A newly established disaster management board has 33 branch in every province and consist of 497 Districts and administrative cities There is one finished and operated BNPB provincial office in Yogyakarta, next office will be build in some province include West Kalimantan in 2012

Current Regulation on energy efficient in Indonesia consist of:


Limitation on AC system and lighting usage in office building and houses. The using of low energy consumption electrical appliances. The using of efficent energy technology in electrical and mechanical systems. This Regulation is a very good start

Background

Air Condition System, General Lighting, Electrical appliances for easier work/life condition.. are commonly used inefficiently Operational Cost can be too high with the unefficient energy usage Ignorance of Environmental Quality by using non environmental friendly building feature is commonly happened

Start from the scratch.. The idea of constructing a government building with energy efficient concept.. As a facility to handle the disaster management, these buildings should be selfsufficiently energy supplied facilities in the emergency condition.. When the electrical power company could be failed to supply the power. To make this facilities as design prototype for BNPB (National Disaster Management Board) Office in another Province in Indonesia

The Concept:
- Slim shaped buildings for better ventilation and natural day lighting - Multi mass Buildings for phasing construction process - Using PV Panel on the roof top for electrical supply (at least for electrical fan blower ) - Rain water harvesting and utilizing the observation tower as water tower - Elevated Roof for ventilation air flows and day lighting

The method:
- On Design phase: - Calculating OTTV (Overall Thermal Transfer Value) and some factors to achieve the Greenship of New Building Set up by Green Building Council Indonesia - Selecting construction system, building utility system, natural ventilation system building materials - Setting up the construction phases. - For future development, selecting new Air Conditioning System with low energy consumption feature (eq: Solar Assisted Air Conditioning System) Additional method: - On Construction Phase: - Construction Method - Reducing waste materials - Reducing environtmental risk - Post Occupancy Evaluation: - Evaluation will be started at least after 1 year of the construction of phase 2 completed

The natural ventilation concept will be analyzed by using CFD (Computational Fluid Dynamic) software, by my colleague in Faculty of Engineering University of Indonesia to analyze my design concept. He is a PhD in Mechanical Engineering.

Additional concept will be implemented to reduce humidity level in side the building. Since the building will be located in Equatorial area with high humidity level (84,75% in average during 2011) I will use dessicant as passive dehumidifier. This dessicant will be put in some bags that will be placed inside tha partition wall and over the ceiling. The idea of using dessicant as dehumidifier, I choose as the replacement of salt that used for the same purpose according to Prof. Semidas lecture in KTH last November. Dessicant is a noncorrosive and non-toxic substance, compared to salt (NaCL), dessicant can adsorb water from the air better and safer.
