1) India Launches New Missiles With Nuclear War Head Capabilities


The successful test launch of Agni-5, the new

long range intercontinental ballistic missile with 5,000 kilometers range to reach key Chinese and European cities, is another feather in the cap of Indias defense technologies.

India Announces $1 Billion Innovation Fund


The fund with an initial seed capital of $20

million from the national government will focus on technological innovations relevant to tackling some of Indias unique challenges. Innovation has got a new tag in India: Inclusive Innovation. Indias Prime Minister Dr. Manmohan Singh has grandly announced the launch of a $1 billion initiative.

Inclusive Innovation Fund (IIIF) which will focus on fostering technological innovations aimed to

serve the needs of millions of poor citizens in the country. The $1 billion (Rs. 5,000 crore) IIIF will start with a seed capital of $20 million (Rs. 100 crore) announced by the Prime Minister during the release of the first report of the National Innovation Council in New Delhi on November 15, 2011. The Council is headed by Dr. Sam Pitroda, an advisor to the PM on innovation.

9. The next version of television will be here shortly as TV 2.0 which will turn current passive television viewer into instant participants. Similarly, augmented reality apps are available on smart phones recreating things in virtual reality for the viewer.

Scientific research utilizes money to generate

knowledge and by providing solutions, innovation converts knowledge into wealth and/or value. Innovation thus implies S&T based solutions that are successfully deployed in the economy. India has declared 2010-2020 as the Decade of Innovation. The policy aims to bring fresh perspectives to bear on innovation in the Indian context.

STI Policy: A new paradigm


STI can exist separately on their own in disconnected spaces. But it is their integration

that leads to new value creation. There is therefore the need to create the necessary framework for enabling this integration in identified priority areas by exploiting endogenous resources, strenghts and capacities. Science, technology and innovation for the people is the new paradigm of the Indian STI enterprise.

Global investments in STI are estimated at

$1.2 trillion as of 2011. Indias R&D investment is less than 2.5% than this and is currently under 1% of the GDP. Increasing Gross Expenditure in Research & Development to 2% of the GDP has been a national goal for sometime.

to ensure that its increasing public investment in science is directed at public, social and national needs rather than selling its scientific and innovation talents to the highest bidder.

India needs more frugal, distributed, affordable

innovation that produces more frugal cost products and services that are affordable by people at low levels of incomes without compromising the safety, efficiency, and utility of the products. The country also needs innovation processes that are frugal. in terms of resources required and these products and services must also have a frugal impact on the earths resources and must be designed to be environmentally sustainable. Innovations in India hence need to cast a wider net to benefit more and more people who are currently marginalized by the system.

A holistic view of the science, technology,

and innovation eco-system can ensure best points for intervention in the system. Stimulating this eco-system requires enablers in the form of policies, strategies, novel ideas, and catalysts to effectively meet the challenges in the system. The disease of corruption should be eliminated completely from the system.

Sometimes, the proposed plan becomes a

step in the reverse direction. Also, in the name of protecting publicly funded IP, it will make the process of research even more bureaucratic ridden and only help in stifling research rather than promote creativity and innovation.

India should take the following steps in order to take

its Scientific development to a higher level:
