July 7, 2012 Prosecutor, International Criminal Court PO Box 195192500 CM, The Hague The Netherlands Urgent Request to Investigate Crimes against Humanity Committed against the people of Biafra by the Federal Government of Nigeria acting in concert with Boko Haram Dear Ms. Bensouda: I am the Legal Representative for the BIAFRA LIBERATION IN EXILE (BILIE) organization. This is a follow up letter to as yet unacknowledged Communication sent to your office in March 2012 regarding crimes of genocide by Boko Haram as an instrument of the government of Nigeria against the Igbo people. We note that since our last Communication further atrocities have been carried out by Boko Haram in Adamawa state against Igbos. In June 2012 alone, at least four churches were bombed with over a hundred people dead or injured. There are other atrocities not well reported in the media that we are gathering information about. As a result Igbos are fleeing Adamawa while the Nigerian federal government does nothing to stop the genocide. The inescapable conclusion is that Boko Haram is an instrument of state terror against Igbos. Our sources however indicate the problem is more serious than the media reports. Peaceful counter demonstrations by Igbos are being suppressed sometimes with force by the Nigerian government. Drive by shootings of Igbos are also on the rise too. The government is preventing investigation of

crimes for fear their plan of genocide and ethnic cleansing of Igbos will be revealed. We want to emphasize that the Boko Haram genocide will continue to escalate if primary responsibility for responding is left in the hands of the Nigerian government. As we explained in our initial Communication, President Goodluck Jonathan has admitted his own government is dysfunctional and infiltrated by Boko Haram. Further the historic enmity by the Yoruba and Hausa against the Igbo prevents prosecution of crimes even if the government officials charged with investigating are not outright Boko Haram sympathizers. Ms. Bensouda, the Igbo people will not be victims of genocide again as they were 1967-1970. Boko Haram is an instrument of state terror just as the Tsarist secret police used the Black Hundreds against Jews and the Sudanese government utilized the Janjaweed militias in Darfur. We implore you to see through the smiling cover up of Mr. Goodluck Jonathan and to take action now. Yours respectfully
