BEM Board of Engineers Malaysia

Was passed by the Parliament to effectively regulate engineering professional practices REA is a law Engineers must register with BEM in order to legally practise.

The function of BEM is basically what REA is all about

Registration of Engineers Act 1967 (Act 138)

Was originally introduced to assist engineers in submission of building plans to local authorities.

Malaysia is the first country to have such a law.


The REA was amended in 1972, 1973 1974, 1987, 2002, and 2007 for the betterment of local engineering practice.

Registration of Engineers Act, 1967

Any person who wants to take up employment as an engineer must be registered as a Graduate Engineer with Board of Engineers (BEM). BEM recognizes the experience

gained by an engineering graduate only after he has


registered as a Graduate Engineer. As such, it is prudent

for an engineering graduate to register as a Graduate


Engineer at the very beginning of his engineering career.

The recognized academic qualification for registration as a Graduate Engineer with BEM includes the following: An engineering degree accredited/recognized by EAC, BEM

available in an approved list maintained by EAC, BEM.


For degree which is not recognized (e.g. 3 years program)

need to be top up with a master degree by instruction from


accredited university.

All graduates intending to work in Malaysia should first register with BEM once obtained their degree. Its a legal requirement.

All application shall be made through MyBEM Online or Form

Registration fee of RM50.00 is compulsory for each application


All applicant need to submit the following supporting documents; - Copy of Identification Card (NRIC)/MyKad. - Certified True Copy of Degree. - Certified True Copy of Full Official Transcript Every document submitted must be certified as a true copy by a Professional Engineer who is registered with BEM Completed form submitted within 4 weeks from the date of application and will be processed and submitted to the Board for approval.

Functions of BEM

Registration for Graduate Engineer

PART C : Temporary Engineer He holds the necessary qualifications which are recognized for practice of engineering as a Professional Engineer He possesses the necessary expertise and has a minimum of 10 years experience in he field he intends to practice. His physical presence is required in Malaysia for not less than 180 days in one calendar year. He is employed as an engineer and has been assigned to specific project by a particular company. He is sponsored by a local Professional Engineer in the company which offers him the assignment.

PART D : Engineering Consultancy Practices Every sole proprietorship, partnership or body corporate desirous of practicing as consulting engineers shall register with BEM as provided for in Section 7A or 7B of the Registration of Engineers (Amendment) Act 2002.

A qualifying body for professional engineers in Malaysia. A non-governmental body. A corporate member of the IEM can apply to the BEM for registration as a professional engineer, which will entitle him to set up practice. Represents all disciplines of the profession

What is the significance of the status of Professional Engineer (P.Eng)? The status signifies that the engineer has not only obtained academic qualification in engineering but also acquired relevant industrial working experience and professional career development in order to practise independently.

Any candidate who applies for registration as a Professional Engineer must:


Be registered as a Graduate Engineer with BEM; and Have satisfied the training requirements of BEM; and Has complied with all the requirements of the Board Have passed the Professional Assessment Examination (PAE) of BEM, OR been elected as a Corporate Member of the Institution of Engineers Malaysia (IEM); and Have been residing in Malaysia for a period of not less than six months immediately prior to the date of application. Registration is only for citizen or permanent resident of Malaysia.

Except as otherwise provided under any other written law,

no person or body, other than a Professional Engineer who is


residing and practising in Malaysia or an Engineering

consultancy practice providing professional engineering


services in Malaysia, shall be entitled to submit plans, engineering surveys, drawings, schemes, proposals, reports, designs or studies to any person or authority in Malaysia.

Why be a P. Eng?

In practice, the status is meaningful for engineers involved in engineering

consultancy and turnkey contracting


business as it provides them the authority P.Eng is a term referred to qualified engineers practicing with license from the BEM. to certify technical drawings and designs.

P.Eng in Malaysia commonly use the title "Ir


(Ingenieur). e.g. Ir. Shaharin A. Sulaiman, P. Eng, MIEM.

Being a PE is a pre-requisite for a registrations in other bodies; e.g registration of Competent Electrical Engineer
