(It can also be useful to indicate what the report is not intended to accomplish)

The introduction should indicate the intended audience of the report for example:

Avoid introductions which consist of only background

information or where the background detracts from the key elements. Introduce the topic of the report early in the introduction. Indicate to the reader the situation and what should be expected from the report and who the report is written for. Make sure there is an overview of the report contents; what is included plus what report does not cover.
