CONCLUSIONES
El programa de conversin de
vehculos a gas natural es un proyecto
fundamental en el inicio de las
polticas que promueva el cambio en la
matriz energtica y el desarrollo del
mercado local del gas natural a travs
de un incremento sostenido de la
demanda de gas natural.

CONCLUSIONES
Las condiciones necesarias para el
cambio de matriz vehicular son:
la disponibilidad de gas
la tecnologa disponible y confiable
precio accesible de la tecnologa de
conversin
precio del gas no dependiente de un precio
internacional
no existe inflacin importada en el precio del
gas

Propuesta:
Disear y establecer polticas para el
desarrollo del mercado del gas en
base a una planificacin energtica
estructural y de largo plazo.
Reducir el riesgo pas (riesgo poltico
y social)
Proporcionar
seguridad
jurdica
adecuada y equitativa

CONCLUSIONES
Eliminar las distorsiones en el mercado
como los subsidios
Planificar y aplicar una poltica integral
impositiva al sector hidrocarburfero que
permite equilibrar los intereses de los
distintos agentes que interactan en este
mercado.
Establecer una poltica de precios que
permita reflejar el costo de oportunidad,
internalice las externalidades y costos
sociales.
