Inland Container Depot (ICD)/ Container Freight

Station(CFS) : "A common user facility with public authority status equipped with fixed installations and offering services for handling and temporary storage of import/export laden and empty containers carried under Customs transit by any applicable mode of transport placed under Customs control. All the activities related to clearance of goods for home use, warehousing, temporary admissions, re-export, temporary storage for onward transit and outright export, trans-shipment, take place from such stations."

To monitor the growth of ICDs/CFSs, a regulatory

authority in the form of an Inter-Ministerial Committee (IMC) under the chairmanship of the Additional Secretary(Infrastructure), Ministry of Commerce, has been set up. IMC has approved of 135 ICDS and out of 165 ICDS about 100 are reported to be already operational and others are in pipeline. Distinction between ICD & CFS: An ICD is a place where containers are aggregated for onward movement to or from the ports whereas CFS is a place where containers are stuffed, unstuffed and aggregation/segregation of cargo takes place. ICDs are normally located outside the port towns whereas no site restrictions apply to CFS. An ICD may have a CFS attached to it. CFS is treated as an extension of a port/ICD/air-cargo complex.

Following steps are involved in the movement of shipment by road and rail and stuffing done at ICD: Transfer of cargo into truck Stowage of cargo in truck Road journey Breaking out of cargo from truck Transfer of cargo from truck to shed/place of examination in ICD Unpacking for customs examination Repacking after Customs examination Consolidation (in case of LCL) Stuffing of cargo in container Locking and sealing of container Loading of container on flatbed wagon Rail journey Unloading of container from flat bed wagon and storage of container in container yard in port. Loading of container on truck to move container alongside ship. Truck journey from container yard to quay. Loading of container from truck to cellular hold of ship Sea voyage

Services provided by ICDs: ICD and CFS handle only containerized shipment, thus special kind of facilities are provided like: Sheds for temporary storage of cargo Container yard for temporary storage of container Customs clearance facility Cargo handling equipment Container handling equipment Manpower for stuffing the cargo into container and destuffing the cargo from container Road/rail connectivity to and from serving gateway port. Bonded warehousing facility Maintenance and repair of container unit Packaging, palletisation fumigation

Advantages of ICDs: Basically, shipping company, CHA and individual exporter and importer are the users of these infrastructure facilities. Every user has some unique advantages: Port authority receives ready-to-load condition container, thus port authority relieved from traditional job of preparing tally sheets etc and enable port to provide faster turnaround time to shipping lines ultimately ports productivity and profitability increases. Almost all ICDs linked to port by rail thus quick transit at lower transport cost, no traffic congestion, no detention at octroi post. ICD / CFS is a logistic hub for LCL cargo thus consolidation became more easy. ICD / CFS assist exporter / importer is reducing inventory cost. ICD / CFS are owned and operated by public and private authorities thus every user gets quality service at competitive rates.
