On 14 June 2012, the Recirculated Draft Environmental Impact Report (RDEIR) was released to the public for a 45-day review period. The document contains only an Introduction and Section 6: Alternatives Analysis. All other sections of the original 2009 EIR remain relevant and should be reviewed before taking any final actions on the project, later this year. During the 45-day review period, the general public, public agencies and members of the City's advisory bodies (including the Planning Commission) may submit written comments on the new alternatives analysis contained in Section 6 of the EIR. On 11 July 2012 a Planning Cominission public hearing will provide an opportunity to receive oral comments as well. Oral conunents submitted at this hearing are just as valuable as written comments and will be accorded the same kind of analysis and response in the Final Environmental Impact Report (FEIR). Written comments already submitted need not be repeated orally. All comments must be received by Monday, 30 July 2012. No fonnal action should be taken at this meeting. At this early stage in the process it is inappropriate for Commissioners to opine on the relative merits of the project, its alternatives or mitigation measures. After public comments are received, members of the Planning Commission may request clarification of issues, additional analysis, correction of errors, etc. in the document. The EIR consultants will then review all public and Commission comments and prepare the FEIR. The goal is to create a document that is accurate and useful in making infonned decisions about this project. Once complete, the FEIR will be reviewed by the Historic Resources Board, the Forest and Beach Commission and then the Planning Commission. The role of the Planning

Commission in this process is to advise the City Council on the adequacy of the EIR and provide guidance on the project's consistency with the General Plan. RECOMMENDATION: Receive comments on the RDEIR.
