With four hundred and ninety (490) nursing


colleges in the country, the Philippines is
producing up to one hundred thousand
(100,000) nurses every yearway beyond
its needs, and there are only thirty six
thousand (36,000) official positions for
nurses in the country in both the private
and public sectors (Lapea, 2013); hence, it
is projected that the number of unemployed
nurses in the Philippines is at least three
hundred thousand (300,000), as estimated
by the Professional Regulation Commission
(Herrera, 2014).

The Philippine Nursing Association (PNA) exposed the practice


of several hospitals of hiring only interns instead of permanent
nurses and asking them to pay P3,000 to P3,500 for their
internship fee (See, 2008), however authorities have
repeatedly denied the existence of the problem (Mateo, 2011).
The Department of Health (DOH) Secretary, Enrique T. Ona,
issued DOH Memorandum No. 2011-0238 directing all DOH
Hospitals to discontinue all existing programs involving nurses
who
deliver
free
services
in
exchange
for
work
experience/volunteer nurses, volunteer trainings, and all other
similar programs. All hospitals-based trainings for nurses
should follow a definite career progression to be defined and
accredited by the DOH and Professional Regulatory
Commision-Board of Nursing. However, even if the
aforementioned DOH Memorandum has already been adopted,
exploitative volunteer programs and false training continue to
persist (PSLinkConfederation, 2012).
