IN REFINEY & HYDROGENATION PLANT


Introduction

Emergency planning is an integral part of


the overall loss control program. It is
important for effective management of an
accident/incident to minimize losses to
people and property, both in and around the
facility.
Main objectives – Emergency Preparedness

• To control events and prevent escalation.


• To minimize the effect on people, property
and the environment.
• Effective rehabilitation of the affected
persons.
Critical elements – Emergency Plan
• Reliable and early detection of an
emergency and careful planning.
• The command, coordination and
organization structure along with efficient
trained personnel.
• Resources for handling emergencies.
• Appropriate emergency response actions.

# Rush to emergency control room.
# Cross check that key officials are in attendance as per the
emergency action plan, discuss the emergency and get in
touch with the respective area in-charge to know the latest
situation. He will accordingly guide the team, if necessary.
# Ensure that:
(A) Outside emergency services like fire brigade, police are
requisitioned to control & divert the traffic on adjacent road
and rail, as well as to maintain law and order and also safe
evacuation of the surrounding personnel.
(B) Nearby industries and population are informed about
the mutual aid and major emergency respectively

# Advise area in-charge to exercise direct operational
control on those parts of the unit which are out side the
affected area
# Maintain the speculative continuous review of possible
developments and assess to determine most probable
forthcoming course of events.
# Direct the shut down and evacuation of plant personnel in
consultation with the incident controller and key personnel.
# Liaise with chief officers of the fire, police and health
centre and provide information regarding possible effects of
the emergency on areas outside the plant.

appropriate, he will inform the corporate office.
# Advise area in-charge for proper care to preserve the
evidence, which may be required for investigation by
statutory agencies.

# Rush to site immediately and assess the extent of
emergency.
# Direct all operations to stop / remain continue within the
affected area taking into consideration, the priorities for
safety of personnel, minimize damage to the plant, property
and environment and following departmental emergency

working personnel to the fire & safety personnel, the local
fire brigade and other rescue team.

# Ensure that all non-essential workers / staff of the affected
areas are evacuated to the appropriate assembly points and
the areas are being searched for casualties.
# Set up communication facility for assembly points,
control room & incident point. He will be in touch with
emergency control centre for advance action and assistance
required from other dept. Or external agencies.
# Report all significant developments to the main incident
controller.
# Have regard to the need to preserve the evidence, so as to
facilitate any investigation into the cause and
circumstances, which caused or escalated the emergency.

The Responsibility – provisions of the constitution
The Manufacture, Storage and Import of Hazardous
Chemical Rules, 1989
Rule 14 (1): It shall be the duty of the concerned
authority as identified in Column 2 of Schedule 5
to prepare and keep up-to-date an adequate off-
site emergency plan containing particulars
specified in Schedule 12 and detailing how
emergencies relating to a possible major accident
on that site will be dealt with and in preparing that
plan the concerned authority shall consult the
occupier and such other persons as it may deem
necessary.
Column 2 of Schedule 5; Sl. No. 9:
Concerned authority: District Collector or
District Emergency Authority designated by
the State Government (for preparation of
off-site emergency plans as per rule 14.).
Rule 14 (4): The concerned authority shall
ensure that a rehearsal of the off-site
emergency plan is concluded at least once
in a calendar year.
