This procedure covers the duties and responsibilities of MMG personnel engaged in the various activities carried out by the Engineering Department at Dammam Head Office and all MMG project sites.
The scope covers all Mohammad Al-Mojil Group Engineering service operations.
MMG Engineering main objectives are as follows: Maintain its good relationship with client in relation to workmanship, quality and safety aspects of the work. Ensure MMG remains competitive in terms of cost on all the bids participation.
DEFINITIONS Job-Ex - an abbreviation of Job Explanation Meeting a term used to address a mandatory Review Meeting initiated by Costumer for the purpose of explaining the bid scope of work, and to answer questions asked by attending bidders representatives for clarifications. - a detailed shop or pipe isometric drawing, where locations of shop and field weld are specified. - Critical Path Method- a diagram of detailed activities showing resources loading and their time per activity and critical path of the project. - are questions raised at a project site which are addressed to the Costumer or Costumer representatives for clarifications.

Test Package - are documents comprising P & ID diagrams, isometrics drawings, test diagrams, specifications, vendor data and other documents that form a test package.
Mechanical Completion a condition of completion achieved for the Facilities or portion thereof, constructed in the strict compliance with all requirements of the Contract, including the successful completion of all required inspections, testing and pre- commissioning. All utility and electric power systems are fully operational and the WORK Site is in a clean and safe condition with all surface construction debris, equipments and excess materials removed and Costumer has issued a Mechanical Completion Acceptance Notice from the Facilities, or a partial Mechanical Acceptance Notice for any portion thereof.

Departmental Responsibilities Head Office Estimating END is responsible in Companys participation in projects development from bidding, pricing, acquiring award and extending field support in project implementation during construction. END have to make sure that the structure and method of pricing projects has been carefully studied to ensure that the competitiveness and accuracy of estimates is taken into account and applied. Project Engineering ENDs support to the operation of Project Engineering requires closer attendance and coordination from head Office. It is ENDs intention by having a dedicated Senior Engineer as coordinator between Project(s) and Head office, thus avoiding the possibility of late awareness of project deficiencies, which may bring financial burden to the project.

Individual Responsibilities
In order to properly implement these responsibilities, the Department has defined individual responsibilities of the following:
MANAGER-ENGINEERING DEPARTMENT Heads the Department, reports directly to the Executive Vice President and is responsible for: Ensuring strict implementation of Operational Departmental Procedures and the integrity of the engineering and pricing concepts. Provide technical & engineering direction to Project Operations and provide recommendations and advice to Executive Management on major engineering issues and decisions
Represent Mohammad Al-Mojil during technical and commercial clarification meetings with Costumers.
SR.PROPOSAL MANAGER Is responsible to the Department Manager for: Ensuring that all the aspects of the bid requirements specified in the scope of the work, technical specifications, drawings, and relevant bid documents are fully covered and considered in the bid proposal. Develop and implement competitive guidelines on estimating strategies, new engineering procedures, technical & commercial proposal presentations, costing, realistic planning and scheduling programs. Review and resolve field engineering problems and implement solutions and remedial measures.
ESTIMATING MANAGER
(Bid Development/Estimating)
Responsible to the SR Proposal Manager for; Ensuring the Estimating Supervising Engineers implementation of updated estimating system parameters, standards and procedures in the bid estimates to achieve a highly competitive bid proposal. The preparation of bid cost estimates and obtain the approval of the Sr. Proposal Manager, Engineering Manager and the Executive Management. TECHNICAL PROPOSAL SECTION HEAD Responsible to the Sr. Proposal Manager for the preparation of the bid, technical & commercial proposal requirements, and documentation works, ensure clients requirements has been prepared and submitted in accordance with the instructions.
Formulate and perform write-ups for bid execution and prepare other bid technical proposal required for the submittal and to review all those proposals prepared by Bid Proposal/Planning Engineers prior to finalization and incorporation on the technical proposal. Check final bid technical proposals prior to submission.
ESTIMATING ENGINEER (Civil, Mechanical, Electrical & Instrumentation) Responsible to the respective Discipline Estimating Supervising Engineer for; Quantifying the volume of work on each assigned specific discipline contained in the bid documents as per available bid drawings, specifications, applicable reference documents, and the bid scope of work. Identify MMG major supplied permanent plant materials and subcontract items. Prepare Material Cost Request and request for Subcontract Quotations. Attend and prepare report of Job-Ex Meeting and Site Visits. PROPOSAL ENGINEER
(Planning / Scheduling)
(Technical Bid Proposal & END Documentation) Responsible to the Technical Bid Proposal Supervising Engineer for; Development of bid construction schedules in bar chart or CPM (Critical Path Method), preparation of Manpower and Equipment Loading Charts and coordinate with other department of availability of resources to forecast a realistic time frame for incorporation in the bid construction plan schedule.
DOCUMENT CONTROLLER (Head Office Dammam) (Commercial Bid Proposal & END Documentation) Responsible to the Commercial Proposal Supervising Engineer (Commercial Bid Proposal & END Documentation) / Technical Proposal Section Head for; Receiving, recording, distribution of files and maintain all incoming and outgoing documents in an orderly and controlled manner. This includes bid documents from the Central Documentation Control Section, other departments and from other external source. Assist in the preparation and assembly of bid packages. Maintain in controlled manner all existing engineering files, keep all engineering references, books, brochures and other related engineering magazines in an orderly manner at the office library. Controlling the allocation of the Conference Room.
PROJECT TASK FORCE / STEEL FACTORY ENGINEERING / FIELD ENGINEERING SUPPORT GROUP SUPT. / SUPERVISING ENGINEER Is responsible to the Sr. Proposal manager for organizing and managing the nominated Task Force for newly awarded projects and management of the Site Engineering Support Group for: Supervise the Project Task Force comprising of appointed members from the Engineering Department assigned for civil, mechanical, electrical & instrumentation discipline engineering works, engineering documentation, drafting and as-built works. Preparation and submission of engineering contract deliverables, preparation of quantity material take offs for MMG and costumer supplied permanent plant materials. Provide technical and engineering requirements specified in the contract scope of work and required by the Project Manager.
The Engineers assigned in the Project Task Force for newly awarded project or Field Engineering Support Group is directly under the supervision of the Project Task Force Head. His main responsibilities includes:
Responsible for the activities of their respective engineering works discipline, including preparation of material quantity take off, sub-contract works, estimate quantity & cost for change orders, resolve engineering field problems and other engineering works directed by the Site Engineering Supt. and/or Supervising Engineer. DOCUMENT CONTROLLER (Project task Force / Field Engineering Support Group) The Document assigned at the project Task Force or Field Engineering Support Group is directly under the supervision of the Task Force / Field Engineering Support Group Engineering. His main responsibilities includes: Collect Issued for construction Drawings (IFC), specifications, standard references and other documents necessary to start the project from the costumer and implement control of incoming documents as per procedure.
Collect all bid drawings, project bid documents and data turnover by the Engineering Department (END) Document Controller to the project Task Force Supervising Engineer during the Hand-over of the project through the assigned Project manager and implement documentation control procedure.
