PROJECT BACKGROUND
AS PER THE TOR: The precinct plan is to inform and coordinate the planning of Molweni mainly the clustering of social and commercial facilities in the area. The project aims to:
1.

Attract investment by identifying a commercial node; Cluster social facilities in well located and strategic areas; Consolidate dispersed commercial activities and social facilities at a central node; Establish infrastructural requirements; and Identify opportunities for linkages from/to Molweni with its surrounding areas.

MOLWENI NODAL PRECINCT PLAN

PROJECT OBJECTIVES
The main objectives of the Nodal Precinct Plan are to: 1. Provide a vision and framework for coordinating and informing both the public and private sector investment and development in Molweni;

Facilitate the development of a well-integrated, dignified, vibrant, safe and attractive environment for local residents and visitors; Encourage sustainable private businesses and job creation in this economically depressed area; Assess the social facilities and services backlog in relation to eThekwini Social Facilities Standards; Identify and provide sustainable responses to existing bulk infrastructure and services constraints including roads and sewerage disposal. Provide a clear spatial structure for the node, with strong image forming elements; Identify a system of quality public spaces and streetscape elements. Assign land uses or land use baskets to certain parcels of land in order to ensure the efficient use of land and the optimal integration of land uses with the movement patterns and public space system; Provide clear development and urban design guidelines to manage investment and development in the node; and Identify catalytic public sector led projects that are required to kick-start the development of the node. 12/11/12

The Study Area falls within Ward 9 of eThekwini Metro but has a defined boundary that includes; Molweni, Lower Molweni, Langefontein, and Izigodi associated with it include; Umgababa, and uMngeni

Surrounding Areas include; Waterfall, -KwaNgcolosi, -Kloof, -Forest Hills, -Inanda, and -Umzinyathi Extent of 2,268ha or 0.02% of OW. Dormitory centre for Hillcrest, Waterfall, Kloof and Pinetown.

Environmental Overview: Outer West occupies 74,000ha of high biodiversity areas in terms of DMOSS Natural assets include; - River systems, - Forests, - Wetlands, and - Grasslands Environmental threats include - Pollution - Sand mining, - Alien invasive plants, - Invasive species, - Illegal hunting, and - Soil erosion

Inanda Road is the main access road. Inanda Road links Hillcrest-Moweni Pinetown. There are several internal access roads. Movement of vehicles is towards the areas of employment to the west and south. Pedestrian movement is disorganised. Economic Overview: Predominantly Low Income area 32% earn less than the minimum living level 40% employment of people of an employable age 7% of total population is employed Only 17% employed locally resulting in economic spillages High cost on 12/11/12 commuting

Infrastructure and Services Overview: 5.1 Road Network; . Inanda Road as the main high mobility road has the following issues of concerns; - inconsistent road width, - several houses with direct to Inanda Road, - encroachment on the road reserve, - the lack of traffic management, - poorly defined pedestrian walkways, - livestock roaming the streets, - poorly maintained road verges

Spatial Distribution and Densities: Breaking New Ground identifies strategies for spatial restructuring these include; - Eradication informal settlements, - Integration, - Spatial planning and location of new projects, - Urban renewal and inner city regeneration, and - Developing social and economic infrastructure. Movement Network: Upgrading of the Inanda Road to a proper high mobility route with a 30m width; Limitation of direct access points on Inanda Road ; Relocation of developments encroaching on the road reserve; Introduction of road safety measures and include clearly marked pedestrian crossings; Extension of pedestrian walkways; Extension of black top roads; Provision of street lighting and well maintained street vegetation which includes clearing up of road verges;
