The United States Department of Housing and Urban Development (HUD) is a Cabinet department in the Executive branch of the United States federal government.

Although its beginnings were in the House and Home Financing Agency, it was founded as a Cabinet department in 1965, as part of the "Great Society" program of President Lyndon Johnson, to develop and execute policies on housing and metropolises. HUD is presently administered by the United States Secretary of Housing and Urban Development. Shaun Donovan, a former New York City housing commissioner and former Deputy Assistant Secretary of the United States Department of Housing and Urban Development, is the current Secretary, having been confirmed by the United States Senate unanimously on January 22, 2009. Its headquarters is located in the Robert C. Weaver Federal Building. Some important milestones for HUD's development include:

June 27, 1934 - The National Housing Act creates the Federal Housing Administration, which helps provide mortgage insurance on loans made by FHA-approved lenders September 1, 1937- Housing Act of 1937 creates the United States Housing Authority, which helps enact slum-clearance projects and construction of low-rent housing

July 27, 1947 The Housing and Home Finance Agency is established. July 15, 1949 The Housing Act of 1949 is enacted to help eradicate slums and promote community development and redevelopment programs September 23, 1959 The Housing Act of 1959 allows funds for elderly housing. September 1965 HUD is created as a cabinet level agency by the Department of Housing and Urban Development Act August 1974 Housing and Community Development Act allows community development block grants and help for urban homesteading February 1988 The Housing and Community Development Act provides for the sale of public housing to resident management corporations October 1992 The Housing and Community Development Act codifies within its language the Federal Housing Enterprises Financial Safety and Soundness that creates the Office of Federal Housing Enterprise Oversight, and mandates HUD to set goals for lower income and underserved housing areas . March 1996 The Housing Opportunity Program Extension Act give public housing authorities the tools to screen out and evict residents who might endanger other existing residents due to substance abuse and criminal behavior. October 1998 Government laws are proposed which would allow local housing authorities to open up more public housing to the middle class . November 2007 HUD initiates program providing seller concessions to buyers of HUD homes, allowing them to use a down payment of $100 May 2013 HUD announces it will "close its offices on May 24 and possibly six other days" as a result of the Sequester ( harmful automatic budget cuts)

Department of Housing and Urban Development (HUD ) HUDs mission is to create strong, sustainable, inclusive communities and quality affordable homes for all. HUD is working to strengthen the housing market to bolster the economy and protect consumers; meet the need for quality affordable rental homes; utilize housing as a platform for improving quality of life; build inclusive and sustainable communities free from discrimination, and transform the way HUD does business. Department of Housing and Urban Development Act of 1965 creates HUD as Cabinet-level agency. On January 26, 2009, Shaun Donovan was sworn in as the 15th United States Secretary for Housing and Urban Development.

The Office of Community Planning and Development (CPD) seeks to develop viable communities by promoting integrated approaches that provide decent housing, a suitable living environment, and expand economic opportunities for low and moderate income persons. The primary means towards this end is the development of partnerships among all levels of government and the private sector, including for-profit and non-profit organizations.

Consistent with these objectives, the Office of Community Planning and Development has developed a set of underlying principles that are used in carrying out its mission. Community building begins with job creation, employment, and creation of safe, decent and affordable housing. Planning and execution of community development initiatives must be bottom up and community driven. Complex problems require coordinated, comprehensive, and sustainable solutions. Government must be streamlined to be made more efficient and effective. Citizen participation in Federal, State and local government can be increased through communication and better access to information.

CPD seeks to encourage empowerment of local residents by helping to give them a voice in the future of their neighborhoods; stimulate the creation of community based organizations; and enhance the management skills of existing organizations so they can achieve greater production capacity. Housing and community development are not viewed as separate programs, but rather as among the myriad elements that make up a comprehensive vision of community development. These groups are at the heart of a bottom-up housing and community development strategy.

To - conduct oversight of the Government-Sponsored Enterprises, Fannie Mae and Freddie Mac, to ensureIn addition, : - manage the Fair Housing Assistance Program, administer the award and management of Fair Housing Initiatives Program grants, and propose fair housing legislation; - work with other government agencies on fair housing issues; - review and comment on Departmental clearances of proposed rules, handbooks, legislation, draft reports, and notices of funding availability for fair housing considerations; - interpret policy, process complaints, perform compliance reviews and offer technical assistance to local housing authorities and community development agencies regarding Section 3 of the Housing and Urban Development Act of 1968; consistency with the Fair Housing Act and the fair housing provisions of the Federal Housing Enterprises Financial Safety and Soundness Act; and - work with private industry, fair-housing and community advocates on the promotion of voluntary fair housing compliance.

Polic y Development and Research


To inform policy development and implementation to improve life in American communities through conducting, supporting, and sharing research, surveys, demonstrations, program evaluations, and best practice

PD&R provides a valuable service to researchers and the public by expanding the availability of statistics on housing and urban development. In addition to the American Housing Survey and State of the Cities Data Systems, PD&R makes available (1) unique data on the Low-Income Housing Tax Credit; (2) annual publications of fair market rents (FMRs) and estimates of Area Median Family Income, which are used as a standards for determining rent and subsidy levels in HUD and other federal and state housing programs; and (3) a variety of other publications on the characteristics of families assisted under HUD programs
