07 Safety and HSE Plan

 We, National Construction & Trading LLC hereby confirm to comply strictly
with GS E&C’s Safety and Security regulations and HSE Management system
to execute the work successfully. In order to do so ;

1. We will submit a HSE Management System Plan to GS E&C for the approval
within 1 month after the Contract
2. We will dispose Workers with PPE and Safety Training Courses & Job
orientation
3. We will execute Morning Exercise, Tool Box meeting, Safety Slogan every
morning
4. We will make Safety Petrol at a appropriated interval
5. We will put a signboard to show the Safety keeping status
6. We will inspect the Rigging Tools periodically for the Safety purpose to prevent
any Accident
7. We will keep our Camp clean always
8. We will execute Emergency Shunting Training
9. We will make periodic training for the fire and safe driving
10. We will give awards to the ones deserve for the Safety, at the same time, give
warnings for the ones who violate the Rules

08 Quality Assurance & Quality Control Plan

 We will comply strictly both GS E&C's QA/QC Procedure and our


QA/QC Plan to fulfill the needs and to satisfy the Client
- Inspection & Test Plan and QA/QC Procedures reflecting IIP will be
provided for the approval from GS E&C before the commencing of the
Work.
- All the activities of QA/QC in the Site to be done by the Procedure.
- All the Documentations to be done by the QA/QC Procedure &
Document Control Flow Chart.
- All the Reports will be provided according to the Procedure Daily,
Weekly, Monthly, according to the Procedure.
- Welder Training Center will be provided for keeping Welders high
level of Quality.
- Welding Consumables should be kept properly for the quality welding
according to the Procedure
- Method Statement will be submitted for the Approval before the job
commencement.

11 Raw Material (Including Finishing) Supply & Sourcing Plan
The Contractor shall procure all materials within the scope of the
Contract.Either from local market or overseas market.
The procurement management consists of:
1. Preparation of requisition
2. Floating of enquiry & technical / commercial review of offers
3. Selection of Vendor and Placement of order and
4. Expediting and Site transportation.

The Contractor shall maintain and update a material planning and tracking
sheet and submit it to GS E & C on a monthly basis along with the progress
reports.

The MTS format shall be agreed with GS E & C. The MTS shall provide a direct status of
material procurement with respect to planned and actual dates of execution of activities.

The Contractor shall carryout expediting on all purchase orders placed for the Contract. The
expediting shall either be from the Contractor Home Office at Muscat or at source of manufacturing.
The expediting from home-office shall be through telephonic / facsimile messages. The expediting
status of items shall be reported in the Monthly Progress Reports to the GS E & C.

The reporting shall also include details of any slippage. The Contractors Inspection, Expediting &
Vendor Data Control Procedure shall be implemented to provide effective control on expediting and
reporting.

The materials shall be inspected upon receipt. The material control documentation at the Contractor’s
Central Stores shall include:
1. Preparation of Stores Receipt Voucher (SRV)
2. Preparation of Site Issue Voucher (SIV)
3. Accounting Documentation.

The materials shall be transported to Site suitably. The material handling instructions shall be complied
with to avoid damage during loading and unloading. The material for construction shall be issued from
the Site Stores. The Store Keeper shall be responsible for management of materials as per Site Stores
procedure.

On completion of project, the surplus materials, if any, shall be returned to the Central Stores vide STN
(Stores Transfer Note) as per Contractors applicable procedure.

- Progress Measuring will be done daily at 9.00 AM


- Every Thursday We will be submitting a weekly report and a three
week look ahead.
- With our monthly progress report we will be submitting a three
months look ahead
- We will submit our Invoice on the 24th of every month

 Scaffolding Plan
Scaffolds are used in construction area as temporary work laces to provide support for workmen,
plant and materials used in buildings, construction, maintenance, repair and demolition work, etc.

SCAFFOLDING HAZARD
 The accidents to workers that are due to fails from a height or to scaffold collapses show clearly
the importance of properly constructed and maintained ladders and scaffolds. Apar from
collapses the principal hazards are;
 Unsecured ladders slipping
 Use of unsuitable or faulty materials
 Inadequately supported scaffold boards
 Inadequate or irregular platform widths
 Omission of guard rails or toe beads
 Failure to secure scaffold to the building or to brace it adequately
 Overloading the platforms and scaffold, etc.

All steel tubing used for scaffolding shall confirm to BS 1139


Tube to BS 1139 is nominal 1/21’ diameter tube and shall be free of cracks, surface flaws and other
defects.
All tubes should be maintained in a clean condition and regularly inspected.

FITTINGS
All fittings, e.g., couples, clamps, etc., used for scaffolding shall conform to BS 1139.
Fittings should be regularly examined. Moving parts should be regularly lubricated for easy movement.

 A good base is essential, so the ground or floor on which the scaffolding is going to stand should
be carefully examined. Soil or made up ground will need consolidating.

 Sole plates at least 9”X1 1/2”(230mmX 40mm) cross section are required to spread the load on
earth, made up ground, asphalted surface etc. Sole plates shall extend under at least two
standards and joints shall be positioned so that they fall within one half to one third of the distance
between any two adjacent standards. At the end standard the sole plate shall project a similar
distanced.

 Small timber pads may be used on solid bearing, such as concrete where there is no risk of the
standard and base plate sinking or becoming displaced. Any other make shift arrangement e.g.
barrels, boxes, loose bricks of concrete blocks shall not be used as a substitute for sole plate for
construction of scaffold.

 Where materials are to be stacked on a working platform or working place above the height of the
toe boards, suitable barriers shall be positioned so as to prevent the fall of such material from the
platform or place.

 Access to a working platform is best achieved by providing a separate ladder tower or cantilevered
access platform so as not to obstruct the platform and to minimize the possibility of persons falling
through the gap in the guardrail or decking.

 Scaffolding shall be erected, altered and dismantled by experienced workmen working under
the direction of a competent supervisor.
 Scaffolding materials and other objects shall not be dropped, thrown tipped or shot from
heights.
 All scaffolding shall be inspected after completion of erection and then at least every seven
days and after weather likely to have affected stability.
 Workers shall not work on scaffolds during storms or high winds.

ERECTION
 The procedure for erection should be such that an unstable condition is not reached at any
time. This recommendation is as important in low scaffolds as in taller ones. The ties for the
scaffold are to be erected and should reach each tie position.
 No portion of the scaffold should be utilized unless that portion is fully decked, braced and
tied. Warning notices shall be fixed to draw attention to those arts of a scaffold, which are
incomplete and should not be used.

DISMANTLING
 During dismantling, no component, which endangers the stability of the remaining structure,
shall be removed.
 If dismantling has reached the stage at which a critical member has to be removed, e.g. a tie
or a brace, the stability of the structure shall be assured by fixing a similar of otherwise
adequate member in place lower down before the member to be taken out is removed.
 Because of the changes, which are made in a scaffold structure during its working life, it is not
safe to assume that dismantling can be carried out in the reverse order to the erection. The
scaffold, especially its tying and bracing, should be inspected prior to dismantling.
 If the scaffold is defective, it should be made good before dismantling commences.
The procedure of dismantling shall be orderly and planned and should proceed generally from
the top in horizontal sections.
 Scaffolds shall not be dismantled in vertical sections from one end towards the other,
especially in cases where a hoist tower, which apparently gives support to the scaffold, is to
be left standing, unless special consideration is given to ties and bracing.
