General Provision:
Only duly licensed amateurs are
eligible to use the amateur frequency
bands allocated by the rules and
regulations governing the Amateur
Radio Service in the country.

Effectivity of Operators
Certificate/License:
Minimum of 1 year with the expiration
date falling on the licensees birth day
Lifetime/Permanent RSL is valid for the
lifetime of the licensee

Scope/Authority of License:
Install/own/operate the authorized
equipment* for an amateur fixed,
mobile and/or portable radio station in
the appropriate frequency bands for
his class on a non-interference
basis
* Equipment should be registered

Renewal of Licenses
If without changes/modifications, the
application for renewal must be filed
with NTC at least 30 days before
expiration.

Renewal of Expired Licenses
A license expired for less than 2 years
may be renewed upon:
Filing of renewal application
Payment of arrears and surcharges
equal to 100% of the license fee for
every year or a fraction of a year that
the license has expired.

A license expired for more than 2
years but less than 5 years may be
renewed upon:

Applicant may be assigned a different
call sign, if the previously assigned is no

years but is 14 months expired, and
the prescribed license fee is P144.00
per year, then excluding filing fee the
amount payable is

- Shall be filed with NTC for:
Upgrading to a higher class
Change of name
Transfer of location of the fixed station

A license that has been lost, mutilated
or destroyed shall be reported
immediately & application for
duplicate license be filed with NTC
Surrender the duplicate if the original
has been found.

Emergency Channel
145.000MHz 25KHz shall be used only for
emergency communication and general
calling frequency for radiotelephony
To facilitate reception of distress call, all
transmission shall be kept to a minimum and
shall not exceed one (1) minute
If without distress traffic, listen for a
reasonable period before transmitting to
ensure no distress traffic is taking place

Technical Regulations
In April 2011, NTC issued MC 04-03-2011
stating that in times of disasters and
national emergencies, the frequencies
144.74 and 7.095MHz shall be used by
amateurs as calling frequencies in the 2m
and 40m, respectively.

Distress Signals:
For Radiotelephony (Voice Transmission):
MAYDAY spoken 3 times followed by Call
sign, name, location, nature of distress, kind
of assistance desired
Radiotelegraphy (CW):
SOS followed by Call sign, name, location,
nature of distress, kind of assistance desired

Amateur Radio Examination


General Qualifications for Examinees:
A Filipino citizen or citizen of countries that
provide the same privilege to Filipino
nationals* in their country as far as
examination is concerned;
At least 12 years old for Class A/B/C; at
least 9 years old for Class D
Able to transmit and receive messages in
Filipino, English or any of the Philippine
dialects.

*Reciprocal Agreement
- An agreement on amateur licensing
between two countries whereby
citizens of one country is authorized
to operate on the other country,
provided he is a holder of a license
issued by his government

Ham Radio Call sign


Each licensed amateur radio operator
is issued by the NTC a distinctive
identification consisting of numbers
and letters called a call sign
A call sign is unique and recognized
internationally among the amateurs.

Mobile/Portable Operation
Must be identified in radiotelephony by
the call sign suffixed by the word
portable or mobile, followed by the
district where operation is taking place
e.g. DV1SWA mobile or 4F1BGF portable
If driving to Baguio for a day, DV1KC
should transmit as DV1KC mobile 2.

if DU1AV operates in Zamboanga within
30 days, he may identify himself using
any of the following calls:
DU1AV portable 8, DU1AV slash 8,
DU1AV slant 8, or DU1AV stroke 8

license is needed
Example: DU1AV transfers to Zamboanga
and modifies license after 4 months it

premises, of size at least 10cm high
b) For mobile stations: on the windshield
of vehicle or vessel, of size at least
5.08cm high
c) For portable stations: on the equipment

knowing that you are causing harmful
interference to any station
In case of harmful interference, NTC may:
Limit power of station or limit operating hours
Suspend operation until station is fixed
Close station temporarily in the event of
continued interference

Use of Station by Another Person
The amateur station of a licensee may
be used to transmit by another person
only when the licensee controls directly
the entire operation in accordance with
proper amateur practice.

documents available for NTC operation and
inspection anytime upon request by an
NTC representative or inspector with a
Mission Order.

The Logbook
Keep a radio logbook for recording QSOs
or contacts with fellow amateurs.
Radio logbook must be kept for a period
of two (2) years
Radio logbook with distress traffic
must be kept for a period
of five (5) years

Suspension/Revocation of
License
A license may be suspended or revoked,
after due notice and hearing, due to:
Any violation of RA 3846, as amended
Making false statements in the application
for license
Failure to comply with conditions of license
Intentional harmful interference/jamming
Performing amateur activities without proper
authorization or license

Penalties
Fines:
For a person found violating the law with
illegal possession and illegal transmission of
an amateur radio transceiver
P2,000 and/or imprisonment of not more
than two years for each and every
offense
For a company, corporation or association
found to have illegally purchased a base
transceiver
P5,000
