FUNCTIONS OF TNPCB
To plan a comprehensive programme for the prevention, control and abatement of water
and air pollution.

To advise the State Government on environmental matters To encourage, conduct and participate in investigations and research relating to problems To collect and disseminate information To inspect sewage and trade effluent treatment plants, industrial plants or manufacturing process,

To give directions to the units to take steps for the prevention, control or abatement of
pollution.

To inspect air pollution control areas for the purpose of assessment of quality of air To lay down, modify or annul effluent standards for water, air, noise, source and
automobile pollution

To evolve best economically viable treatment and disposal technologies for sewage and
trade effluents.

To collect and analysis of water, air and noise samples To collaborate with Central Pollution Control Board in environmental related issues. To perform such other functions as may be prescribed by the State Government or Central
Pollution Control Board.

PROCEDURE FOR ISSUE OF CONSENT

Industries are required to obtain Consent for discharge of sewage/trade effluent into any stream or well or into sewer

or land under the Water (Prevention and Control of


Pollution) Act, 1974 and to operate the plant in air pollution control area under the Air (Prevention and Control of Pollution) Act, 1981.

Consent is issued to industries in two stages. Consent to Establish is issued depending upon the suitability of the site before the industry takes up the construction activity.

Consent to Operate is issued after the installation of


suitable and adequate effluent treatment plant and air pollution control measures.

CERTAIN RESTRICTIONS ON SITING INDUSTRIES


Government in GO. Ms. No. 213, Environment & Forests (ECI) Department dated
30-03-89 have imposed a total ban on the setting up of the 14 types of highly polluting industries mentioned in its Annexure I within one km from the embankment of the water sources mentioned in its Annexure II.

Government in GO. Ms. No. 127, Environment & Forests (ECIII) Department
dated 08-05-98 as amended have ordered that 14 types of industries mentioned in Annexure I of GO Ms No 213, Environment & Forests (ECI) Department dated 30-03-89 should not be allowed to be established within 5 km of important rivers in Tamil Nadu namely Cauvery and its tributaries, Pennaiyaru, Palar, Vaigai and Tamiraparani.

MANAGEMENT OF BIOMEDICAL WASTES


The Board has so far inventoried 3261 private hospitals,
308 Government hospitals in the State.

All the health care facilities have been directed to go for


common biomedical waste treatment and disposal

facilities

MANAGEMENT OF MUNICIPAL SOLID WASTES The


Municipal Solid Wastes (Management and Handling)

Rules, 2000 has been enacted for proper management of municipal solid wastes.

The Board is advocating the concept of segregation of


wastes at source, reduction, recycle and reuse of waste. Municipal authorities have been asked to segregate the wastes as wet compostable waste, dry recyclable waste, inert wastes, construction debris and domestic hazardous waste.

The Board has issued NOC to 110 municipalities and two


corporation for composting of municipal solid waste and
setting up waste processing facility. NOCs issued for 72 municipalities have been converted as authorisation.

MANAGEMENT OF PLASTIC WASTES

The environmental problems arising due to indiscriminate use and disposal of throwaway plastic items have been recognized and the Board has embarked upon an intensive awareness campaign.

Regular awareness programmes are conducted in tourist and pilgrimage centres The Government of India, Ministry of Environment and Forest notified

the Plastics Manufacture, Sale and Usage Rules, 1999 as amended


under the Environment (Protection) Act, 1986 to ensure that carry bags and containers used for packing food stuff is not made of recycled plastics

The Board has issued consent to operate for 1732 plastic products manufacturing units.

VECHICLE EMISSION MONITORING

The TNPCB is carrying out the vehicle emission monitoring since 1992 for testing the emissions from goods transport vehicles in and around Chennai city in

three locations at Alandur (now located at Ambattur


w.e.f. 8-12-2005), Madhavaram and Ambattur.

Emissions under control certificate are issued to only

those vehicles which comply with the emission


standards.

In addition, 78 private agencies have been authorized

by the Transport Department in Chennai urban


agglomeration area to check the emission levels of the vehicles.

WATER QUALITY MONITORING

The TNPCB is monitoring the inland water quality under two major programmes namely, Monitoring of Indian National Aquatic Resources (MINARS). Global Environmental Monitoring System (GEMS).

Under MINARS programme, the rivers Thamiraparani, Palar

and Vaigai and lakes such as Udhgamandalam, Kodaikanal


and Yercaud are being monitored.

Under GEMS and MINARS programmes, river Cauvery is being monitored. The programmes are funded by the Central Pollution Control Board, New Delhi.

MONITORING OF CHENNAI CITY WATERWAYS

Chennai city is traversed by four waterways namely the


Cooum, Adyar, Buckingham Canal and Otteri nullah.

The TNPCB is monitoring these water ways to assess the


level of pollution by collecting water samples every month both at water bodies and industrial outlets.

ENVIRONMENTAL TRAINING INSTITUTE

An Environmental Training Institute (ETI) has been established with financial assistance from DANIDA, Denmark in the year 1994 at the

Corporate office, Guindy, Chennai.

It is guided by a Steering Committee chaired by Chairman, TNPCB. It has got an Advisory Council to deliberate on course development, evolve training plan etc., The main objective of the training institute is to impart training to the target groups comprising of Industries, Board officials, other

Government organisations, NGOs .

ENVRONMENTAL AWARENESS AND PUBLIC PARTICIPATION

An awareness cell is established in the head office, Guindy, Chennai to promote environmental awareness. Various

awareness campaigns, workshops, rallies are being conducted


regularly to highlight important environmental issues.

are conducted against air and noise pollution during festival seasons such as Deepavali and Bhogi.

GIS ACTIVITIES

CPCB conceived the Zoning Atlas Programme in 1994 in Collaboration with the German Agency for Technical Cooperation (GTZ) under the World Bank funded Environmental Management Capacity Building Project (EMCB).

TNPCB has prepared the Projects on District Environmental Atlas, District Zoning Atlas and District specific Guidelines for Coimbatore, Vellore, Thoothukudi, Thiruvallur, Kancheepuram, Villupuram, Cuddalore, Erode, Salem, Karur, Madurai, Namakkal, and Trichy districts.

TNPCB has prepared the projects on Environmental Management Plan for Chennai City and State Environmental Atlas

TNPCB has also taken up the projects on District Environmental Atlas, District Zoning Atlas and District specific Guidelines for Tirunelveli, Virudhunagar and Dindigul Districts.

CETP PROGRAMME

The TNPCB plays an important role in the establishment of Common Effluent Treatment Plants (CETPs) for clusters of small scale industries in various parts of the State.

Small scale industries often express financial difficulties, lack of space


and other reasons which prevent them from putting up required individual effluent treatment plant.

The Board assists the units in mobilization of financial resources and in the technical scrutiny of the proposals for the common effluent treatment plants.

CLEANER TECHNOLOGIES

The TNPCB is involved in promoting a holistic approach of environment protection

by going in for cleaner technologies options


rather than end of pipe treatment.

With the adoption of cleaner technologies; there has been progress in waste recovery and waste minimization.

CORPORATE RESPONSIBILITY
Industrial activities, without proper precautionary measures for
environmental protection are known to cause pollution and associated problems.

Commitment and voluntary initiatives of industry for responsible care


of the environment will help in building a partnership for pollution control. The Charter is a commitment for partnership and participatory action of the concerned stakeholders.

The Charter is also a road map for progressive improvement in


environmental management systems. Thus, it is not necessarily limited to compliance of end-of-the-pipe effluent and emission

standards.

In the 17 category of industries the targets set in the Charter are


ahead of effluent and emission standards.

GREEN COVER PROGRAMME

As a measure of pollution abatement and mitigation of the ill effects of pollution, industries have been directed to develop 25% of their land area as green belt with trees having a thick canopy cover.

Accordingly, industries have taken action to plant adequate number of trees in and around industrial

premises. Development of green belt is ensured


through Consent mechanism in the Board.

COMPLAINT CELL

Due to the increased environmental awareness and awareness on Pollution Control Legislations, several complaints are being received

from various individuals / organisations / NGOs etc., regarding water,


air, noise and vehicular pollution.

To take appropriate action against these complaints, an active Complaint cell is functioning in the head office, Chennai. For easy access of the public and others, a separate telephone number 22353153 is allotted for receiving complaints and guidance. The same information is hosted on the Boards website.

LEGAL ACTIONS

The Board has issued 44,482 show cause notices and 6,815 closure orders to industrial units for not complying with the conditions

stipulated by the Board.

The Board has filed 321 cases under the Water (Prevention and Control of Pollution) Act, 1974 as amended and 134 cases under the Air (Prevention and Control of Pollution) Act, 1981 as amended

against the erring industries for the contravention of pollution


control laws.
