Trust the Sender who has a Message for the Receiver in a


Code that is easily understood, communicated through
appropriate Channels, whilst avoiding Noise.

Hato’o ita bo’ot nia mensajem kona ba saude:

• Access to (seek, receive, impart) Information is a Universal Human Right,


as enshrined in Article 19, of the Universal Declaration of Human Rights
(1948). This right is safeguarded in Timor-Leste by Article 40, of RDTL’s
Constitution.

successful in getting your point across. Each element of the process of communication
needs to be considered equally to ensure good communication practice.

• Access to information is a Universal Human Right;
• You should look at communication as a process, not just a result;
• Trust permeates all levels of the communication process;
• When sending messages across there must be a relationship of reliance
between you (sender) and your audience (receiver);
• Messages must be short and simple; less is more effective when dealing
with high rates of illiteracy, and an opportunity to negotiate meaning with
someone who can clarify the meaning of the message(s) is more valuable
than trying to provide all the information in one go;
• The language used, cultural sensitivity, medium used are crucial to ensuring
the message is interpreted according to a preferred meaning;
• There are a range of channels available for you to put your message across
in Timor-Leste but Word of Mouth and Social Networks still need to support
the media and increase your ability to get your message across;
• There are many things you can do to avoid your message getting lost while
moving through the different elements of the process of communication, this
offers you an opportunity to review all the steps involved and re-work and
adapt your message, the way you deliver it, and who gets to receive it and
what they do with it subsequently;
