CHAPTER I INTRODUCTION

1.1.BACKROUND OF PROBLEM

Learning is essentially a conscious activity by a person who produces changes in behavior himself, both in from new knowledge and skills, as well as in the from of positive attitudes and values. During the learning activities, there was a process of interaction. Teaching and learning through teacher-students interaction, such as students of students, teachers and students are not directly related to the various other components which are interrelated into a whole system. Speaking it is very important for students because it is a communication from one person to another person. So to speak is a material that must be learned and to speak it also must have something to do with the method of discussion. Discussion of method is the interaction between teachers-students through the activity of the question by the teacher to get a verbal response from the students to be able to develop new knowledge get on students. The problem is weather teachers are able to apply the technique and the types of question well in the question well in the teaching and learning. There are teachers who do not feel or do not realize that there are problems in the classroom( teaching and learning process). Based on the decomposition of the problem, then needs to be studied more in depth about: THE INCREASING OF STUDENTS SPEAKING ABILITY BY USING DISCUSSION METHOD.

1.2 LIMITATION OF PROBLEM

For this method the researcher brings a number of subjects to discuss the topic of interest.The researcher limits the discussion of study about, the improvement students speaking skill through by using discussion method technique. Because the researcher find, the effective method to teach using this discussion. Especially for junior high school students for seventh grade.

1.3 FORMULATION OF PROBLEM

Based on the background described in the problems can be formulated as follows: 1.How to look the increasing of the students ability speaking at the seventh grade of SMP N 9 Padangsidimpuan? 2.How to solve the problem, if the quality of students ability speaking is not increase at the SMP?
1.4 PURPOSE OF PROBLEM

The purpose of the problem, based on the formulation of above problem, do the following actions: 1.to know the increasing of the students ability speaking at the seventh grade SMP N 9 Padangsidimpuan. 2.to know the solution of the problem, if the students ability speaking not increasing.

CHAPTER II THEORY OF RELATED LITERATURE


2.1 THE NATURE OF SPEAKING

In oxford((1987) advanced dictionary the definition of speaking is to express or communicate opinions, feeling, ideas, etc, by or as talking and it involves the activities in the part of the speaker as psychological, physiological (articulator) and physical (acoustic) stages. According to chaney, speaking is the process of building and sharing meaning through the use of verbal and non verbal symbols, in a variety of contexts, while another expert. Language is essentially speech, and speech is basically communication by sounds. And according to him, speaking is a skill used by someone in daily life communication whether at school or outside. The skill is acquired by much repetition: it primarily a neuromuscular and not an intellectual process. It consists of competence in sending and receiving messages. From the above definition, it can be inferred that speaking is expressing ideas, opinions, or feelings to others by using words or sounds of articulation in order to inform, to persuade, and to entertain that can be learnt by using some teaching and learning methodologies. From the above definition the writer concludes that speaking a content-based lesson, a discussion can be held for various reasons. The students may aim to arrive at a conclusion, share ideas about an event, or find solutions in their discussion activity is set by the teacher. In this way, the discussion points are relevant to this purpose, so that students do not spend their time chatting with each other about irrelevant things.

2.2 THE NATURE OF DISCUSSION METHOD

Motivation is the things that encourage activities that be a reason for an action.(ahmad and syuhadi). Discussion method is the interaction between teachersstudents the activity of the question by teacher to get a verbal response from the students to be able to develop new knowledge on students. (ahmad 2003:41)) According to la sulo (Moedijono and dimyati,1994:)from a variety of classification question, in general, these classification use the same reference to the taxonomy of bloom. Sadker (suradisastra,1991/1992:42) classified according to bloomtaxonomy, proposed six types of question from a low level until the question high level: a.the question of knowledge/ memory (knowledge/ recall question) b.the question of understanding (comprehension question) c.application question d.analysis question e.synthesis question f.evaluation question From the above opinions, the author can conclude that the method of discussion method is the interaction between teachers, students, and students asked the students through activities conducted by the teacher to get a verbal response from he students so as to give rise to self-knowledge students, or students are asked the teacher to obtain a definitive answer. Understanding or limitation of teachers and students are equally active.

CHAPTER III METHOLOGY OF RESEARCH 3.1 Research Design Just like all research, qualitative research is a type of research that seeks answers to a question; is systematically conducted and involves the collection of evidence. However, the uniqueness of qualitative research is that you may produce findings that were not determined in advanced and also the findings may be applicable beyond the immediate boundaries of the study. It is especially effective if you want to obtain culturally specific information about the subjects involved. The values, behaviors, and opinions of a particular population. However, the term qualitative research is a general definition that includes many different methods used in understanding and explaining social phenomena. 3.2 Population and Sample 3.2.1 Population According to soetriono, population is the whole object of the research. it means, the object of research consist of units research. The units of the research includes individual, group, organitation.etc. In this case the writer choose the seventh grade VII at SMP NEGERI 9 IN Padangsidimpuan. 3.2.2 Sample According to soetriono, sample is a representative part of population.It means, sampling important in a research to make the data became accurate. So, the writer take 30 students from 28(population) as the sample of research. But in this case writer will give

attest to the students at seventh grade of the sample take class VII-B at SMP NEGERI 9 Padangsidimpuan are used as population of rsearch. 3.2 Instrument of Data Collection In collecting data the writer uses interview and observation. Interview is a process of communication or interview to collecting information with way question and answer between researcher and informant or subject of research. In collecting data research do interview to informant and do observation as instrument of data collection. 3.3 Technique of Data Analysis After the writer do observation, it can be seen that the discussion is a very important to solve the problem at SMP NEGERI 9 IN Padangsidimpuan. With doing discussion method, problem can solves easily.
