from oil and gas)

2. RICE INDUSTRY TRENDS


FROM 2001 TO 2011
The local production of rice was generally increasing
from 372 metric ton in 2002 to 1,480 metric ton in
2011.

3. Problems
Why is the production/increase relatively low?

Department of Agriculture aims to increase
rice production in the Sultanate to 60 per cent

Brunei recorded 5% per cent in rice self


sufficiency in 2012/2013 which is still far from
the expected percentage.
From the 1st to the 8th NDP, we focused more
to developing the infrastructure and oil gas
sector.

The factors that would hinder Brunei


Darussalam from becoming self-sufficient in rice
production.
The job is not appealing to the younger generations.
Challenge to change from conventional to moderns
technology.
Inefficient irrigation system.
Pests and diseases attacking the paddy plants.
Price for local rice more expensive than the imported
rice (provide evidence)
Too dependent on the luxury of oil and gas.

Lesson Learn from Thailand


The opening up of new land was encouraged by tenure
rules that allowed family farmers to clear enough land for
a small farm and then to obtain secure property rights.
Investments in roads and irrigation were later
complemented by more spending on electrification and
telecommunications.
To resolve failing rural credit markets, funds have been
channeled through a state-owned bank, using group
lending to reach small farmers, while mobilizing funds by
attracting savings.

Conclusion
Its growing steadily but not enough to achieve the 60%
as things are being done slowly.
People of Brunei are used to eating the imported rice
instead of the local rice.
We have to learn from other countries on how to be
successful in rice production.
