Oil Discharge Monitoring & Control System Equipment (ODMCS)

The unit should have a certificate of type approval issued by the flag state administration.

The unit should also have an approved operating manual.

1

ODMCS Category A
A category A monitoring system should be fitted to oil tankers of 4000 dwt & above. Category A systems employ: A control unit

A starting interlock
Overboard discharge controls
2

ODMCS Data to Control Unit

The control unit receives:
Oil content of the effluent Flow rate of discharge Ships speed in knots Date & time (GMT) Status of the overboard discharge control
3

ODMCS Starting Interlock

The starting interlock prevents:

The initiation of the opening of the discharge valve before the monitoring system is fully operational.
4

ODMCS Overboard Discharge Control

The overboard discharge control initiates:

The sequence to prevent the discharge in alarm conditions.

ODMCS Printer
The control unit must include a digital printer. This must provide: Instantaneous rate of discharge. Instantaneous oil content (ppm). Total quantity of oil discharged. Time & date (GMT) Ships speed. Effluent flow rate.
6

ODMCS Printer
Further information to be recorded on the printer: Overboard discharge status. Oil type selector setting (where applicable). Alarm condition. Failure (ie no flow, fault, etc). Override action (ie manual override, flushing, calibration 7 etc).

ODMCS Printer
Data should print out automatically:

Time discharge is started.

Time discharge is stopped. Record printout intervals not exceeding 10minutes. When an alarm condition develops. When normal conditions are restored.

ODMCS Printer
Data should print out automatically: When input data are introduced.

Whenever the computed rate of discharge varies by 10 litres / nM. When zero-setting or calibrating modes are selected.
On manual command.
9

ODMCS Alarms
Instantaneous rate > 30 litres / nM. Total oil discharged > 1/30,000. Power failure. Loss of sample. Significant failure of the measuring or recording system. If the input of any sensor exceeds the effective capacity of the 10 system.
