Functions of LGE in the Philippines

LOCAL GOVERNMENT
Local government is a form of public administration which, in a
majority of contexts, exists as the lowest tier of administration
within a given state.
LOCAL GOVERNMENT EXECUTIVE
Serves as the chief officer of a local government unit exercising
executory powers.
LOCAL GOVERNMENT IN THE PHILIPPINES
Consists of administrative units such as:
Provinces
Cities / Municipalities
Barangays

Functions of LGE in the Philippines

PROVINCE
The largest unit in the political structure of the Philippines. It consists, in varying numbers, of
municipalities and, in some cases, of component cities. Its functions and duties in relation to
its component cities and municipalities are generally coordinative and supervisory.
CITY
There are three classes of cities in the Philippines: the highly urbanized, the independent
component cities which are independent of the province, and the component cities which are
part of the provinces where they are located and subject to their administrative supervision.
MUNICIPALITY
Is a political corporate body which is endowed with the facilities of a municipal corporation,
exercised by and through the municipal government in conformity with law. It is a subsidiary
of the province which consists of a number of barangays within its territorial boundaries, one
of which is the seat of government found at the town proper (Poblacion).
BARANGAY
The smallest political unit into which cities and municipalities in the Philippines are divided. It
is the basic unit of the Philippine political system. It may consists of less than 1,000
inhabitants residing within the territorial limit of a city or municipality and administered by a
set of elective officials.

PRE-COLONIAL PERIOD (900-1521)


Prior to the Spanish colonization into the Philippines, there had
been an existing form of government in villages and indigenous
communities across the country, they were known to be called
Barangays.
Social Classes:
Datu (acts as chieftain with executory, legislative, and judiciary
powers)
Timawa
Alipin
1. Aliping Namamahay
2. Aliping Saguiguilid

SPANISH COLONIZATION (1521-1898)


Since Philippines is a colony, The King of
Spain oversees the entire nation through its
Governor-General who implements and
executes all laws, directives, and orders
coming from the Kingdom of Spain.
Spanish Colonial Government is divided into
Provinces, Pueblos, and Barangays.

Encomienda
This involved the land, the crops that can be found in it, and the people
living on it. This system was an old practice in Spain wherein the King,
in an effort to recognize the good deeds, services, and loyalty of his
officers and men awarded a piece of land.
Those who received the encomiendas were call encomienderos.
Functions of Encomiendero
Protect the people from any kind of attacks organized by armed
groups.
Take care of the general welfare of the people.
Maintain peace and order within his encomienda.
Help the Spanish missionaries spread the teachings of Christianity to
the indigenous people.
Collect taxes from the people living within his encomienda.

Provincial Government
The type of local government which replaced the
Encomienda system.
2 Types:
ALCADIA (provinces whose inhabitants had
accepted the Spanish rule)
CORREGIMIENTO (provinces whose inhabitants had
resistance to Spanish rule)

Functions of Alcalde Mayor/Corregidor
Perform executive and judicial functions.
He was appointed by the Spanish GovernorGeneral.
He was mandated by the Spanish GovernorGeneral to enforce laws in his provinces and
collect taxes.
He had the power to dispense justice.

Pueblo
Each pueblo/town was ruled and controlled by Gobernadorcillo.
Functions of Gobernadorcillo
Chief enforcer of the law and tax collector of his town.
The highest government position given to a Filipino native
provided that he/she is a part of the group called PRINCIPALIA.
Had a one-year term.
He had the responsibility to manage infastructure (i.e. roads
and bridges) construction in his town.
He also had the function to maintain peace and order within his
town.

Barangay/Barrio
The smallest unit of the government ruled and governed by
Datus turned Cabeza de Barangay.
Functions of Cabeza De Barangay
This position was hereditary in the beginning, but later became
appointive.
He can also serve for one year.
His main duty was to collect taxes or tributes within his jurisdiction.
He was tasked to manage and keep the census on his barrio.
Cabeza de barangays did not receive any salary and yet they were
responsible to turn in 100% collection of taxes.

CURRENT PERIOD
Due to Republic Act No. 7160, otherwise known as the Local Government Code of 1991, local
governments enjoy relative autonomy from the national government. Among the social services and
facilities that local government should provide, as stipulated in Section 17 of the Local Government
Code, are the following:

facilities and research services for agriculture and fishery activities, which include seedling
nurseries, demonstration farms, and irrigation systems;
health services, which include access to primary health care, maternal and child care, and
medicines, medical supplies and equipment;
social welfare services, which include programs and projects for women, children, elderly, and
persons with disabilities, as well as vagrants, beggars, street children, juvenile delinquents, and
victims of drug abuse;
information services, which include job placement information systems and a public library;
a solid waste disposal system or environmental management system;
municipal/city/provincial buildings, cultural centers, public parks, playgrounds, and sports facilities
and equipment;
infrastructure facilities such as roads, bridges, school buildings, health clinics, fish ports, water
supply systems, seawalls, dikes, drainage and sewerage, and traffic signals and road signs;
public markets, slaughterhouses, and other local enterprises;
public cemetery;
tourism facilities and other tourist attractions; and
sites for police and fire stations and substations and municipal jail.

Local government units also have the power to create its own sources of revenue and to levy taxes,
fees, and charges that shall accrue exclusively to them.

Functions of Provincial Governor
Provincial governors
The provincial governor, as the chief executive of the provincial government, shall exercise and perform the following powers and duties:
Exercise general supervision and control over all programs, projects, services, and activities of the provincial government:

determine the guidelines of municipal policies and be responsible to the Sangguniang Panlalawigan for the program of government;
direct the formulation of the provincial development plan;
at the opening of the regular session of the Sangguniang Panlalawigan, present the program of government and propose policies and projects for consideration;
initiate and propose legislative measures to the Sangguniang Panlalawigan;
represent the province in all its business transactions and sign on its behalf all bonds, contracts, and obligations, upon authorization by the Sangguniang Panlalawigan;
carry out emergency measures as may be necessary during and in the aftermath of man-made and natural disasters;
examine the books, records and other documents of all offices, officials, agents or employees of the province;
furnish copies of executive orders issued by him to the Office of the President within 72 hours after their issuance;
visit component cities and municipalities at least once every six months;
represent the province in inter-provincial or regional sports councils or committees, and coordinate the efforts of component cities or municipalities in the regional or national
palaro or sports development activities;
conduct an annual palarong panlalawigan; and
submit to the Office of the President an annual report on the administration and development of the province, and supplemental reports when unexpected events and situations
such as calamities arise.

Enforce all laws and ordinances, and implement all approved policies, programs, projects, services and activities of the province:

Initiate and maximize the generation of resources and revenues, to be used for the implementation of development plans, program objectives and
priorities:

issue executive orders as are necessary for the proper enforcement and execution of laws and ordinances;
call conventions, seminars or meetings of any elective and appointive officials of the province;
in coordination with the component cities and municipalities, and the National Police Commission, formulate and implement the peace and order plan of the province; and
call upon the appropriate law enforcement agencies to suppress disorder, riot, lawless violence, rebellion or sedition or to apprehend violators of the law.

prepare and submit to the Sangguniang Panlalawigan for approval the annual executive and supplemental budgets of the province;
ensure that all taxes and other revenues of the province are collected;
issue, suspend or revoke licenses and permits;
adopt measures to safeguard and conserve land, mineral, marine, forest, and other resources of the province;
provide efficient and effective property and supply management in the province; and protect the funds, credits, rights and other properties of the province; and
institute or cause to be instituted administrative or judicial proceedings for violation of ordinances in the collection of taxes, fees or charges, and for the recovery of funds and
property.

Ensure the delivery of basic services and the provision of adequate facilities as provided for under Section 17 of the Local Government Code.
