RESEARCH PROPOSAL

TOPIC; CULTURE AND TIME MANAGEMENT AMONG UGANDAS PUBLIC SERVANTS; THE CASE OF IGANGA DISTRICT

BACKGROUND TO THE STUDY


Time is recognized as a basic resource upon which other resources operate(Blair,2010). It should therefore be perceived as a very valuable resource which has to be managed well in order to achieve desired objectives(Drucker, 2009). Time management is the act or process of planning and exercising control over the amount of time spent on specific activities, especially to increase effectiveness, efficiency and productivity (Le Blanc 2009). In Uganda, despite time having been recognized as a resource which needs to be well managed, little regard is paid to this precious resource by especially the public servants(Mitala,2008). Iganga district has not been spared from the problem as it is indicated that public servants pay little regard to management oftime ( Iganga PAC 2013 ) What is the cause of the problem? Some writers have suggested that behind every individual behaviour, there are prevailing values which are based on culture(Senyimba,2008) .Culture is thus suspected to have a link to the way public servants manage time,

STATEMENT OF THE PROBLEM

Whereas time has been recognized as an important resource whose management should be paramount, it appears that in Uganda this is an exception rather than a rule, especially among the public servants. Accusing fingers have been pointed at culture which is suspected to have an influence on the way time is managed by the public servants. There is therefore need for a study aimed at ascertaining the link

PURPOSE OF THE STUDY.

Aimed at identifying aspects of culture which influence public servants in Iganga district, examining the way public servants manage time and establishing the relationship between culture and time management.

OBJECTIVES OF THE STUDY


To identify cultural aspects which influence public servants in iganga To examine how public servants in iganga district manage time To establish the influence of culture on time management among the public servants of iganga district

SCOPE OF THE STUDY

The study is to be undertaken among the public servants of iganga district. Study area is therefore iganga district which is found in eastern Uganda. The subject matter is the influence of culture on time management. The study period shall be from December 2013 to June 2014

SIGNIFICANCE OF THE STUDY

Contribution to an understanding of how culture influences time management, formulation of strategies aimed at improving on time management, and contribution to the academic world.

LIMITATIONS OF THE STUDY

The study is to limit itself only to the period from december 2013 to june 2014

THEORY OF THE STUDY

Culture influences individual behavior (Ssenyimba,2008). Studies of cultural values in various countries show different approaches to management which underpin very different management practices( Henry,2009). Therefore,according to the above, culture has an bearing on management of various aspects, including time

CONCEPTUAL FRAMEWORK
Culture is the independent variable, while time management is the dependant variable. The elements of culture which are to be studied are perception of time, cultural practices and gender roles The elements of time management which are to be studied are pla nning, controlling and supervision of time use
