Pilot Pollution
Actix scripts for segments analysis have been enhanced
with with the addition of pilot pollution arrays:

Number of pilots seen in every bin


Number pilot polluters
SC of 1st order pilot pollution
SC of 2nd order pilot pollution
SC of 3rd order pilot pollution

Pilot pollution is defined as cases of poor dominance,


where too many pilots are present and can result in:
Reduced capacity,
Excessive soft handoff events

A pilot is considered to be a polluter if it is within 8 dB of


best server when the active set is >=3
Active set size is estimated from scanner data by using network
SHO thresholds.

Number of pilots seen (with Ec/Io > -18 dB)
