EDUCATION

EDUCATION
Providing residential facilities for the students through 40 Hostels under Disabled Welfare Department and 5 Special Schools (3 VH and 2 HH) under School education Department have been established. 154 schools are run by NGOs (32 for Visually Impaired, 40 for Hearing Impaired, 20 for Orthopaedically Disabled and 62 for Mentally Retarded children).

EDUCATION
6 KGBV Schools are (2 for VH, 4 for HH) are functioning. 70 Residential Bridge Centers are functioning for providing short term training for mainstreaming in to normal schools through Sarva Siksha Abhiyan. For severe disabled persons home based training is provided to the siblings and parents under inclusive education

EDUCATION
965 blind and Low Vision children, 4215 children with Locomotor disability, 3377 with Mental Retardation 6425 with speech and hearing impairment are pursuing education in Government and private schools. 134000 school going children are admitted in Inclusive Education. Provision of Teaching & Learning Materials to all students through Sarva Siksha Abhiyan.

EDUCATION
115 Integrated Education Centers for Disabled @ 5 in each district 2 for Visually Handicapped and 3 for Hearing Handicapped have been sanctioned in the entire state are sanctioned under school education department. Inclusive Education for Children with Special Needs is one of the important interventions under SSA. To achieve education for all these children shall also be included in regular school as a zero rejection policy to achieve the ultimate goal of Universalisation of Elementary Education. 8

EDUCATION
AP RVM (SSA) has owned up the responsibility of preparing all school age special needs children with basic communicative, academic and self living skills before they are mainstreamed in to regular schools. Government run Braille Press for publication of books for Visually Impaired Introduction of computers to Visually Impaired through JAWS software

EMPLOYMENT
The Government of Andhra Pradesh have identified the jobs that are manned by the persons with disabilities vide G.O.Ms.No.145, W.D.C.W. & L (WH.Desk) Dept. dated 28.9.1992 The Government of A.P. has provided reservation in favour of the disabled in Group-I and Group-II services vide G.O.Ms.No.297, WD, CW & DW Dept. dt.9.10.2006 and G.O.Rt.No.106, W.D.C.W. & D.W. (DW) Dept. dated 13.4.2007 respectively. 10

EMPLOYMENT
On the whole 3% is reserved 1 each for HH, VH and OH in group A and B posts. Under C and D groups 3592 posts are identified under Special Recruitment Drive of which 2791 are filled. 3% reservation is provided in favour of the disabled in employment and the reservation is trifurcated into 1:1:1 to the visually impaired, hearing impaired and Orthopaedically Handicapped vide G.O.Ms.No.115, W.D.C.W. & L (WH.Desk) Dept. dt.30.7.1991. 11

EMPLOYMENT
Reservations of posts in services and age concession has been extended for 10 more years vide G.O.Ms.No.21, WD, CW & DW Dept., dt:29.4.2002. All departments to set apart 3% of their budget for implementing self-employment programmes for disabled vide G.O.Ms.No.24, dt:20.5.2002

EMPLOYMENT
Government have delegated powers to the Assistant Directors of the department for identifying the backlog vacancies / fresh vacancies reserved for physically handicapped persons and also to verify the roaster registers as in the case of SC/ST & BC for perfect enforcement of rule of reservation vide G.O.Ms.No.467, WD & CW (WH.Desk) Dept. dt.22.10.1997

The Government have provided 10 years of age relaxation in direct recruitment in favour of the disabled vide G.O.Ms.No.21, 13 W.D.C.W. & D.W. Dept. dt.29.4.2002.

Government have issued orders vide G.O.Ms.No.30, WD CW & DW Dept., dated 17.06.2002 directing all the Departments of Government and important agencies to provide barrier free environment for easy access of the disabled by implementing C.P.W.D. guidelines. As per the PWD Act, 1995, it is proposed to amend building Bye laws in Andhra Pradesh Town Planning Rules. These Byelaws shall be applicable to all buildings, recreation areas and facilities used by public including shopping malls, cinema theatres, parks, Hotels etc., and also bus and railway stations.

ACCESSIBILITY

ACCESSIBILITY
Proposals have been submitted to Government for provision of Barrier Free Environment in public utility buildings / places and amendments to Building Bye Laws Lr.No. C1/8723/23005 dt.15.03.2008, 11.09.2008 and 19.11.2008. A Core Expert Committee meeting was held on 15.5.2008 at Hyderabad - to examine the technical details of the changes proposed by the State Commissioner in the buildings of public utility for the providing of barrier free environment.

ACCESSIBILITY
A full-fledged workshop was conducted on 10.6.2008 on the proposed changes and incorporated the suggestions given by activists, NGOs. and Director General of National Academy of Construction who constituted the Core Expert Committee which has given the required suggestions on technical issues. APSRTC has launched to AC Semi Low Floor Ashok Leyland vehicles in hyderabad city which was inaugurated by Honble CM on 27.03.08 for the APSRTC has placed purchase order for 8 more such vehicles which would take the number of semi low floor vehicles to 17 10.

Action is being taken under Section 47 of the Act to protect the rights of disabled by registering cases, conducting hearings and issuing orders wherever necessary. Instances of discrimination in employment are brought to the notice of the State Commissioner Cases are registered and orders are passed after hearing both the parties

AFFIRMATIVE ACTION

Due to timely interventions of State Commissioner, alternate employment is provided in most of the cases so far 203 cases have been registers and 194 have been disposed. The details are as under:

Commissioner / Director, Disabled Welfare has been designated as State Commissioner under PWD Act vide G.O.Ms.No.2, dt:8.1.2000 & Reiterated by G.O.Ms.No:243, WD CW & DW (DW.A2) Dept., dt: 14.09.2007 Converged the efforts of Disabled Welfare Dept., with important developmental departments for extending better rehabilitation services No Separate staff is provided to the State Commissioner and the Department is functioning with the existing staff only.

Government sanctioned social security disabled pension @Rs.500 per head per month irrespective of age w.e.f 01.11.2008. The pension is sanctioned to 8,28,058 beneficiaries costing the exchequer Rs.496 crores vide G.O.Ms.No.454, Panchayat Raj & Rural development (RD.II) Dept., dt:14.11.2008.

For availment of any number of different Concessions given for meeting different needs to differently abled persons vide G.O.Ms.No.19 WDCW & DW (DW.A1) Dept. dt.25.6.2008. The Government vide G.O.Rt.No.395, WD CW & DW (DW.A2) Department, Dt.3.12.2009 issued orders providing laptop to visually challenged students as an assistive device for promoting access to quality education and enhancing their professional skills.

PROCEDURE FOR CONDUCT OF ASSESSMENT CAMPS FOR ISSUE OF DISABILITY CERTIFICATES THROUGH SADAREM
The Govt. of India had enacted the Persons with Disabilities (Equal Opportunities, Protection of Right and Full Participation) Act, 1995 and the Act came into force in Andhra Pradesh on 7.2.1996. Keeping in view the Act, 1995 with Rules notified by Govt. of A.P. and Govt. of India guidelines on evaluation of various disabilities and procedure for certification issued in 2001 and 2002 and superseding the existing rules, Govt. of A.P. have issued comprehensive guidelines for evaluation of various disabilities and procedure for certification vide G.O.Ms.No.31 dt.1.12.2009.

PROCEDURE FOR CONDUCT OF ASSESSMENT CAMPS FOR ISSUE OF DISABILITY CERTIFICATES THROUGH SADAREM
All the persons with disabilities shall be assessed afresh regarding percentage of disability and the existing certificates shall be replaced by re-assessing the PWDs by the concerned District Medical Board as per the new guidelines. For this purpose, the District Collector in consultation with the Superintendent, District Headquarters Hospitals and Superintendent of Teaching Hospitals are authorized to constitute required Medical Boards within the district. The old certificates shall become invalid after completion of the re-assessment and issue of certificates afresh.

PROCEDURE FOR CONDUCT OF ASSESSMENT CAMPS FOR ISSUE OF DISABILITY CERTIFICATES THROUGH SADAREM
Government of A.P. issued orders on assessment of degree of disability through software and guidelines for assessment vide G.O.Ms.No.371, P.R. & R.D. (RD.II) Dept. dated 2.12.2009. The Rural Development Department in close collaboration with Departments of Disabled Welfare Department, Medical & Health, NIMH have evolved a scientific computed aided disability assessment strategy with the help of HMRI.

This software is called as SADAREM (Software for Assessment of Disabled for Access, Rehabilitation & Empowerment).

PROCEDURE FOR CONDUCT OF ASSESSMENT CAMPS FOR ISSUE OF DISABILITY CERTIFICATES THROUGH SADAREM
The features of the software are:

Scientific assessment of degree of the disability is done on the basis of methods and formulae prescribed in the Gazette 2001 issued by the Ministry of Social Justice and Empowerment, Govt. of India.
Generation of a computer based Disability Certificate with unique ID along with Identity Card. Assessment of needs and maintaining the centralized data base. Software will also generate all the details including the support services that the disabled persons are entitled based on the need assessment and a record of the services provided from time to time. The database thus generated can be hosted in the Public Domain to enable service providers to reach out to the disabled persons.

PROCEDURE FOR CONDUCT OF ASSESSMENT CAMPS FOR ISSUE OF DISABILITY CERTIFICATES THROUGH SADAREM
The following are the guidelines for effective implementation of the software: The SADAREM software should be installed in all the hospitals where the disabled persons are to be assessed and issued the certificates & ID cards under the supervision of Medical Boards. However the maintenance of software and database management shall be the responsibility of PD-DRDAs in partnership with HMRI. All the certificates issued previously by the Medical Boards shall be invalidated on reassessment and fresh certificates issued along with ID cards using the above software. 33

PROCEDURE FOR CONDUCT OF ASSESSMENT CAMPS FOR ISSUE OF DISABILITY CERTIFICATES THROUGH SADAREM

All the Bus passes, Railway concession and other entitlements will be given based on the certificates & ID cards issued by the above software only.
District Collector may constitute a committee to organize the camps and issue the certificates & ID cards to all the eligible disabled persons and also use the same software in future for issuing of the certificate & ID cards.
