The rice terraces cluster of Barangay Nagacadan of Kiangan, Ifugao is a World Heritage Site, inscribed as a living cultural landscape. The living cultural landscape could be experienced as an Open Air Museum. This museum features the salient elements of the Ifugao culture without being intrusive and exploitative.
Project Goal
To develop an open-air museum that will establish a sustainable community based agri/eco-cultural tourism industry in the World Heritage Site of Nagacadan, Kiangan That contributes to the restoration and enhancement of the tangible and intangible heritage of the Rice Terraces of the Philippine Cordilleras And directly improve the socio-economic conditions of indigenous community that built and maintained the terraces.
To have an open-air museum in Ifugao that will present a microcosm of the Ifugao culture to visitors at the least intrusive manner. To assist local communities in the development and management of community based agri/eco-cultural tourism activities. Strengthen institutional capacity and provide the needed training of barangay officials, local guides and indigenous communities that focuses on sustainable community-based agri/eco-cultural tourism development.

Ensure that a Heritage Conservation Fund from a portion of tourism revenue is re-invested into cultural enhancement and socio-economic improvement programs for terrace farmers. To promote and market the Open Air Museum as an eco-cultural destination that embodies its values as a living cultural landscape.
DESCRIPTION
The Open Air Museum covers the Bilong-Pau-BayninanOnnop-Wingngiyon loop in Nagacadan, Kiangan, Ifugao. It is a living museum whereby households along the footpath of the designated loop actively participate but mainly through the showing of documentaries/ lecturettes. Locals show a documentary on an audio-visual equipment on a cultural practice such as hudhud chanting. Culture bearers could also be tapped to conduct lecturettes on a specific cultural practice and printed materials are displayed.
Visitors could touch and take pictures freely, unlike in other formal museums. These methods of information dissemination will lessen the actual performance of cultural practices which otherwise would be inappropriate and would desecrate the culture when done in the wrong setting and timing. Locals will not need to dance and sing every time a tourist visits the area.

Capacity building will be part of the project, through the institutional building of the Open Air Museum Management Board and project implementers. The Open Air Museum will give the visitor a sense of being in situ and at the same time be less intrusive in the regular way of life in the living cultural landscape of Nagacadan.

Conduct training needs assessment of all service providers i.e. guides, cooks, tricycle drivers, police, etc. Conduct series of skills training in accordance to the training needs assessment Conduct awareness seminars on basic tourism management such as concepts of carrying capacity, limits of acceptable change, etc. Establish evaluation and monitoring system to help management in the control of tourism growth
Objective 4
Established a Heritage Conservation Trust Fund. All activities, programs and projects will have to put 15%or more of its revenue into the Heritage Conservation Trust Fund. This fund will be used primarily for the restoration of the rice terraces and for the conservation of culture.
