Sustainable Transportation

Sustainable Development
Development which meets the needs of the present without compromising the ability of future generations to meet their own needs
World Commission on Environment and Development, 1987

Transportation impacts on sustainability

Economic
Traffic congestion

Social
Inequity of impacts

Environmental
Air and water pollution

Mobility barriers
Accident damages Facility costs Consumer costs

Mobility disadvantaged
Human health impacts Community interaction Quality of life

Habitat loss
Hydrologic impacts Depletion of nonrenewable resources

Sustainable Transportation
Aim: provide access to all groups of people in the city in a manner that is within the environmental carrying capacity of the city and is affordable to both the providers and the users of the system

Sustainable Transportation
Objectives:
(i) Reduce the travel demand, particularly by motorized modes by reducing the number of trips and trip lengths (ii) Greater use of truly sustainable modes (i.e. walking, cycling and public transport) (iii) Efficient use of existing systems and reducing the use of all resources natural, physical and financial (iv) Increasing energy efficiency and emission standards of motorized vehicles.

Transportation Planning

TRANSPORTATION PLANNING AND GOVERNANCE

Planning for public transit, network of pedestrian sidewalk and bike lanes Capacity of the Transport Authority Public Participation in the Planning Process Financing for the Transportation System Affordability of the Transportation Services

LAND USE AND TRANSPORTATION INTEGRATION (LUTI)

Promote dense and mixed use developments to reduce the number of trips and trip lengths by motorized modes
Sidewalks,

Pedestrian Ways and Bike Lanes + Public transit Road Hierarchy System Greater use of e-governance and ecommerce (ICTs)

PUBLIC TRANSIT SYSTEM

Diversity (multi-modal) Integration (physical, operational and ticketing system) Balanced (network coverage and affordable) Quality (reliability, speed, comfort, cost of service, environmental, ITS) Accessibility (location of transit stops, design of stations, access design)

PERSONAL VEHICLE
Reduce the modal share and trip lengths by personal vehicles
Traffic

Demand Management (TDM) Congestion pricing during peak hours High Occupancy Vehicle (HOV) lanes Road pricing Parking policies in the CBD area (no. of spaces, pricing, restriction on on-street parking) School bus system, Employer buses Fuel tax

SAFETY AND SECURITY

Design

all the roadways, intersections, sidewalks and bike lanes using the road and highway design guidelines Traffic signs, markings, lights, cameras Enforce the traffic law Special driver training for public transit systems Vehicular inspection and maintenance

URBAN FREIGHT TRANSPORT

Implement a designated large freight vehicle road network and consolidation centers with designated parking and loading/unloading areas
Relocate

whole-sale centers Incentives to trucking companies for operating environmental friendly vehicles

EMISSIONS
Transportation sector is the second largest source of CO2 emissions
Implement

emission standards for all classes

of vehicles Encourage modal shift to more energy efficient and low-carbon modes
