Qrxlevmin of start IRAT Measurement Threshold and Trigger LTE Reselection Threshold is -64,
SNonIntraSearch is 9, and ThrshServLow is 8;
Qrxlevmin of Trigger UMTS Reselection Threshold is -58, ThreshXLow is 6

Pcompensation= max(UE_TXPWR_MAX_RACH P_MAX, 0)
UE_TXPWR_MAX_RACHSystem Information SIB6 broadcast , PmaxUtran=33

PmaxUtran Modify (2)

3GPP define UE power in protocol 25.101,
Original HUAWEI under 3GPP protocol, according to UE maximum power for parameter setting,
so set PmaxUTRAN to 33.
But it was found that UE power at the beginning of the design is 24.

So we found that if we set PmaxUTRAN to 33, then Pcompensation is 9, result in UMTS
reselection threshold is set to -94dBm, hence if user is in UMTS poor coverage area, like cell
edge, UE will hard to reselect from LTE to UMTS.

so HUAWEI recommend optimize PmaxUtran, from 33dBm to 24dBm.
after optimization,
Start IRAT Measurement Threshold: Qrxlevmeas(RSRP) = -64*2+9*2 = -110
Trigger LTE Reselection Threshold: Qrxlevmeas(RSRP) = -64*2+8*2 = -112
