Adjust the attenuation of the VOAs in each channel of the M40V/D40V to 5 dB before commissioning.

Adjust the VOAs in M40V/D40V to make the optical power (or OSNR) closer to the average value.

Ensure that the maximum difference of optical power among all the
channels is within 4 dB and that of OSNR is within 2 dB.
