end the connection between
Exodus and conversion therapy. Chambers tells the Associated Press that 99.9
percent of Exodus members hes met were unable to completely rid themselves of
same-sex attraction, and he is now advocating honesty regarding this fact.
Westboro follower runs for board of education
TOPEKA, Kan. Jack Wu a follower of the anti-gay Westboro Baptist Church,
and vocal opponent of teaching the theory of evolution in school curriculum will
run against Topeka Democratic incumbent Carolyn Campbell, seeking a second
term on the state board of education.
While, according to reports collected by Towleroad, members of the anti-gay
church dominated by members of the family of Fred Phelps have denied that Wu
is actually an ofcial member of the church, which pickets funerals of American
soldiers, several have conrmed he is frequently in attendance at the church.
While little is known about Wu, his campaign site biography states he is a
California native and moved to Topeka after seeing the light of the Westboro
Baptist Church.

The personal story of a gay service member
warmed the hearts of attendees during a
panel discussion at the rst ever Pentagon
event celebrating June as Pride month.
Marine Corps Capt. M. Matthew Phelps,
who serves as a commanding ofcer at
the Marine Corps Recruit Depot in San
Diego was among the three panelists who
talked about the difculties of serving in
the closet before Dont Ask, Dont Tell
was lifted.
Phelps said the situation was particularly
difcult for him in 2007 when he was
deployed to Iraq and fellow Marines would
meet on Saturday to smoke cigars, watch
movies and talk about their families at home.
I sat there in the back of the room
not talking to anybody because not only
was it so hard to have left somebody at
home just like it was hard for everybody
else but when everyone was getting
together and growing closer as a unit, by
virtue of the fact that I wasnt allowed to
say anything, I was actually growing more
distant from my unit, Phelps said.
After graduating from the University of
Rochester in November 2001 with a degree
in applied music, Phelps said he enlisted in
the Marine Corps after the terrorist attacks
on Sept. 11, 2001, because he felt the need
to serve his country. But Phelps said Dont
Ask, Dont Tell was a strain on him until the
ban was lifted on Sept. 20.
I went into work on the 20th of
September thinking that my life was going
to change, and I went in and I sat down at
my desk and I braced myself on the desk
waiting for everyone to come and ask me
if I was gay, Phelps said. Believe it or not,
nobody did. I didnt get any email. I didnt
get any phone call. In fact, the phone
didnt even ring. I was waiting saying,
Please somebody talk to me today
because I felt like I was going to work for
the very rst time. For almost 10 years,
Matthew was going to work as a Marine in
uniform doing my job, doing the job that I
thought I had been doing for 10 years, but
I had only been half doing.
Phelps was among the attendees at the
White House Pride reception earlier this
month where for the rst time openly gay
service members could participate while
wearing their uniforms thanks to Dont
Ask, Dont Tell repeal.
Others on the Pentagon panel, which
was moderated by Pentagon Director
of Press Operations Navy Capt. Jane
Campbell were Gordon Tanner, the
Air Forces principal deputy general
counsel, and Brenda Sue Fulton, a
member of the board of visitors at the
U.S. Military Academy at West Point and
communications director for OutServe.
All three panelists Phelps an active
duty troop, Tanner a civilian and Fulton a
veteran were gay and selected by word
of mouth recommendations.
Tanner said he was supposed to distribute
a list of benets available to gay troops, but
opted instead to encourage gay service
members to serve as openly as possible
because only that can help straight allies
bridge their understanding of LGBT people.
What I really want to talk about today
is what each of us can do in our own day-
to-day lives to make a difference, Tanner
said. First of all, and most importantly,
we need to be as visible as we can be.
Everybody has a different comfort level.
Everyone is in a different place. Let me
encourage you to be as open and honest
as you can possibly be.
Fulton talked about the commitment
she saw from straight allies in the military
who wanted to make sure the transition
to open service went smoothly and gay
troops werent harmed. She described a
commitment ceremony that took place
over the weekend involving gay couples
who served in the military.
In the back of the church ... was
another chaplain, a senior chaplain Air
Force O-6, Southern Baptist, Fulton said.
I asked him why he was there and he
said, I just want to make sure everything
goes smoothly for my airmen. I just want
to make sure there arent any problems.
The one-hour event marks the rst time
that a Pride celebration has taken place for
Defense Department personnel within the
Pentagon. This is the rst Pride month to
have taken place since Dont Ask, Dont
Tell was lifted from the books last year.
More than 350 attendees lled the
Pentagon auditorium to capacity. The
event was broadcast on the Pentagon
channel and Tanner said during his remarks
that troops as far away as Afghanistan were
interested in watching a video of the event.
Attendees were made up of civilian
Defense Department workers, service
members who came in their uniforms and
LGBT advocates who helped lead the way
for Dont Ask, Dont Tell repeal. The
program began after service members
presented the colors and video messages
were shown from President Obama and
Defense Secretary Leon Panetta.
Delivering the keynote address at the
event was Jeh Johnson, the Pentagons
general counsel and co-chair of the
Pentagon working group that wrote the
report leading the way for legislative
repeal of Dont Ask, Dont Tell in
2010. He spoke mostly of the process by
which he and fellow co-chair Army Gen.
Carter Ham, then commanding general
of U.S. Army Europe, evaluated the risk of
lifting the militarys gay ban.
While they pursued the task at hand
without any predetermination on whether
the ban should be repealed, Johnson said
the group heard stories from gay service
members who were eagerly awaiting an
end to Dont Ask, Dont Tell.
In communications with gay and
lesbian current and former service
members, we repeatedly heard a patriotic
desire to serve and defend the nation
subject to the same rules as everyone
else, Johnson said. In the words of one
gay service member, Repeal would simply
take a knife out of my back. You have no
idea what it is like to serve in silence.
As a result of the process, Johnson said
the institution of open service in the military
has brought some isolated incidents,
but almost no issues or negative effects
associated with repeal on unit cohesion,
including within warghting units.
Even during his remarks, Johnson
wouldnt reveal his personal views on
LGBT rights saying he thinks as Pride is
celebrated participants should remember
the military is about Americans from a
variety of backgrounds coming together
to serve the country.
Within the military, events such as this
must occupy a different and qualied
place because in the military, individual
personal characteristics are subordinate
to the good of the unit and the mission
service above self, Johnson said. From
all that we learned in 2010 about the
struggles and the sacrice to remain in the
military, I believe gay men and women in
uniform readily agree with this.
Johnson also said the Pentagon is
examining ways to extend additional
benets to gay troops now that open
service is in place. Pentagon ofcials
have said theyve been looking at these
possible benets since Dont Ask, Dont
Tell was lifted last year.
Servicemembers Legal Defense
Network and other LGBT groups have
been pushing for benets such as joint
duty assignments, military family housing
as well as access to certain family programs
and free legal services. All are deemed by
advocates to be within the authority of
the Pentagon even with the Defense of
Marriage Act in place.
Going forward, the personnel and
readiness community is now in the midst
of reviewing which military family benets
can be extended to the partners and other
family members of gay and lesbian service
members, Johnson said. The repeal
of Dont Ask, Dont Tell exposes certain
inequalities between similarly situated
couples in the military community. This
concerns many of our leaders. On the other
hand, we must comply with current law,
including the Defense of Marriage Act.
Aubrey Sarvis, SLDNs executive
director, was among the attendees at the
celebration and said he wished Johnson
had been more specic in his remarks
with regard to benets.
Its just taking an inordinate amount
of time to bring closure on this, Sarvis
said. So, the day for a decision and an
announcement by Secretary Panetta is
here. In fact, its overdue.
Sarvis added the decision to extend
these benets to gay troops should be
resolved within a matter of days, but
predicted more time will pass before an
announcement is made.

U.S. agencies at work six
months after Clintons
high-prole speech

The Obama administration is preparing
to unveil a report summarizing the
progress U.S. agencies have made in
combating LGBT human rights abuses
overseas, according to the White House.
The reports were submitted by
agencies as required by the presidents
memorandum, and we will issue a
summary in the near future, Caitlin
Hayden, spokesperson for the White
House National Security Staff, told the
Washington Blade.
On Dec. 6, the same day that Secretary
of State Hillary Clinton gave a high-prole
speech in Geneva, Switzerland, saying
LGBT people across the world have
an ally in the United States of America,
President Obama issued a memorandum
calling on all U.S. agencies doing work
overseas to step up efforts promoting
international LGBT rights. Six months
later, has the U.S. government heeded the
call for more action?
All agencies working in foreign countries
had to prepare a report within 180 days of
the date of the memorandum and each
year afterward on their progress toward
advancing these goals. The agencies
were directed to submit their reports to
the State Department, which in turn was
directed to compile the reports to transmit
to the White House.
The memorandum was issued on Dec.
6, which means that agencies would have
had to submit their reports by June 6 to
meet the deadline of 180 days.
Daniel Baer, whos gay and the State
Departments deputy assistant secretary
for the Bureau of Democracy, Human
Rights & Labor, conrmed in a Blade
interview that the State Department
submitted its contribution, but deferred to
the White House about the status of the
compiled reports.
Baer said his departments submission
was a highlights reel of recent work
on LGBT human rights such as U.S.
embassies work in holding events,
reaching out to LGBT communities
advocating to foreign governments
which when all tied up will show a
picture of increasingly across the board
engagement on these issues.
Advocating for the human rights of
LGBT people is becoming part of the daily
work of our embassies and ofcials here in
Washington and is very much a central part
of overall human rights policy, Baer said.
On Tuesday, the U.S. embassy in Kenya
hosted a Pride event in which MaqC Eric
Gitau, general manager of the Gay and
Lesbian Coalition of Kenya gave remarks.
Another Pride celebration took place earlier
this month at the U.S. embassy in Tokyo.
Also this month, the U.S. embassy in Albania
hosted a regional LGBT conference.
For the domestic audience, Clinton
issued a video in honor of June as Pride
month, saying in her remarks, United
States embassies and missions throughout
the world are working to defend the rights
of LGBT people of all races, religions, and
nationalities as part of our comprehensive
human rights policy and as a priority of our
foreign policy.
Baer declined to comment on the
content of the reports other agencies
have submitted. According to the
memorandum, among them are the
Departments of State, Treasury, Defense,
Justice, Agriculture, Commerce, Health &
Human Services and Homeland Security
as well as the U.S. Agency for International
Development, the Millennium Challenge
Corp., the Export-Import Bank and the
U.S. Trade Representative.
Mark Bromley, chair of the Council for
Global Equality, said he looks forward
to reviewing the reports to evaluate the
progress U.S. agencies have made on the
policy announced last year.
But clearly the State Department has
taken this effort very seriously, Bromley
said. The number of embassies around
the world that have hosted Pride festivities
or sponsored conferences or discussions
with local LGBT communities during
Pride month this June is an example of
that. The effort now is to be sure that the
goodwill of our embassies abroad is used
as productively as possible to provide
a venue and support for local LGBT
voices and does not drown them out or
overpower them.
The White House prepares to unveil
the compiled report as the issue of
international LGBT rights continue to
make headlines in the United States and
draw the attention of public ofcials.
In a letter dated June 26, 84 members
of Congress led by gay Rep. Jared Polis
(D-Colo.) wrote to Clinton urging the
State Department to press the Honduran
government to investigate and resolve
reports of continued violence against
LGBT people in the country. In particular,
lawmakers asked about the case of Walter
Trochez, a prominent LGBT activist, and
opponent of the 2009 coup, who was
murdered in a drive-by shooting.
In an earlier letter dated June 21, 50
members of Congress led by Rep. Joe

Prime Minister Victor Orban in objection
to anti-Semitic and homophobic
positions supported by the far-right
political party, Jobbik. According to the
letter, the party introduced a bill calling
for the imprisonment of those who
promote homosexuality and the ouster
of Robert Alfoldi, the director of the
National Theater, based on his presumed
homosexuality. Lawmakers called on
Hungarys leaders to take a rm stand
against these positions.
Last week, Uganda reportedly banned
38 non-governmental organizations that it
accused of promoting homosexuality and
recruiting children into becoming gay.
An anti-homosexuality bill that would
institute the death penalty homosexual
acts is also set to move through the
Uganda legislature. Victoria Nuland,
a State Department spokesperson,
reiterated the Obama administrations
opposition to the bill last week, saying,
We are resolutely opposed to the bill.
We think its inconsistent with Ugandas
international human rights obligations,
and this just sets a bad, bad precedent in
the neighborhood.
One of the initiatives announced
by Clinton during her Geneva speech
last year was a Global Equality Fund
geared toward supporting the work of
organizations on LGBT issues around
the world. The secretary announced the
United States had contributed $3 million
to the fund. Baer said the money is still in
the process of being allocated.
We trying to make sure that were
focusing on ways to get resources and
support and expertise to those small
NGOs wherever they are in these smaller
capitals around the world, Baer said.
Weve actually engaged our embassies
to help us identify opportunities to do
small grants programs.
Still, some projects have already
received funding. Baer said the Global
Equality Fund helped nance a project
working with local groups in a region
of four or ve countries helping to train
participants in documenting incidents
of abuse and violence and give them
technical assistance to store and share
that information securely. According to
Bear, the multi-year contribution was
between $300,000 and $500,000, but
he didnt want to disclose more details
because he doesnt want to expose the
project to additional scrutiny.
Prior to the establishment of the
fund, Baer said the State Department
established another partnership with an
LGBT organization in Mongolia where the
U.S. embassy issued a small grant under
$30,000. The Mongolia-based group
designed a public advocacy campaign
meant to be a tolerance promotion
campaign using TV and radio.
Additionally, Baer said the State
Department is looking for private
organizations and foreign countries to
contribute more resources to the fund,
but declined to identify any particular
organization or country because nothing
has yet been made nal.
Im not worried that were going to
run out of money and there wont be
any resources to dedicate to this; I think
theres an institutional commitment,
Baer said. But I think the fund also serves
obviously a public purpose in highlighting
that commitment and also giving us a
chance to partner with particularly other
governments that are interested in not
only making a resource contribution, but
a symbolic contribution to demonstrate a
shared commitment to this area.
At the same time, USAID was set
this month to announce the creation of
an LGBT Global Partnership. According to
a notice, the initiative was set to advance
LGBT equality by providing a greater
voice in civil society and political processes,
increased access to services including
police and justice systems and improved
economic security. USAID didnt respond
to multiple requests to provide more
information about the initiative.

tops the list for running mates being vetted
by the Romney campaign, although Sunday
on CBS Face the Nation he dismissed
the rumors, saying hes encouraged
people who asked this question in the
campaign to look at other prospects.
Pawlenty took a hardline on marriage
over the course of his presidential
campaign, signing albeit belatedly
an anti-gay pledge from the National
Organization for Marriage to back a
Federal Marriage Amendment, defend
the Defense of Marriage Act in court
and establish a presidential commission
on religious liberty to investigate the
alleged harassment of opponents of
same-sex marriage.
I dont think all domestic relationships
are the same as traditional marriage,
Pawlenty said on CNN in July. Marriage
between a man and a woman is something
that should remain elevated socially,
culturally, and practically, legally, morally
in our society.
Another possibility for Romney who
is receiving considerable attention is
Portman, whos served for two decades as
a public ofcial as a member of Congress,
the U.S. Trade Representative and director
of the Ofce of Management & Budget. On
Tuesday, Portman appeared to be cozying
up to Romney, telling the Washington
Reuters Summit the candidate would be
willing to risk being a one-term president
in order to make the tough decisions that
are going to be required.
The Ohio senator made headlines
when he suggested that he opposes the
Employment Non-Discrimination Act,
after telling ThinkProgress that he has
concerns about litigation that could follow
if the legislation were passed.
What Im concerned about in Paycheck
Fairness and other legislation like that is
the fact that it will spawn a lot of litigation
the way the legislation is written, Portman
said. So you dont want it to be a boon
to lawyers, you want it to actually help
people. But no one should discriminate.
Tico Almeida, president of Freedom to
Work, said the perception that Portman is
opposed to ENDA is inconsistent with what
hes heard based on meetings with the
senators staff and said Portman along
with a signicant number of Republican
senators may vote yes on the bill.

conversations with the ofce of Sen.
Portman, we believe he might vote yes
on ENDA if Sen. Harry Reid brings it to the
oor of the Senate for a vote, Almeida said.
The only way to know for sure is for Reid to
fulll a promise he made three years ago by
nally bringing ENDA to the Senate oor.
Portmans ofce didnt immediately
respond to a request to clarify the
senators position on ENDA. Any such
vote in favor of ENDA would represent a
change of heart for Portman based on his
anti-gay votes while serving as a member
of the U.S. House from 1993 to 2005.
Portman voted in favor of the Defense of
Marriage Act and the Federal Marriage
Amendment. In 1999, Portman voted in
favor of barring D.C. same-sex couples
from adopting children.
Chris Seelbach, a gay Cincinnati City
Council member, said he doubts Portman
would support LGBT issues if he were elected
as vice president based on those votes.
Based on Sen. Portmans consistent
votes against LGBT families, it seems very
clear that he would be no friend to the
gay community if elected vice president,
Seelbach said.
Romney is expected to name his running
mate prior to the Republican National
Convention, which will take place this
year during the week of Aug. 27 in Tampa,
Fla. Andrea Saul, a Romney campaign
spokesperson, declined to comment on
any possible selection saying, We dont
discuss the VP process, sorry.
The No. 2 person on the Republican
presidential ticket could have bearing on
how gay Americans who lean conservative
may vote in November. Christian Berle,
deputy executive director of the Log
Cabin Republicans, said the selection will
impact whether the organization endorses
Romney this fall.
As Log Cabin Republicans considers
many factors in making a potential
endorsement, well of course take into
account whom will be in such a critical
position, Berle said. If Gov. Romney
and Republicans want to be successful
in November, they must improve their
position among moderates, women and
younger voters with a message entirely
focused around jobs and the economy.
Its for this reason that Berle praised
Ryan, who was among the 159 Republicans
who voted for a gay-only version of the
Employment Non-Discrimination Act when
it came to the House oor in 2007. Ryan
later said he took criticism for his vote,
but acknowledged he has gay friends, saying,
They didnt roll out of bed one morning and
choose to be gay. Thats who they are.
Berle said Ryans vote for the non-
inclusive ENDA in 2007 demonstrates that
he recognizes like all Americans that the
workplace needs to be about meritocracy
and productivity.
But besides this vote, Ryans record
on LGBT issues has hardly been stellar.
Ryan voted in the subsequent Congress
against hate crimes protection legislation
and Dont Ask, Dont Tell repeal. The
lawmaker also expressed opposition
to same-sex marriage, saying on NBCs
Meet the Press last year, I support the
Wisconsin Amendment to dene marriage
between a man and a woman.
Katie Belanger, executive director of
Fair Wisconsin, dismissed the notion
that a Vice President Ryan would be a
champion for LGBT equality upon taking
the oath of ofce.

Maryland have expressed disappointment
that he hasnt co-sponsored any of the
LGBT rights legislation that his fellow
Democratic House members in the state
have backed, including the Employment
Non-Discrimination Act, or ENDA. HRC
has given him an overall rating of 75 on a
rating scale of 0 to 100.
Cummings, while not coming out
directly for the marriage equality law,
received a HRC rating of 100.
Were pleased a majority of the
Maryland congressional delegation
support the states new marriage law that
protects religious freedom, said Josh
Levin, campaign manager for Marylanders
for Marriage Equality, the group leading
the campaign to uphold the law in the
referendum vote.
In an earlier statement released to the
Blade last week, Cummings said that
while he would not interfere with the
will of the state legislature on the same-
sex marriage law, he added, I support
civil unions, which would ensure that
people who care for one another will be
able to jointly purchase property, assign
Powers of Attorney, make decisions about
healthcare for one another, and establish
other essential contractual relationships.
In the statement he issued on
Wednesday, June 27, Cummings did not
mention civil unions.
Like many of my friends and colleagues,
I have been on a journey when it comes
to supporting same-sex marriage, he
said in his statement. When you come
from a religious background where youve
been taught all your life that marriage is
between a man and a woman, and then
you nd yourself looking at how a society
is changing and how many in your own
community are seeing the issue in terms
of fairness and equality, it makes you re-
think your position, he said.
I identify with, for instance, President
Obamas evolution on the topic,
Cummings said.
Last month, Obama announced his full
support for marriage equality, saying his
evolution on the issue was completed.
Political observers in Maryland,
meanwhile, note that changes in the
states congressional districts based on
the required 10-year reapportionment due
to population changes has signicantly
altered Bartletts district. Observers say
a Democrat now has a shot at defeating
Bartlett, who is serving in his 10th term.
Supporters staging
fundraisers across state

Opponents of Marylands same-sex marriage law on
Monday reported that their campaign to spur a referendum
on the issue is more than $88,000 in debt.
Documents that the Maryland Marriage Alliance led with
the Secretary of State on the same day it submitted 39,473
additional signatures to spur a November referendum show
the group is $88,277.07 in the red. This gure includes an
unpaid invoice of $74,530.50 to MDPetitions.com, a petition
signature collection company owned by Del. Neil Parrott
(R-Washington County.)
The Maryland Marriage Alliance also reported to state
ofcials that it has raised only $5,051.75, which includes three
$250 donations that the National Organization for Marriage
made on June 15.
The group did not immediately return the Blades request
for comment, but Maryland Marriage Alliance executive
director Derek McCoy downplayed his organizations debts in
an interview with the Baltimore Sun.
Marylanders for Marriage Equality claimed on Twitter that it
raised more money on Tuesday than the Maryland Marriage
Alliance has so far this month. The group seeking to defend
the same-sex marriage law that Gov. Martin OMalley signed in
March did not provide a specic amount, but it raised roughly
$20,000 at a fundraiser that Baltimore Mayor Stephanie
Rawlings-Blake attended at a private home in Charm City on
Sunday.
OMalley and House Speaker Michael Busch co-hosted a
second fundraiser for Marylanders for Marriage Equality in
Ocean City on Tuesday.
This report raises questions about the scal responsibility
of the Maryland Marriage Alliance in terms of its debt and
fundraising, Marylanders for Marriage Equality spokesperson
Kevin Nix told the Blade. Pro-marriage equality supporters
raised the same amount in one day within Maryland as our
opponents did in one month.
The Maryland Marriage Alliance pointed out on Monday
that it has submitted 162,241 signatures in support of the
referendummore than 10,000 above their original goal
of 150,000. An unofcial count posted to the Maryland
State Board of Elections website showed that ofcials have
validated 109,313 of the 113,000 signatures that the group
led on May 29.
A Public Policy Polling survey last month found that 57
percent of Maryland voters would support the states same-
sex marriage law in the likely referendum. The poll also noted
that 55 percent of black Marylanders back nuptials for gays
and lesbians.

New leadership for
community center
On June 19, just two days after
Baltimores Pride celebration, the
board of directors of the 35-year-old
Gay and Lesbian Community Center of
Baltimore (GLCCB)the producer of
Prideannounced changes in leadership
effective immediately. Trevor Ankeny, who
served as board president for three years,
was replaced by Bud Beehler, a retired
school principal who had served as the
boards secretary for the past 11 months.
The GLCCB is a truly historic center,
Beehler told the Blade. As one of the oldest
ve in the nation, we are proud of our history.
Like many LGBT centers, we have had a
bumpy path that has been magnied for
us in the past few years. The board spotted
some problems in how the Center was
being managed and because the current
board is committed to due diligence, we
made some important changes.
Jay Day was appointed board secretary.
Matt Newcomer and Mike McCarthy will
continue as treasurer and vice president,
respectively. Chuck Bowers, Rachael Stern
and Sharon Brackett were appointed
as members of the board, and Mike
Robertson, Charlie Mumford and John
Flannery will continue in the positions of
members-at-large.
The board held a town hall meeting
in Baltimore on June 25. It was the rst
such meeting since 2000. More than 25
members of the community attended, and
after Beehler introduced the new board
and current GLCCB staff, he explained
that this is a reset for the GLCCB, and
said the board is committed to striving
for transparency and engagement. He
indicated that this is the rst of a series of
town hall meetings with the next one to
take place in 90 days.
One of the top priorities for the GLCCB
is to increase diversity on the board. This
issue was raised by several in attendance
as a key to establishing credibility among
people of color as well as transgender
individuals. Beehler said that the Center
is actively seeking to diversify the board.
Finances are another major concern
for the Center and its leadership. Net
revenues from Pride cover operating
expenses for about six months in a scal
year. Many expenses and initiatives, such
as renovations to meet ADA requirements
and other improvements must be met by
other revenue sources.
Quiet progress in
Harford County
Back in March when Joseph Smith
led his candidacy for City Council in the
picturesque city of Havre de Grace, Md.,
he wasnt sure how his being openly gay
would play out. Havre de Grace, on the
shores of the Upper Chesapeake Bay with
a population of about 13,000, is located in
conservative Harford County.
Smith, 48, was one of seven candidates
competing for three positions and was
one of the four challengers in the race.
A former vice president of the Stonewall
Democrats of Central Maryland, Smith has
been a resident of Havre de Grace since
2006 with his partner Don Starr.
He received endorsements from The
Record/Aegis Newspaper, the New
Harford Democratic Club, and the African-
American Club of Harford County as well
as from local citizens. On May 8, Smith
won a seat, coming in third with 709 votes
out of 1,500 cast.
One of the highlights of my election
in Havre de Grace was that my being
openly gay was never an issue during the
campaign, Smith told the Blade. None
of my opponents mentioned it and one
even told me after the election that if
anyone brought it up they were quick to
say it was a non-issue. This demonstrates
quiet progress for a part of the state that
has a pretty conservative reputation.

BSO performance includes reworks
The Baltimore Symphony Orchestra presents Star-Spangled Spectacular on

ball coach Jerry Sandusky and his subse-
quent jury trial and resulting conviction
last week on 45 of 48 felony counts of
child sexual abuse, or
(2) The eight months it took the All
Souls Bar planned for a long abandoned
small commercial building in the rapidly
developing Shaw neighborhood at the
corner of 8th and T streets to survive
opposition by two small ad hoc license
protest groups and be granted a liquor
license last week by the citys Alcoholic
Beverage Control Board?
If you correctly chose the latter and also
knew that the lengthy delay caused by vo-
ciferous and unrepresentative protesters
was based on a moralistic anti-alcohol com-
plaint, youre likely to make it to the nal
contestant showcase round. Maybe even
win a relaxing vacation for two to a place
where sanity in licensing matters prevails.
More exciting, though, are the ultimate
rewards available if the D.C. Council re-
forms current ABC regulations to preclude
the ability of ad hoc license protest groups
of only ve or more people and small un-
representative citizens groups to directly
intervene in the liquor licensing process.
Thats right, Bob, tell em what they
could win!
First, fairness would be restored to the pro-
cess. Second, manipulation of the system by
small self-identied groups would be elimi-
nated. Third, majority sentiment would no lon-
ger be subsumed to the exaggerated power
reserved only for those who are opposed to
a license approval exclusively allowed to play
the game. Fourth, local gentry dripping in en-
titlement would lose the power to delay licens-
ing applications at extraordinary nancial cost
to community small businesses or force own-
ers into signing inappropriately named Vol-
untary Agreements restricting operations in
order to avoid nancial hardship or disaster.
Fifth, broadly popular and desired neighbor-
hood amenities would not face the travesty of
prohibition by the few.
In addition, community economic de-
velopment and the citys primary home-
town business and tax revenue provider
would not be controlled by the whims of
a mere minority.
To its credit, an increasingly profession-
al, efcient and astute ABC Board chas-
tised the license protesters for their ratio-
nale in opposing the application in their
order granting a license to All Souls Bar.
The board, in a June 20 decision, rejected
the unsubstantiated assertion by the
two protest groups that the Applicants
tavern will be detrimental to the students
of Cleveland Elementary School across
the street from the property and that the
mere sight of adults in a tavern consuming
alcohol is harmful to children.
Take a moment to catch your breath.
You cant make this stuff up.
Shocking, however, is that the stupefy-
ing power of these tiny ad hoc groups and
small citizens associations with little actual
resident participation to engage in all-out
battle against liquor license applicants or
existing businesses remains fully in effect.
All they really need to do is invoke the
mantra that an application will adversely
impact the peace, order, quiet, pedestri-
an safety and real property values.
More than a decade-long legacy of
unyielding obstruction in this critical local
business arena by dogmatic bands of long
familiar usual suspects has galvanized
strong public support for regulatory re-
form. The folklore-status seven-year ght
waged by only six Dupont Circle residents
against Hanks Oyster Bar now recently
reignited is spurring accelerating calls to
reserve neighborhood input on alcohol
licensing issues to the open and acces-
sible forum provided by elected Advisory
Neighborhood Commissions (ANCs).
D.C. Council member Jim Graham, who
chairs the committee overseeing alcohol-li-
censing matters, has announced that he will
be introducing long-overdue legislation this
week to address a number of modest and
sensible repairs to current alcohol licens-
ing regulations. Whether these reforms will
adequately address or later be expanded
by the full Council to eliminate the glaring
inequities in an antiquated licensing protest
process remains to be seen.
D.C. residents understand whats at
stake and public opinion is clear. Wheth-
er the citys elected ofcials will exhibit
the common sense and political courage
to enact meaningful reform measures is
what we will discover.
If they fail, all well take home are some
lovely parting gifts.

LGBT rights groups should
educate public about EEOC
decision, court ruling
We are now two months since the land-
mark EEOC decision expanding the de-
nition of sex discrimination under Title
VII of the 1964 Civil Rights Act to include
transgender and gender non-conforming
individuals. These are federal protections,
which cover all Americans, from Montana
to Maryland to Mississippi. As a result,
the trans community is also covered un-
der President Johnsons Executive Order
#11246 from 1965, protecting all federal
contract employees from discrimination.
We are also a little more than six months
from the historic 11th Circuit Court of Ap-
peals decision making transgender per-
sons a protected class under the Equal
Protection clause of the 14th Amendment
to the United States Constitution. While
this formally only covers Alabama, Florida
and Georgia, it is part of a growing trend,
and the likelihood that another Circuit will
move to the right of Judge William Pryor
of Alabama is very slim. So for all intents
and purposes, short of a Supreme Court
decision, which may never occur, all Amer-
icans are now constitutionally protected
from discrimination on the basis of trans
status and gender non-conformity.
Of course, nothing is written in stone;
everything in life is subject to change.
Even the stones containing the Ten Com-
mandments were reported to have been
smashed. Even the U.S. Supreme Court
reverses itself from time to time. We mi-
norities know full well that the price of
liberty is eternal vigilance. There is always
work to do, but now is the time to cel-
ebrate and educate.
Unfortunately, some LGBT organiza-
tions continue to obfuscate these mo-
mentous changes, even going so far as
to foment fear in the trans community.
Our job today is to increase awareness of
the changes and educate the community
about their rights and the process now
in place to protect those rights. Instead,
one national organization recently stated
that there is no clear federal law protect-
ing trans persons, and went on to say that
in 34 states, people can be red just
because theyre transgender reasons
completely unrelated to their work!
Worse, a Maryland LGBT organization,
while promoting a listening tour, bra-
zenly stated, trans people in Maryland
can still be red from a job, denied a
place to live, and refused service in a res-
taurant because of who they are. Thats
simply not accurate. Those trans persons
who live in Baltimore City and County,
and Howard and Montgomery Counties,
are fully protected by city and county laws
against discrimination. And that same
April EEOC decision now protects those
persons at the federal level, and expands
protections throughout the state.
There is no question about this. Argu-
ments that the EEOC action is not signicant
because it only fully processes 900 cases a
year are completely beside the point. There
are also few race and sex discrimination cas-
es processed annually under the 1964 Civil
Rights Act. Changing the law has the effect
of preventing cases from being taken all the
way to court, and ultimately, when the word
gets around to employers and landlords,
the prevalence of acts of discrimination be-
comes severely reduced. Laws are primarily
tools for education, not punishment.
It has also been said that the federal
law is insufcient; what we really need is a
state law. But in Maryland the state law has
never contained a private right of action,
so taking an employer to state court even
with a state law would not be possible.
Today one can already effectively threaten
to go to federal court. Yes, it is important
that our state comes up to code, explicitly
covers housing and public accommoda-
tions, and announces, proudly, that it cares
about its transgender citizens and will do
its part, but a state law is no longer a legal
necessity to protect Marylanders against
employment discrimination.
A similar argument can be made about
the federal ENDA law, which is explicitly
limited to employment. It is important for
a contemporary Congress to state, clearly
and unequivocally, that transgender and
gender non-conforming citizens have a
right to be protected against discrimina-
tion. They owe it to us, as our representa-
tives, to make that statement, as the presi-
dent has, and enshrine it in its own law. It
is essential for the gender-conforming gay
community, who are not yet protected un-
der Title VII. But while it may be a political
necessity, it is not a legal necessity today to
protect transgender Americans, who are
covered as described above. To solidify
those rights, yes. To protect the community
against a backlash or retrenchment under
a reactionary regime in the future, yes. To
make it harder for a future Supreme Court
to repudiate all the lower court decisions,
yes. But lets acknowledge and use our cur-
rent robust protections, and lets not pro-
mote ignorance because were unable to
adapt to circumstances that have radically
changed for the better.
Govt should stop denying
green card applications
until DOMA settled

Last week, the Blade published an
article by immigration attorney Jason
Dzubow entitled, Obama can help bi-
national couples, in which he argued that
the administration should issue a directive
allowing the lesbian and gay partners of
U.S. citizens to obtain asylum in the U.S. I
agree wholeheartedly that the administra-
tion can and should do something imme-
diately to help lesbian and gay immigrant
families, but not by granting them asylum.
No one is more aware of the suffering
and stress that lesbian and gay bi-national
couples face than Immigration Equality. Im-
migration Equality is the only national orga-
nization that advocates exclusively for LGBT
immigrants and their families. As the legal
director, I speak to bi-national couples every
day. For years, there has been no recognition
of LGBT relationships in immigration law. In
recent months, some deportation proceed-
ings have been closed, some deferred action
applications have been granted, and several
federal courts have found the so-called De-
fense of Marriage Act unconstitutional. All
this progress, in many ways, makes the fact
that couples still need to wait for permanent
relief that much more difcult.
In addition to the work Immigration
Equality does on behalf of bi-national fami-
lies, we are also the national leader on LGBT
asylum issues, handling more than 300 such
cases a year and training the governments
asylum ofcers on the subject. Under U.S.
asylum law, the lives of countless LGBT
people have been saved as they have ed
countries where their sexual orientation or
gender identity can lead to beatings, rape,
imprisonment and even death. To win asy-
lum in the U.S., or elsewhere, an applicant
must prove that he or she has a well-found-
ed fear of persecution in his or her country.
Persecution is an extreme concept literally
meaning fear for freedom or safety and as
such is fundamentally different from a lack of
equality. If asylum could be granted based
solely on inequality, women from much of
the world would be able to win asylum.
Another problem with Dzubows sug-
gestion is that the feared persecution must
be in the foreign nationals country of ori-
gin. Thus, for example, if a Canadian man
married an American man in Canada, it
would not make sense for the Canadian to
seek asylum in the U.S. when his own coun-
try affords him rights that the U.S. does not.
There is something that the Obama
administration could do immediately,
however, to provide relief to lesbian and
gay bi-national couples. It could stop
denying green card applications and
hold them in abeyance, without making
a decision on them, until there is a nal
judicial decision on the constitutionality
of the Defense of Marriage Act. Federal
courts in Massachusetts, New York and
California have found Section 3 of DOMA
to be unconstitutional and it is likely
that the U.S. Supreme Court will decide
the issue within the year. We have seen
with the administrations recent, coura-
geous step to grant deferred action on
behalf of DREAM-eligible young people
that USCIS has broad powers to grant
relief in compelling humanitarian circum-
stances. Living with the daily uncertainty
and fear of separation from ones spouse,
while not persecution, is a daily harm that
the administration could end by taking
a similarly courageous step on behalf of
lesbian and gay immigrant families.

The medical condition transsexualism is
neither equivalent nor subservient to gay,
lesbian or bisexual sexual orientations or
to transgender identities such as gender
queer, cross dresser, transvestite, drag
queen/king or gender non-conforming, yet
this appears to be the perception some
in the LGBT establishment inadvertently
communicate to mainstream society, the
media and educational outlets.
This complicated matter of conation,
colonization and censorship of transsex-
ual issues lies at the heart of MAGNETs
boycott of GLAAD and American Ap-
parels Pride month T-shirts with model
Isis King (Americas Next Top Models
rst contestant born with transsexualism)
wearing shirts that read Legalize Gay.
Professor Joelle Ruby, Ph.D. headed two
feminism panels at the Philadelphia Trans
Health Conference earlier this month. She
recently stated on Facebook: [GLAAD]
hires TRANSSEXUAL model Isis King to
modelt-shirts that say Legalize Gay and
Gay is OK. They erase Kings transsexu-
alism (AND TRANS RIGHTS in general) to
forward their gay-centric agenda. And then
they wonder why we critique Gay, Inc.???
The slogans of the shirts, perhaps unin-
tentionally, send misleading and non-afrm-
ing messages of the transsexual community.
Isis, who has undergone sex reassignment
surgery, is actually a heterosexual female,
not gay. Gay isnt an umbrella term or
interchangeable with transsexual. The ad-
vertisements feed the misconception that all
women like Isis are gay males, rather than
who they truly are women, period.
Chanel Jessica Lopez, transsexual and
transgender communities based counselor
at New York Citys Anti-Violence Project,
stands with the boycott. In her statement to
MAGNET she says, As my past and pres-
ent experience working with the community
has taught me, those of us who are straight
dont like to be considered anything other
than a heterosexual woman. Just as dam-
aging as physical violence could be mental
violence, like erasing ones accurate identity,
such as misgendering, causing psychologi-
cal abuse. I support equality for all; however,
Isis should respectfully be recognized as a
woman, not a commodity to be co-opted
for a gay and lesbian only demographic.
GLAAD frequently does good work ben-
eting the transsexual community. MAG-
NET has previously worked with GLAAD on
successful campaigns. On a personal note,
GLAAD played a role in inspiring me to
choose to be more visible and to help people
in my community tell their stories and harness
the media to make change. Yet we wont fol-
low the transgender umbrella subsidiary of
Gay, Inc. that remains silent or profession-
ally prots when GLAAD makes mistakes and
condones messaging that misrepresents and
mocks us. The cost of voicing dissent may be
censorship, character assassination and con-
niving cyber-bulling, but the cost of choosing
silence is worse: A future that puts us into a
third gender and sub-woman mold.
Its unethical to enforce sociopolitical
opinions onto another groups legitimate
medical condition, such as how transgender
umbrella theorists started doing in the mid-
1990s to transsexualism. Our patients rights
are not a political bargaining chip for gender
deconstructionism activists to appropriate.
In theory, the coalition known as LGBT-
TIQQ is different communities aligning
themselves to accomplish a common goal.
But what happens when that coalitions top
priority ranks the needs of a particular, more
privileged group over the more discrimi-
nated against groups? An uprising is what
happens. The Transsexual Spring, the
widespread and growing resistance against
misrepresentation, calls for major reform in
education concerning our birth challenge.
Our health care, medical-based narrative
and social well being wont be compro-
mised or worked against by notions of pro-
segregation, malpractice, history revisionism
and the tolerance of sex discrimination. We
hope our educational campaign will spark
dialogue that leads to honesty, healing and
harmony. Our much larger goal is promoting
media depictions with messages that afrm,
rather than misgender.

In the upcoming DC Black Theatre
Festival, a commemoration of African-
American culture and works, two
playwrights seek to shine a spotlight on
the black LGBT community.
Monte Wolfe and Alan Sharpe, both
black D.C. playwrights, have focused their
pieces on sexuality, love and dealing with
the complications of HIV/AIDS. Their plays
are being featured in the festival, which
starts June 23 and runs through July 1 at
various locations in the D.C. area.
A problem is a lack in visibility, says
Sharpe. Representations of black gays
have been very limited, and in the past
those characters were used as something
to ridicule.
Sharpes piece, 11 x 8 inches, is
a series of short scenes that explores
the lives of black gay men living in D.C.
Each scene explores ideas of sex and
sexuality, sometimes entering into the
erotic, raunchy and romantic. The piece is
being featured in the New Works Reading
Series, a part of the festival that showcases
new works by upcoming and established
playwrights in the area.
Reginald Richards, a gay actor in
Sharpes play, says the piece works to break
stereotypes of the typical gay man.
People expect us to be very
amboyant and really sexual, he says.
It is important for people to see we
come with all different personalities and
different ethnic backgrounds.
Wolfes play, Moments of Truth, is
also a series of short scenes that show
a variety of people dealing with the
complications of HIV/AIDS and how it
affects love and relationships. With a less
than $1,000 budget, the minimalist style
keeps the focus on the short but charged
interactions between the characters.
There is something for everybody in
the show, whether you are black, white,
gay or straight, he says. It is about
connecting AIDS to sexuality and working
through those problems.
Wolfe was diagnosed with AIDS in late
2004. This helped trigger his interest in
HIV/AIDS outreach, in which he created
the Brave Soul Collective, a theater
company, in 2006. The company focuses
on plays with LGBT themes.
Sharpe has been writing plays with
LGBT themes since 1992. Coincidentally,
he was also diagnosed with AIDS the same
year. He and Wolfe have collaborated on
several works, and Wolfe is an actor in one
of the scenes of Sharpes piece.
Alan has always been a mentor to
me, says Wolfe. He makes it clear to me
the character I want to perform and what I
want to write about in my plays.
Sharpe says that the festival is a good

Henry Maticorenas mother always told him, When you are a minority,
you never turn your back on other minorities. As a result, he is uent in four
languages, which he uses on the job as a communications/external affairs
director at Andromeda Transcultural Health.
Maticorena spearheads HIV/AIDS outreach for the clinic. His arsenal of
tools includes bumper stickers, lanyards and squishy balls that have sayings in
Spanish, French, Portuguese and English.
I want to be able to include groups that may not always have access to these
services on a regular basis, he says. We want to give our clients a holistic
treatment, for both their physical health and their mental health.
Maticorena began his outreach while an undergraduate student at George
Washington University, where he traveled to Brazil for a year. He joined the
LGBT movement where the advocacy focused mostly on reducing hate crimes.
Despite traveling to several other countries, Maticorena regularly returned to
D.C. to work.
I can really connect with policy makers here and watch changes being made
here, he says. D.C. provides many platforms in which I can make an impact.
Maticorena is single and lives in D.C. and enjoys attending events at the
Phillips Collection and other galleries in his free time. He is also a runner and
enjoys watching movies and listening to Bossa Nova with a glass of wine.

PERSON TO TELL?
Ive been out since I was 20 years old. Ive
been fortunate to have always encountered
people in my life thus far who never found
my sexual orientation to be an issue.
WHOS YOUR LGBT HERO?
Id say it is anyone that goes out of
his/her way to help a stranger in need.
In my personal life, Id have to say a
great man who was there for me when
I experienced emotional struggles in
college. His name is Marc.

WHATS WASHINGTONS BEST
NIGHTSPOT, PAST OR PRESENT?
Can I answer both? I just have to say
Velvet Nation was the place to be when
I moved to D.C. to attend GW. I always
had a BLAST there. Today, it depends
on the mood: Bossa Lounge in Adams
Morgan or Cobalt on 17th Street.

DESCRIBE YOUR DREAM WEDDING.
Ive always loved the summer chateaux
on Bellevue Avenue in Newport, Rhode
Island. My favorite one being The Marble
House; I would have the ceremony held
there in its ballroom and the reception in
the Chinese Tea House in the backyard
with all my friends and family.

WHAT NON-LGBT ISSUE ARE YOU
MOST PASSIONATE ABOUT?
Im very passionate about getting
every resident the opportunity to
have access to services in their native
language if they need it.

WOULD YOU CHANGE?
Sept. 11, 2001. It was a few days after
I had moved to D.C. from Miami and I
witnessed the divisiveness that it instilled
in our diverse community in the District
and in America at large.

MEMORABLE POP CULTURE
MOMENT OF YOUR LIFETIME?
Id have to say when Princess Diana
died in 1997 as a result of the car crash
in Paris. She had a great impact on my
life. All her charitable work inspired
me to become very active working for
the rights of disadvantaged people as
well as becoming involved in the ght
against HIV/AIDS and ending the stigma
associated with it through my volunteering
and work today at Andromeda
Transcultural Health (check us out on

ON WHAT DO YOU INSIST?
I insist on fomenting cohesiveness within
our community to overcome the issues
that affect us from HIV to immigration to
our youth experiencing homelessness.

I dont want to sound cheesy; I
recently attended a funeral and in the
reception all individuals I came across
shared something in common, how this
man had enriched and touched their
lives in meaningful ways. I cant take a
trophy or prize with me to the grave. I
aspire to have touched and enriched
as many individuals lives in this lifetime
that is the prize I most wish for.

Gay pop culture
offerings abound in
region and beyond

Summer has ofcially started and there
is so much to do. Heres a preview of
things to come during these hot months.
MUSIC
July 4th brings the annual National
Symphony Orchestra concert A Capitol
Fourth at 8 p.m. on the West Lawn of the
U.S. Capitol. The broadcast will have a
new host, Tom Bergeron, and will feature
performances by Matthew Broderick,
Megan Hilty, Kool & the Gang and more.
There will also be a special tribute to Team
USA, hosted by Apolo Anton Ohno. Gates
open at 3 p.m. for this free event.
The 9:30 Club (815 V St., N.W.) has
several concerts coming up this summer.
The Scissor Sisters will be there on July
2-3. Tickets are $40. The Mighty Mighty
Bosstones will be there on Aug. 7. Tickets
are $30. Bob Mould performs on Sep. 8.
Tickets are $25. Tickets to all shows are

The National Symphony Orchestra has
several concerts happening this season
at Wolf Trap (1645 Trap Rd., Vienna). On
July 6, the Orchestra will be performing
Broadway ROCKS! at 8:15 p.m. The
show will feature Rob Evan, Morgan James,
LaKisha Jones and Doug LaBrecque singing
Broadway showstoppers from musicals
such as Mamma Mia!, Hairspray and
more. Tickets for this concert range from
$20 to $52.
On July 14, NSO will be playing the score
to The Wizard of Oz as the movie is
shown on the huge screens in-house and
on the lawn. Tickets for this concert range
from $20 to $52. On Aug. 3, NSO will be
backing of Broadway star Idina Menzel in a
one-night-only exclusive performance with
Steven Reineke conducting. The show is at
8:15 p.m. and tickets range from $20-$55.
Wolf Trap will be hosting a bevy of other
concerts as well.
The B-52s return to the area on July
19 at 8 p.m. Tickets range from $25-$42.
Rufus Wainwright and Ingrid Michaelson
perform back-to-back on July 24 at 8 p.m.
Tickets range from $30-$40. On Aug. 22
at 8 p.m., Dave Koz, whos openly gay,
will be performing with BeBe Winans
and special guest Average White Band.

Shawn Colvin plays the Birchmere (3701
Mount Vernon Ave., Alexandria) with Kat

Madonna is coming to the D.C. area
on Sept. 23-24 for two concerts at the
Verizon Center (601 F St., N.W.) at 8 p.m.

its nice to just sit at home and listen to
some new music.
Maroon 5s newest album,

is slated to be released June 26.

Gossamer is schedule to be released
July 24 and Deadmau5s The Veldt will
be released July 25.
MOVIES
There are some big movies coming out
this summer.
Channing Tatums Magic Mike,
based on his brief stint as a stripper before
getting into acting, opens June 29. The
movie also stars Matt Bomer, who recently
came out.
The Spider-Man series isnt over yet. The
Amazing Spider-Man, starring Andrew
Gareld and Emma Stone, opens July 3.
Another comic book hero, Batman, also
gets another movie with The Dark Knight
Rises, starring Christian Bale and Anne
Hathaway as Catwoman, opening July 20.
August 17 brings the opening of
Sparkle, starring Jennifer Hudson and
the late Whitney Houston.
Ellen DeGeneres may not be getting
the sequel to Finding Nemo that she
wanted, but the lm is to be re-released in
3D on Sep. 14.
Theres also the Capital Fringe Festival
coming up July 12-29. This years festival
will feature lms such as Despertar,
Bareback Ink, Stopgap and more. For

TELEVISION
A few of the summer series have already
started, like ABC Familys Pretty Little
Liars, TNTs reboot of Dallas and
HBOs True Blood, but there are a few
that have yet to premiere.
Eric McCormack of Will & Grace,
takes on a new role as an eccentric
professor helping the FBI in the new TNT
series Perception, premiering July 9.
Bomer will also be on the small screen

The traveling production of The

up for classic show

In joining forces to create Imagination
Stages summer show, The Lion, The
Witch, & The Wardrobe, the Washington
Ballet and Imagination Stage have
upped the bar on local childrens theater.
Based on C.S. Lewiss familiar novel, the
charming world premiere production uses
music, dance and sophisticated puppetry
to retell the classic in a way that appeals to
kids and not-so-young theatergoers alike.
Its London, 1940. World War II has
begun, and Adolf Hitlers Luftwaffe is
bombing the capital. After a particularly
bad air raid, the four Pevensie children
are evacuated to the relative safety of the
English countryside. Their host is a dotty
professor whose old house is lled with
magic and mystery. While playing hide and
seek, the two younger children, little Lucy
and Edmund, pass through a wardrobe
into a faraway, wintry land called Narnia.
During their curious visit, Lucy befriends
Tumnus the faun, while Edmund is swayed
by the White Witch, self-styled queen of
the land, to betray his family. The brother
and sister travel home only to return to
Narnia again via the wardrobe on a rainy
English afternoon, but this time bringing
their siblings, Susan and Peter with them.
And here begins the perilous battle of evil
against good. Like the book, this musical
version is rife with lessons of courage,
forgiveness and loyalty.
Each of the four children is played by
both an actor and a dancer. Lucid staging
by Imagination Stages artistic director
Janet Stanford eliminates any possible
confusion, and bolstering the musicals
terse libretto (also penned by Stanford)
with angry, playful and restless dance gives
further insight into the young characters
motivations and feelings.
The dazzlingly evil White Witch is danced
by the charismatic Washington Ballet
vet Morgann Rose, and her courageous
adversary and Narnias rightful sovereign,
Aslan the lion, is portrayed by a larger-
than-life puppet. Made mainly from yards
and yards of basket reed, the agile cat
(designed by Eric Van Wyk) is operated by
three puppeteers including Michael John
Casey who also supplies the puppets
powerful voice. Casey plays the professor
and a helpful, big-toothed beaver too.
The production is co-choreographed
by the Washington Ballets artistic
director Septime Webre (who is gay) and
associate artistic director David Palmer.
Their inventive and athletic choreography
executed by topnotch dancers coupled
with Van Wyks designer efforts, make this
production eminently watchable.
Standouts in an energetic, diverse young
cast include Justine Moral as Lucy, and
dancer Robert Mulvey as the cheeky faun.
Matthew Pierce sets the mood with
an original melodic score that alternates
from dreamy to suspenseful. Music
director George Fulginiti Shakar (also gay)
prompts strong vocal performances from
the actors, particularly Sarah Beth Pfeifer
who sings several of the womens roles
Here and there, the plotline becomes a tad
murky, but the good v. evil gist of the story is
never lost. Throughout, the audience is rapt.
There are sinister wolves, a suit of armor that
comes to life, action-packed stage combat,
and Aslan, the impressive puppet. Even Father
Christmas and one of his little elves make
an appearance. If childrens productions are
judged on how well they hold their audiences
attention, then The Lion, The Witch, & The
Wardrobe denitely succeeds.

Faye Lane brings musical comedy show to D.C.
Faye Lane performs on Saturday, June 30 at 8 p.m. at the Atlas Performing Arts
Centers Lang Theater (1333 H St., N.E.).
Faye will tell stories and sing songs from her critically acclaimed Beauty Shop
Stories show. Her stories about her mothers beauty shop and growing up in
Texas are heart-warming and hysterical, and have garnered her a loyal following
of gay men.
Faye has performed all over the country, and can be heard on National Public
Radios Cityscapes and The Moth Radio Hour. She won the 2010 New York
International Fringe Festivals Overall Excellence Award for a Solo Show, and the

Portraits of Life celebrates LGBT community
Montgomery College hosts Portraits of Life: LGBT Stories of Being, a photography
exhibition of local LGBT community members, from June 20-Sept. 1 at the Morris and
Gwendolyn Cafritz Foundation Art Centers Open Gallery (930 King St., Silver Spring,
Md.).
The exhibit highlights members of the LGBT community who have contributed to the
well being of Montgomery County, including Montgomery College President DeRionne
Pollard.
The gallery is open to the public from 8 a.m.-4 p.m. Monday through Friday. For

Scissor Sisters to play 9:30 club
The Scissor Sisters perform with up-and-coming Rye Rye both Monday and Tuesday

Scissor Sisters have been an international electro-pop sensation since their debut
album Comfortably Numb in 2004. Lead singer Jake Shears is gay. Their latest album,
Night Work, debuted at No. 1 on the U.S. Billboard Independent Album chart.
Rye Rye is a Baltimore-based 17-year-old rapper heralded as the latest female prodigy
in hip-hop. She performed with M.I.A. on the David Letterman Show, and her debut
single Shake it to the Ground received lots of attention on YouTube after its release.
The Monday night show is sold out, but tickets to the second show are $40 and can be
purchased at 930.com.
Folklife Festival features Gay Mens Chorus
The Smithsonian Folklife Festival features An Evening of Song with In Process and
the Rock Creek Singers on the Red Hot stage (near Madison Dr. and 12

St., N.W.) on
the National Mall this evening from 6-8 p.m.
In Process is a womens vocal group who sing about issues faced by women in the
black community, including HIV/AIDS. Many of their songs celebrate the AIDS Memorial
Quilt, which will be laid out on the National Mall during the festival by the NAMES Project
Foundation.

test showdown

There is something about a perfect
sandwich that makes me smile. The crispy
crust of the bread with a nice moist center,
the freshness of quality meats, the smooth
cheese that compliments it, and the snap
of the veggies that top off the sandwich
perfection. Sandwiches seem simple but
there are so many elements that can lead
to their downfall. Two sandwich shops
in D.C. promise to deliver high-quality
sandwiches, so I set out to discover which
would put a bigger smile on my face:
Taylor Gourmet or SUNdeVICH.
I ventured into ultra-modern, industrial-
styled Taylor Gourmet on 14th Street
(1908 14th St., N.W.) a handful of times
and the similarly stylish City Vista location
(485 K St., N.W.) once. Longtime friends
and owners Casey Patten and David
Mazza brought the avors of their native
Philadelphia to D.C. by opening Taylor
Gourmet when they could not nd the
hoagies they had grown to love anywhere
in the city. Their rst location opened in
2007 in the Atlas District (116 H St., N.E.).
The basis of a Taylor sandwich (unless
you choose to have it on wheat) is the
toasted sesame hoagie bread inspired by
Sarcones Bakery in Philadelphia. I found
the bread a good start for the sandwich,
although on a couple occasions it was stale.
My favorite sandwich was the Philadelphia
Landll, which has roasted turkey, roasted
ham, Genoa salami, roasted red peppers
and sharp provolone. Of course, this,
and most sandwiches are topped with
lettuce, tomato and onion. I opted for
no lettuce since I despise crunchy water.
You can taste the freshness of this meaty
sandwich, and the toppings add a burst
of texture and avor. My husband enjoyed
his 9th Avenue Italian sub, but I found
the Girard Avenue pork sandwich bland
and the Penn Quarter breaded chicken
cutlet sandwich dry. The Callowhill spicy
meatball sub was surprisingly avorful and
is an excellent option if you are craving a
hot sub. I also recommend the fried risotto
balls because their deep fried cheesy
goodness is amazing, but be warned they
do not t into your weight loss plan.
SUNdeVICH (1314 9th St., N.W.) is a
gem in the Naylor Court alley on Ninth
Street between N and O streets, N.W.
SUNdeVICH wants to deliver patrons non-
traditional sandwiches with worldly avors
and local ingredients. The chalkboard
menu is lled with sandwich names like
the Capri, the Havana, the Isfahan, the
Kingston and the Madrid, all of which I
have now tried, and thoroughly enjoyed.
The Madrid has chorizo and chimichurri
on SUNdeVICHs crispy-crusted sub
bread. The sandwich is complex with
sweet, rich, and spicy avors all dancing
on your tongue in perfect harmony. I
eventually stopped devouring it long
enough to try the Isfahan, which is a
souf of spinach, mushroom, walnuts
and barberry with tzatziki (strained yogurt,
garlic, cucumber, mint and dill). The
souf is served sliced into thin strips and
the subtle and exquisitely fresh house
made tzatziki adds the perfect degree
of tanginess. This option changes your
expectations of a sandwich. Another
favorite was the impeccable balance of
spicy and sweet with the jerk chicken and
pineapple salsa on the Kingston. Each
sandwich at SUNdeVICH is crafted to give
customers a unique avor experience and
each sandwich I tried delivered.
It is hard to compare these two
sandwich shops; each one lls its
own sandwich niche. In my opinion,
SUNdeVICH won the head-to-head taste
test with its unique and worldly offerings.
Taylor Gourmet, however, delivers the
best cold-cut sandwiches I have had so
far in this city. Taylor Gourmet had me
smiling, but SUNdeVICH altered my
sandwich reality and had me grinning
from ear to ear (even as I was nishing my
leftovers two days later).

New book examines
cross-dressing in
early America
The outt was beyond your budget.

Do clothes make the (wo)man? Are we
what we wear? In the new book Re-Dressing
Americas Frontier Past, author Peter Boag,
proves that those questions plagued our
ancestors more than history admits.
Joe Monahans neighbors were
shocked.
The fall of 1903 was short and winter
came early. Tough and self-sufcient,
Joe had come to the Mallory ranch
complaining of illness and he didnt look
good. Shortly after his arrival, he died in
the warmth of his neighbors home.
The shock came when they went to
prepare Joes body for burial: Grizzled Joe
Monahan was a woman.
Peter Boag says that such scenarios
were common in the West in the decades
between 1850 and 1920. Cross-dressers,
for myriad reasons, were very much a
part of daily life and while people
tittered and talked, general attitudes
were based on late-19th-century beliefs
on gender. Medical experts eventually
claimed that cross-dressing was part
of a neurological disease called
homosexuality, and homosexuality was
understood as an unfortunate by-product
of modernization.
But button-holing wasnt so easy.
For women, the frontier was a
mans world. There was adventure and
prosperity there, and becoming a man
as much as possible was a way to seize
opportunity. Safety was another reason
for appearing masculine, cross-dressing
could be scandalous fun, and it could help
escape punishment for criminal behavior.
There were also women who believed
themselves to be boys from birth.
For smooth-faced men, it was common
to dress as women for dances and parties
because biological women were scarce. Men
impersonated women to entertain others.
In some Native American communities,
berdaches were encouraged to embrace
femininity. Like some women, males took on
girlish appearances to escape crime, and
then there were the men who simply wanted
to be women.
But for those men, and their female
counterparts, life wasnt easy.
Being arrested for the crime of
wearing clothes for the opposite sex was
common and cross-dressers were often
shunned. Interestingly, however, their
partners (usually same-sex) were generally
socially accepted.
Re-Dressing Americas Frontier Past is
good, but long.
Author Boag offers lots of excellent
examples to back up his reasoning behind
why these stories are largely hidden from
history, and what he found will set western
fans (not to mention screenwriters) on their
ears. This is fascinating stuff, on many levels.
And yet the book has its distractions.
Its scholarly and often reads like a
dissertation, which occasionally makes it
hard to digest if youre just looking for a
peek at hidden history and not a lecture.
That aside, because it uncovers a wealth
of stories that are overdue for telling, I
liked Re-Dressing Americas Frontier
Past and I think you will, too. If youre a
history buff especially, you need to outt
yourself with this book soon.

From CrossFit to spa

I sat down with Mark Crick, co-owner
of Balance Gym for an engaging and
insightful interview about his tness
philosophy and what makes the gym
unique. Isnt Balance just another gym
and how can it compete with the plush
higher-end tness facilities that offer

My introduction to Balance and co-
owners Mark Crick and Graham King
happened back in 2007, when I was living
down the street from Balance. After
hearing some buzz about these two hot
straight guys operating a gym nearby, I
went in looking for a place to hang my hat
as a personal trainer. At rst, I thought,
OK where is the steam room and all the
amenities that generally come with a gym
membership? Nope, not at Balance. Back
then you received complimentary towels
and Balance water bottles (for the water
fountain, no less), but what else comes
in your membership package? Todays
Balance Gym membership gives you

that I could not quite put my nger on,

locations, including Glover Park, Thomas
Circle and the original in Kalorama. In

Thomas Circle and Kalorama. But what
has not been lost is the original formula:

Mark and Graham met back in 2004
when Mark was a professional rugby
player working at a venture capital rm
and Graham was a personal trainer at
Washington Sports Club teaching his own
boot camp in Kalorama Triangle Park.
Graham was looking for another instructor
that had the same passion for tness and
Mark was likely looking to get rid of his suit
and tie. They quickly realized that not only
did they share similar tness values and
philosophies, but they had the business
acumen to put their belief system into
action. Hence, Balance Gym, Kalorama
was born and still exists as their agship
location today.

It is amazing to see artists travel from
all over the country to join together for
a few days, he says. It allows artists to
reach a broader range of audience.
Barbara Asare-Bediako, an actor in
Wolfes piece, identies as, a woman who
just loves a woman.
My ultimate goal is to make black
theater and gay theater a normal thing,
she says. I want it so we can turn on the
TV and it would just be part of society.
However she says it is still important to
focus on talent coming from the African-
American community, and doing HIV/AIDS
outreach. Asare-Bediako has been involved
with several outreach programs, including
HIPS, to help prevent the spread of HIV/AIDS.
I had a cousin who passed, she says.
I found out months after it happened. My
uncle, his father, acts like he never had a son.
Asare-Bediako also cites the high HIV/
AIDS rate in the District as an important
factor to consider when selecting themes
for the festival. The newly infected HIV/
AIDS rate among African-American
women has nearly doubled in D.C.s
poorest neighborhoods in the past two
years, according to a recent Washington
Post report.
Despite their focus on LGBT themes,
Sharpe and Wolfe work to keep all kinds
of audience members involved.
We focus on the universal elements
and not on division, says Wolfe.
We cry, we laugh, we dream just like
everybody else.
Jared Shamberger, an actor in
Wolfes piece who also wrote some of
the scenes, says the piece includes a
little bit of everything and expresses
that everyone experiences powerful
moments of truth.
Even though we do primarily focus
on LGBT themes, LGBT people have
heterosexual friends and vice versa, he
says. I dont think you could present
the LGBT story without including the
heterosexual experience as well.
One of his scenes is about a heterosexual
couple that just had unprotected sex for
the rst time before they even went on a
rst date. They talk about where they are
as a couple and about getting tested.
Shamberger agrees that including
themes that deal with the HIV/AIDS rate
is important.

Buying a home has long dened the
American Dream. As we celebrate our
independence as a country this Fourth
of July, we recognize that it has become
more challenging for many, particularly
young people and rst-time buyers,
to buy in to the American Dream of
homeownership.
Tighter lender restrictions and a dif-
cult economy have presented challeng-
es, especially here in our nations capital
where home prices are signicantly higher
than in other parts of the United States.
But fear not, American ingenuity will
always triumph and the news isnt all bad.
There are several programs out there that
will help. The best opportunity is for our
veterans. Our government thanks mem-
bers of our armed forces by offering them
VA loans. VA loans have become ever
more popular with little or no down pay-
ment required for our veterans. Although
once regarded pejoratively (undeserved-
ly) in the go-go sellers market, we have
more and more contracts than ever with
VA nancing and it is now one of the hot-
test ways to buy a home.
FHA loans are another great program
available to purchasers who are looking
to buy a property. Under this program
purchasers can put down as little as 3.5
percent in a down payment for a loan up
to $729,000.
Another option that is now becoming
more popular again is a mortgage with an
ARM. So, if you are planning on only be-
ing in the property for a short time, you
can get a lower mortgage rate for ve or
15 years and the rate will increase after
that amount of time if you are still in a
home. Though, across the board interest
rates are at historic lows even with a con-
ventional loan with 30-year xed nancing.
Over the holiday as you are watch-
ing the reworks or grilling out in your
backyard with family and friends, keep
in mind that the American Dream is still
possible. Even in these tough times we
can still achieve the goals that our par-
ents and their parents had for us. All it
takes is a little research, smart nancing,
nding the program that is right for you
and of course a great Realtor!
