for IP TAX

to facilitating NGN other opportunities like SWAN can
also be exploited
◦ It is Hub & Spoke model at national level which limits its
scalability
◦ Similar models need to be replicated at Circle level
◦ The networks at Circle level can preferably be
autonomous systems
