Despite the existence of a public health system, substantial discrepancies remain in the ability to access medical services by residents of wealthy as opposed to poor communities, those residing at the center as opposed to those in peripheral districts, and Arabs versus Jews. The Residents' Department works to promote Israel's public health system and equal access to it for all, with a focus on disadvantaged groups in the population. The program identifies key problems in the implementation of the National Health Insurance Law, and acts to find systematic solutions for them.
