National Disaster Risk Reduction and Management Council and the Local Government Units

Background
Republic Act (RA) No. 10121 (Philippine Disaster Risk Reduction and Management Act of 2010) granted local government units (LGUs) greater flexibility towards disaster mitigation, preparation, response, rehabilitation and recovery.

The recently approved National Disaster Risk Reduction and Management Plan (NDRRMP) of 2011-2028 shall become the basis in the preparation of Local Disaster Risk Reduction And Management Plans (LDRRMP) to be validated and accustomed to the local needs for the prevention and mitigation, preparedness, response, rehabilitation and recovery.

Four areas of risk reduction and management

Disaster prevention and mitigation Disaster preparedness Disaster response Disaster rehabilitation and recovery

1. Disaster Prevention and Mitigation


Disaster Prevention refers to the outright avoidance of adverse impacts of hazards and related disasters. Disaster mitigation refers to the measure that would lessen or limit adverse impacts of hazards and relted disasters.

ACTIVITIES and PROJECTS


Conduct risk assessment, vulnerability analysis, and other science-based technology and methodology to enhance LGU ecological profile Implement Community-based Monitoring system Capability building (train, equip, organize, provide funding, sustain) Integrate disaster risk reduction and management into various environmental policies and projects Conduct vulnerability analysis and risk assessment for critical facilities and infrastructures Constructions of dams or embankments that will reduce/mitigate flood risks

2. Disaster preparedness
-the knowledge and capacities to effectively anticipate, respond, and recover from the impacts of likely, imminent or current hazard events or conditions

ACTIVITIES and PROJECTS


Conduct trainings on disaster preparedness and response, search, rescue and retrieval operations Conduct simulation exercises Development of information, education and communication campaign and information sharing between LGUs and national government Development of standard operations manual for Disaster Operation Centers Development of standard operations procedures for deployment, evacuation and coordination with rapid assessment teams Development of early warning systems Conduct disaster risk reduction and management researches Development and conduct regular review of contingency plans Stockpiling of basic emergency supplies

3. Disaster Response
-the provision of emergency services and public assistance during or immediately after a disaster in order to save lives, reduce negative health impacts, ensure public safety and meet the basic needs of the people affected.

Provisions of alternative livelihood relief or assistance to victims of disasters Provision of tents and other temporary shelter facilities Provision of food subsistence or relief goods to disaster victims

4. Disaster Rehabilitation and Recovery


Rehabilitation measures that ensure the ability of affected communities /areas to restore their normal level of functioning by rebuilding/ rehabilitating damaged infrastructures Post Disaster Recovery the restoration and improvement where appropriate of facilities, livelihood and living conditions of disaster-affected communities (Build back better)

Formulation of designs for the reconstruction of disaster-resilient houses Construction/ Rehabilitation of damaged infrastructure facilities and evacuation centers Implementation of building code and promotion of green technology Conduct post conflict analyses

UPDATE
The National Disaster Risk Reduction & Management Council (NDRRMC) has reiterated anew its zero casualty target this typhoon season. Together with other government agencies, NDRRMC conducted on June 11, Tuesday, its planning session, geared at mitigation and preparation. Based on the presentation of the agencies, NDRRMC Director Eduardo del Rosario said the country is now ready to face the rainy season. He said typhoon levels 1 and 2 are manageable but levels 3 and 4 will be needing the mobilization of national government efforts. He added local chief executives also have a big role in disaster preparedness, and they are also accountable for any mismanagement. He said LGUs should already be aware of the hazard maps of each region. The local government officials were also tasked to submit their land use plan. -ABS-CBN News
