The use of chemicals in farming was introduced by the first
world countries, US and European countries to meet the
demands of the growing population. Artificial chemicals would reinforce the exact nutrients of the soil needed by the plants to grow without waiting for the natural time especially the so-called seasonal plants. (Fertilizers and other soil additives) The typical Philippine agriculture is communal. With traditional method of farming, farmers have no control over nature when pests attacked the farm and yielded nothing. So that artificial pesticides are produced in laboratories. Weeds are also the most common enemy in farming. With their presence, farm would yield less than what you invested. Herbicides are invented. Other chemicals are used to stimulate plants to bear fruits. The constant use of chemicals in farming does not help the soil regain its natural nutrients. Instead this method of farming makes the soil more acidic. Therefore, other chemicals are manufactured to neutralize the acidity of the soil to produce more crops. Spraying pesticides kills also the good insects and not only the pests. Farmers after spraying the chemicals would usually wash their equipment in the rivers and the remaining chemicals run thru it to the seas. Thus destroying the habitats of the fishes, including coral reefs. Other lives in the rivers, like shells, shrimps, crabs, eels, clams, frogs, turtles, fresh water fishes die also because of these chemicals. Other insects are resistant to the chemicals and form another colony which is more stronger to devastate acres and hectares of plantation. So that the never ending demand of new chemical invention continues. Modern synthetic farming really destroys the natural web of life. It is the culprit of reducing the number of species of insects, birds, flowers, fishes and many other animals. Predators die because of the chemically contaminated prey. Insectsfrogs.snakes.eagles/birds..monkey s etc. Ultimately the web of life would boil down to the life of man. Farmers become indebted from many lending institutions due the increasing demands of artificial farming biologics. Rice farming for example demands plenty of chemicals from planting to harvesting. (anti-cohol, golden cowry). The result, most farmers become tenants of their own land because of the foreclosure of their property by the banks and other lending institutions due to non-payments of loans. National scene pictures out Philippines is an agricultural country but we are dependent on imports of agricultural products from other foreign countries like the U.S. Studies show that to much artificial chemical intake would reduce the size of the human brain. ( Source: Internet article on synthetic chemicals) Diseases which used to be genetic in nature long time ago can be acquired thru lifestyle. Processed foods are chemically concentrated, sodas in soft drinks too. (Diseases like, Diabetes, arthritis would now usually manifest at early stage of human life.). Artificial chemicals when already in the system of the human body would weaken the immune system.the human system that would combat diseases producing bacteria. Synthetic lifestyle of the modern man shortens his life span. Artificial chemicals used in farming, processing foods, preserving foods, manufacturing of flavored foods are treated the gradual weapons of mass destruction. Section 1 Title This act shall be known as the Organic Agriculture act of 2010. Section 2 Declaration of Policy State policy to promote, propagate, develop further and implement the practice of organic agriculture in the Philippines that will cumulatively condition and enrich the fertility of the soil, increase farm productivity, reduce pollution and destruction of the environment, prevent the depletion of natural resources, further protect the health of the farmers, consumers and the general public and save on imported farm inputs. Organic means biological or ecological. Organic production system is a system designed to: 1. Enhance biological diversity within the whole system. 2. Increase soil biological activity.
3. Maintain long-term soil fertility; 4. Recycle of wastes of plants and animal origin in order to return nutrients to the land, thus minimizing the use of nonrenewable resources; 5. Rely on renewable resources in locally organized agricultural system; 6. Promote the healthy use of soil , water and air as well as minimize all forms of pollution thereto that may result from agricultural practices; 7. Develop and promote the use of biotechnology in agriculture; 8. Handle agricultural products with emphasis on careful processing methods in order to maintain the organic integrity and vital qualities of the product at all stages; 9. Become established on any existing farm through a period of convention, the appropriate length of which is determined by site-specific factors such as the history of the land and type of crops and livestock to be produced. Section 5 National Organic Agricultural Program . Involvement of the LGUs, POs and NGOs Section 6 National Organic Agricultural Board (NOAB).To carry out the policy and program provided in this act. Ensures the full participation of POs and NGOs. Section 7 Composition of the NOAB Secretary of the DA,DILG, S&T, DENR, Education, DAR, DTI, Health, and their authorized permanent representatives and the representatives from the small farmers, representative from each NGO involved.
Promotion of Research Development and ExtensionSUCs and the academe. Tax Holidays for seven years (Big Investments) Exemption from the payment of duties on the importation of agricultural equipment Local taxes incentives to farmers Zero-rated value-added tax (VAT) Subsidies for certification fees and other support services to facilitate organic certification. Section 25 Appropriations Fifty million pesos (P50,000,00.00) fund allocation for the initial implementation of the law on Organic Agriculture is budgeted by the national government. Signed into law by President Gloria M. Arroyo on April 06, 2010
