AMC a project of Social Research Training and Development Office of AdDu envisions Mindanaoans to live in peace with a sense of security and assurance that their quality of life would not be severely compromised under circumstances that threaten to impair it.

AMC established to appropriately respond to migration concerns confronting Mindanao utilizes the three-fold function of the University, that is research, instruction and community engagement

AMC utilizes perspectives that are rights-based, gender and culture responsive, pluralist, ecologically sound and trans-disciplinary arrived through collaborative and participatory processes.

AMC aims to promote better understanding of the complexities involving people in movement and its appurtenant consequences to lives of men and women and the over-all development of Mindanao

AMC capacitate those directly responsible for responding to the issues and those from the academe in the aspect of: a rights-based and gender-responsive framework and approach inter-related/complementary themes on leadership in bridging differences in a multi-cultural setting, environment and migration and economic empowerment measures for migrants and Internally Displaced Persons (IDPs)

AMC engage in relevant policy-development and build meaningful helping relationship among those involved in migration work.

AMC has expertise on migration research, advocacy, capacity development and community engagement. initiated informal links with NGOs and communities that are engaged directly/indirectly in migration work to ensure greater work impact and sustainability efforts.

Project Description

Most Affected: local residents in disaster prone areas Internally Displaced People - particularly environmental migrants

Internally Displaced People persons or groups of persons who, for compelling reasons of sudden or progressive changes in the environment that adversely affect their lives or living conditions are obliged to leave their habitual homes, or choose to do so, either temporarily or permanently, and who move either within their country or abroad.

Davao City in 2002 undertook a project instituting the 911 quick response unit. over-all objective of this is to put in place a centralized post for convenient reporting of emergency cases and crime incidents.

works closely with Davao Chapter of the Philippine National Red Cross Fire Protection Brigades Emergency Personnel of Hospitals in the city.

Data showed that the personnel of the various quick response teams are not equipped with gender and human rights lenses in the actual operations.

Some of the accounted complaints include the following: 1] lack of provisions for women in relief assistance (napkins, feminine wash, etc.) 2.] mishandling of pregnant survivors and miscarriages 3] VAWC in temporary shelters 4] lack of opportunities for reintegration 5] reproductive tract infections.

Summary
1st Phase: to integrate gender and human rights frameworks in the disaster management services of the emergency units of Davao city.

Specifically, the personnel of the emergency response units of the city shall be able to achieve the following after one (1) year: Establish a basic database on the rights-based and gender responsiveness of the emergency units in Davao City Enhance the capacities the 180 personnel of the six (6) emergency units on culture sensitive, rights based and gender responsive disaster management

The project will explore:


1] rapid systems appraisal of the emergency response units to establish the needed database 2] training on disaster management to enhance the skills of the personnel 3] stakeholders consultation for the drafting of a monitoring and checklist tool.

Forge partnerships with: 911 BDCCs of the identified districts Bureau of Fire PNRC Davao Hospital-based Medical personnel as well as evaluation and monitoring components of the project.

The first quarter of the year rapid systems appraisal and the building of alliances through MOA/MOU signing to facilitate in the second and third quarters the actual conduct of the capacity development series on disaster management among the emergency response units in Davao City.
