in an industry.

Competency

Types of Competency
Basic - required for all qualification
levels in all industry sectors
Common - sector - specific but not as
specialized or highly technical in nature
as the core competencies
Core - pertain to a stream of
technology or specialty job within a
particular industry/sector.
Elective - additional competencies
that are useful but not absolutely
necessary for enhancing the
mobility/employability of a person

Accreditation System
A two-stage process which consist of Registration
(mandatory) and Accreditation (voluntary) to
ensure quality in program delivery.
Program Registration signifies that the programs
satisfy the minimum standards contained in the
Training Regulations.
Program Accreditation signifies compliance with
defined components of the operational areas
applying the quality assurance components of the
Plan-Do-Check-Act Cycle of improvement.

A system for implementing the policies, rules and
regulations of assessment and certification. Specifically,
the:
Accreditation of assessment centers
Accreditation of Competency Assessors
Conduct of Competency Assessment and
Certification
Program Monitoring and Reporting

General Principles of PTQCS


A qualification maybe attained through:
Accumulation of achieved units of competency
Direct assessment for a national certificate
The assessment process is based on evidence or
information gathered to prove possession of
competencies.
Competency assessment shall be conducted only by
accredited competency assessors in accredited
assessment centers.
Certification maybe applied to a single unit of
competency, a cluster of relevant units or to a
qualification.
