Subject: FIR against the present and past owner of Amar circus for the violation of the Wild Life Protection Act, 1972 read with the Prevention of Cruelty to Animals Act, 1960 and IPC 268, 420, 120-B. Sir, Kindly refer to my previous complaints about the AFRO RUSSIAN Amar circus, online email campaign, Inspection report of AWBI and CZA sub committee report, photocopies are attached here with for ready references, which are self explanatory. It is submitted that the Animal Welfare Board of India AWBI has issued the registration of following animals vide letter of even number dated 13.5.2004 in favour of Mr. Vickey Raj then proprietor of Amar circus: Elephant 4, Horses 6, Dogs 12, Hippo 1, Parrots 10, Camels 4, Bull 1. Now Shri Chandrakant Purushottam Rao Gadge claimed to be a proprietor of Amar circus. On my complaint, the Animal Welfare Board of India asked the District Collector, Nagpur to constitute a team to inspect the Amar circus then stationed at K.P. Ground, Nagpur. The team inspected the circus on June 9, 2012 and submitted the following report to the Animal Welfare Board of India:

constitute a committee to inspect the Amar circus, the sub committee of CZA inspected on June 25, 2012 and submitted their report as below:

As per advertisement, publicity materials circulated in Nagpur about the circus AFFRO RUSSIAN Amar circus performing in the city, where as it was done to misrepresent, concealing the facts to cheat public for personnel gain and profit:

illegally handed over the Amar circus along with the performing animals to the present proprietor Shri Chandrakant Purushottam Rao Gadge, Plot No. 151, Vijayanand Soc., Narendranagar, Nagpur for personnel gain and profit adopting fraud tactics. It would be pertinent to mention here that one performing elephant is missing along with Bull, one was dead, another was put to sleep and present elephant kept illegally violating the Wild Life Protection Act, 1972 and blind hippo was compelled to perform, exotic species are kept with out ownership, I dont know how AWBI registered them. Hence FIR may kindly be lodged against above stated previous and present proprietor of Amar circus and others for the violation of the Wild Life Protection Act, 1972 read with the CZA / CITIES guidelines, performing animal registration rules, cattle transport rules,

1978 amended in 2001 / the Prevention of Cruelty to Animals Act, 1960 / IPC 268, 420, 120-B. It is further requested to confiscate all abused animals for further rehabilitation and strict legal action may kindly be taken against all offenders. The Chief Wild Life warden of Maharashtra is here by requested to treat it as a notice under section 55 of the Wild Life Protection Act, 1972. Sincerely yours,

The Member Secretary, Central Zoo Authority of India, New Delhi with request not to accept the recommendation about relaxation / exemption in rules about blind hippo because this is a exotic species can not covered under the purview of the CZA.
