QUALITY INSPECTION AND TESTING

LABORATORY: A laboratory

shall be maintained,

which shall be suitably equipped and staffed,


where different tests and inspections given in
the specification shall be carried out
according to the methods given in the specification.
All

the testing apparatus shall be periodically checked and

calibrated and records of such checks/calibration shall be


maintained.

TEST RECORDS: All records of tests and inspection shall be kept in


suitable forms approved by the Bureau.

NOTE: The existing forms etc., as being maintained by the


manufacturers may be retained. These forms, however, shall contain
all the information required for operating this Scheme of Testing and
Inspection.

Copies of any records and other connected papers that may be


required by the Bureau shall be made available at any time on
request.

QUALITY CONTROL: It is recommended that as far as possible,


Statistical Quality control (SQC) methods may be used for controlling the
quality during production as envisaged in this scheme [See IS 397 (Part
1):1972, IS 397 (Part2):1985 and IS 397 (Part 3):1980].

In addition, effort should be made to gradually introduce a


Quality Management in accordance with the Quality system Modules
as per IS/ISO 9001 or IS/ISO 9002 or IS/ISO 9003 as appropriate to the
activities of the organization.

STANDARD MARK: The Standard Mark(s) as given in column (1) of the First
Schedule of the license shall be applied on the name plate of each sewing machine
Head , provided always that the sewing machine head to which mark is thus
applied conforms to every requirement of the specification.

In addition, each sewing machine head shall be marked with the following:
a) Name or trade mark;
b) Name of model
c) Serial number of the machine head to be engraved/punched on the bed
plate and;
d) SEWING MACHINE HEAD ONLY
e) License number (CM/L No.);

LEVELS OF CONTROL: The tests as indicated in Table 1 attached and at the

levels of control specified therein, shall be carried out on the whole


production
covered under this scheme and appropriate records and charts maintained in
accordance with paragraph 2 above. On the basis of test results decision
regarding conformity or otherwise of the control unit shall be taken. All the
production,which conforms to the Indian Standard and covered by the license
shall be marked with Certification Mark of the Bureau.

CONTROL UNIT: The number of sewing machine head of the same model and
design manufactured in a day shall constitute a control unit.

The manufacturer shall submit and obtain approval of drawings

for components keeping in view the requirements given in component


specifications listed in Annex-B of IS 14769:2000. The grade of cast
iron used in the body and other C.I. components shall be
specified. Minimum of grade FG 200 of IS 210:1993 is recommended.
Steels used shall conform to relevant component specification
drawings.

The sewing machine head shall be provided with provisions for


lubrication as required in Cl.6 of IS 14769:2000.

WORKMANSHIP AND FINISH:


Sewing machine head and its accessories shall be of rigid
construction, neat in appearance and ready for use. They shall be
free from objectionable vibration and shall be quiet in operation.

REJECTIONS:
A separate record shall be maintained giving information

relating to the rejection of production not conforming to the


requirements of the specification and the method of its disposal.
Such material shall in no case be stored together with that conforming
to the specification.

SAMPLES: The licensee shall supply, free of charge, the samples


required in accordance with the Bureau of Indian Standards
(Certification)Regulations, 1988,as subsequently amended, from his
factory or godowns. The Bureau shall pay for the samples taken by it
from the open market.

11.0)REPLACEMENT: Whenever a complaint is received soon after the goods


with Standards Mark have been purchased and used and if there is adequate
evidence that the goods have not been misused, defective goods are replaced
free of cost by the licensee in case the complaint is proved to be genuine and the
warranty period (where applicable) has not expired. The final authority to judge
conformity of the product to the Indian Standards shall be with the Bureau.

In the event of any damage caused by the goods bearing the Standard Mark, or
claim being filed by the consumers against BIS Standards Mark and not
conforming to the relevant Indian Standard, entire liability arising out of such
non-conforming product shall be of the licensee and BIS shall not in any way be
responsible in such cases.

SUSPENSION OF MARKING: The marking of the product shall be stopped


under intimation to the Bureau if, at any time, there is any difficulty in
maintaining the conformity of their product to the specification, or the testing
equipment goes out of order. The marking may be resumed as soon as the defects
are removed under intimation to Bureau.

The marking of the product shall be stopped immediately if directed to do so by


Bureau for any reason. The marking may then be resumed only after permission
by the Bureau. The information regarding resumption of markings shall also be
sent to the Bureau.

PRODUCTION DATA: The licensee shall send to BIS as per the

Proforma to be authenticated by a Chartered Accountant or


by the manufacturer by giving an affidavit/undertaking, a statement of
quality produced, marked and exported by him and the trade value
thereof at the end of each operative year of the license.

LEVELS OF CONTROL

Other Components :For critical components, a single sampling plan with


inspection level IV and AQL 1% as given in IS 2500 (Part I):1992 shall be
followed for visual and dimensional inspection. For other components, the
single sampling plan with inspection level 4 and AQL 1% shall be followed. For
inspection for hardness, the inspection plan with level 1 and AQL 1% shall be
followed. For ready reference, the extract from IS 2500 (Part I):1992 of the
above plans are given in Annex II.

Paint TEST:
In case of unsatisfactory results, corrective action shall

be taken and sample from each control unit shall be checked. Original
frequency may be restored in case the samples taken from these
consecutive control units satisfy this requirement.

Plating :

In case plated components are received from outside, five


random samples per consignment may be tested. The samples shall conform to
the requirements for acceptance of the batch/consignment.

Accuracy requirements & Sewing requirements:


In case both the machine head pass for all the
requirements, the control unit shall be considered as conforming to
the requirement. But, if any of the machine head fail in one or more
than one requirement, then each machine head of the control unit
shall be checked for these characteristics, in which failures have
occurred and only the machine head conforming to
these characteristics shall be considered as acceptable. However,
corrective action shall be taken for subsequent production.

Durability Requirements:
In case any of the machine head fails to meet the
requirement of durability test, the failure shall be investigated and
the corrective action shall be taken on the entire control unit. The
control unit may be re-inspected for this test with double the number
of machine head to be tested and it shall be marked if none of the
machine head fail in any of the requirements.
