The House of Lords is a kind of contrabalance to government and house of
commons, this mean that lords can introduce their ownchanges in a law, can
influence decisional process, they are a type os
opposition.
The House of Lords is that place where Prime Minister can honourably
dispose of unwanted MPs.
Expertise is one of the merit of the lords, they have experts in many
fields.such thank to them where adopted different law, for example the Beer
Act 1980.
The views of the parties:
- the political parties are against the house of lords.
- the labous party wanted to elect a new chamber to replace the Lords,
many peers had wanted to leave the chamber, in this case were decides to
reform the chamber.
The judicial functions of lords should be separated from parlamentary lords
functions

Past proposals include:
Functional representation of pressure and interest groups, rather than a party
system(suggested by Mackintosh).
Phasing out of hereditary peers (last proposed by Labour in 1969 when it
was defeated by a combination of left-wing Labour and right-wing
Conservative MPs for whom it was too little and too much, respectively).
Complete abolition (Labour, 1983).
Indirect election of representatives from regional bodies (Allice, 1987
manifesto).
Adirectly elected second chamber based on proportional representation
(Lord Hailsham in his 1976 lecture Elective dictatorship).

House of Commons (making the law)
The government use the Guilloine - time limit . Ministers blame
opposition MPs for time wasting ; the opposition argue that the guillotine
negates the parliamentary process.
Special standing committees can investigate the issues behind a billand may
examine witnesses and experts.
Delegated Legislation is controversial , it is also known as indirect or
secondary legislation , because it allows ministers , local authorities and
others to make detailed regulations . It thus turns ministers into lowmakers ,
breaching the principle of separation of powers Delegated legislation
passes through Parliament much more quicjly than primary legislation
